About this file

This is Amendment 0003 to Solicitation SPE30026R0011, issued by DLA Troop Support's Directorate of Subsistence on September 21, 2026. The amendment further clarifies responses to previous questions and modifies certain aspects of the original solicitation without extending the closing date of September 30, 2026, at 3:00 PM Philadelphia Time.

The amendment provides critical guidance on pricing and proposal development: offerors must utilize current cataloged items as of March 2026 and historical demand quantities from the pricing spreadsheet to formulate proposals, incorporating anticipated Market Basket items likely to be cataloged post-award. Zone 3 Western Africa remains active in five countries—Gabon, Ghana, Nigeria, Senegal, and Cote d'Ivoire—with bottled water as the only item ordered in the past year; Niger locations are no longer active as of June 2026. The amendment clarifies that demand estimates are subject to increase or decrease based on actual conditions and that specific delivery locations and DoDAAC identifiers constitute sensitive operational information that will not be disclosed. Distribution category 12 applies to product disposal approved at the Contracting Officer's discretion. Additional submission requirements clarify that Past Performance Questionnaires and Small Business Subcontracting Plans (submitted under FAR 52.219-9) shall not be included in page count limitations, and all pages of the solicitation document must be included in Volume I. The amendment deletes the paragraph referencing Class Deviation 2026-O0028 regarding Revolutionary FAR Overhaul procedures. All other terms and conditions remain unchanged.

To further clarify the answers per Amendment 0002, see below DLA Troop Support responses:

1.The “Current Catalog” tab of the pricing spreadsheet lists the items that were cataloged for customer support as of March 2026. Offerors shall utilize the current cataloged items and the historical demand quantities coupled with the Market Basket items (items that are likely to be cataloged by the Prime Vendor post award) to formulate their proposals.

Zone 3 Western Africa: Please see the Note on page 173, stating, “The sites in Niger list current annual demand on the current cataloged items tab of the pricing spreadsheet; however, the sites in Niger are no longer active as of June 2026. Vendors are reminded that any demand estimates provided in this Solicitation are only estimates, and subject to increase or decrease based on the actual conditions on the ground.”

The “Current Catalog” tab of the pricing spreadsheet (provided via Amendment 0002), columns AB through AF shows the remaining Zone 3 countries which are still active as of September 2026: Gabon, Ghana, Nigeria, Senegal, and Cote d’Ivoire (Ivory Coast). Within the past year, September 2025 to September 2026 (Amendment 0003 posting date), only bottled water has been ordered/received by the customers in Gabon, Ghana, Nigeria, Senegal, and Cote d’Ivoire (Ivory Coast) on an as needed basis.

Due in part to fluid real-world events, theater threat postures, and potential contingency operations within the AOR, specific delivery locations and unit-identifying DoDAACs may constitute sensitive operational information. Releasing this granular data could compromise force protection by revealing unit locations, troop concentrations, and operational tempos. The Agency has determined that providing the combination of the current cataloged items and historical demand quantities aggregated by country will allow for proposals that accommodate Agency needs and allow offerors to compete intelligently. Additionally, as stated in the solicitation, offerors will be required to support all authorized DLA customers located within Zone 2 and Zone 3, and other customers may be added as necessary during the life of any resultant contract. Offerors are also reminded that fixed-price type contracts place the maximum risk and responsibility for all costs and resulting profit or loss on the Prime Vendor.

2.Distribution category 12 applies to any product being disposed of, approved at the Contracting Officer’s Discretion.

See SOW pg. 90 for the Disposal requirements, Section IV. Product Sourcing and Pricing, section O. Disposal of Product, which provides an example.

3.Past Performance Questionnaires will not be included in the page count.

4.In addition to the submission of Volumes I through III of this solicitation, an offeror’s Small Business Subcontracting Plan, submitted in accordance with FAR 52.219-9, shall be submitted as a separate document by the solicitation closing date. This document is not to be included in the page limitation requirements.

5.Refer to page 166, (c) Submission Requirement – Solicitation – Volume I for the solicitation submission requirements, which state, “Each document must be printed in its entirety for submission.” All pages of the Solicitation document should be included in Volume I. Offerors must thoroughly review the solicitation to ensure all required fill-ins and signatures are provided.

On page 3, “NOTICE TO OFFERORS”, the paragraph below is deleted from the Statement of Work:

“This procurement is using the procedures of 41 U.S.C. 1901, as implemented by Class Deviation 2026-O0028 – Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 12, Defense FAR Supplement (DFARS) Part 212 and Revolutionary FAR Overhaul Part 12.201-1.” [ref: PI 26-06; Troop Support Revolutionary FAR Overhaul (RFO) Introductory Rollout]”

All other terms and conditions remain the same. The solicitation closing date of September 30, 2026, 3:00 PM PHILADELPHIA TIME remains unchanged.
