About this file
This is Amendment 0002 to Solicitation SPE3S126R0011, issued by DLA Troop Support Subsistence Supply Chain on August 7, 2026, with an effective date of 8/7/2026. The amendment modifies specifications and cybersecurity requirements for the procurement of subsistence items, specifically Unitized Group Rations.
The amendment makes three primary modifications to Section C (Specifications/SOW/SOO/ORD): First, it corrects the specification for line item 0012 (Pulled Pork in BBQ Sauce) by replacing PCR-P-043, 31-MAR-06 with change 06 dated 04-JAN-22 with the correct version containing change 04 dated 25-JAN-22. Second, it removes three cybersecurity-related DFARS clauses from the solicitation: DFARS 252.204-7021 (Contractor Compliance with Cybersecurity Maturity Model Certification Level Requirements), DFARS 252.240-7997 (NIST SP 800-171 DoD Assessment Requirements), and associated reference text. Third, it inserts comprehensive new cybersecurity requirements under Section C-6, including definitions, adequate security safeguards, cyber incident reporting protocols, malicious software handling procedures, and media preservation requirements. The cybersecurity section establishes 15 specific security control requirements, mandates 72-hour reporting of cyber incidents to DoD via a secure portal at https://www.dc3.mil/Missions/DIB-Cybersecurity/DIB-Cybersecurity-DCISE/, requires annual recertification of security measures, and specifies detailed incident reporting information requirements. Offerors must sign and return Amendment 0002 to acknowledge agreement with all cyber requirements without exception.
