About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by DLA Troop Support, Directorate of Subsistence on August 25, 2026, for solicitation SPE30025R0042 regarding Fresh Fruit and Vegetable support for Department of War Troops, Non-DoW USDA Schools, and Non-DoW Indian Tribal Organizations. The amendment extends the solicitation closing date from July 29, 2026 to September 3, 2026 at 3:00 PM Eastern Time. The document releases clarifying responses to five questions submitted by potential offerors regarding pricing documentation requirements and submission procedures.
The key pricing clarification confirms that offerors must submit proposed prices reflecting actual prices paid during the July 12 through August 15, 2026 timeframe. Regarding acceptable documentation, the amendment specifies that manufacturer, grower, or private-label holder invoices are preferred, but written quotations from these sources may be accepted if an item was not previously stocked. When quotations are submitted for multiple market basket items, each item is evaluated individually on its merits without numerical or percentage limitations. The solicitation does not require a minimum number or percentage of offeror-specific historical invoices, but offerors must affirm their status as a current and functioning commercial distributor of fresh fruits and vegetables. Pricing proposals must comply with the TS16-29 Economic Price Adjustment model for Actual Material Costs. All other terms and conditions of the original solicitation remain unchanged.

1. IAW FAR 15.101(d): Mission needs and requirements. General information on an agency’s current or anticipated needs and requirements may be disclosed at any time. When information about a proposed acquisition is disclosed to one or more potential offerors and that information is necessary for the preparation of proposals, the information should be made available to the public as soon as practicable, but no later than the next general release of information, in order to avoid creating an unfair competitive advantage.
The following questions were received in response to the request for proposals for SPE300-25-R-0042, Fresh Fruit and Vegetable support for DoW Troops, Non-DoW USDA Schools and Non-DoW Indian Tribal Organizations (ITO). The information contained therein is being released for all interested parties. See below for questions and answers.
The responses to these questions are provided for clarification purposes only and do not change portions of the solicitation requirements. In the event of any discrepancy between the answers provided in this amendment and the solicitation documents, the solicitation documents will take precedence.
Q. Will DLA consider a regional supplier’s actual commercial invoice when they are combined with an executed agreement establishing the offerors binding acquisition price?
A. Invoices submitted must reflect the price paid by the offeror. As stated on page 67 of the solicitation: “Offerors are to submit proposed prices in accordance with the definitions of the separate price components identified in Section VII, TS16-29 Economic Price Adjustment (“EPA”) – Actual Material Costs for Subsistence Fresh Fruits & Vegetables (“FF&V”) And Shell Eggs Model (JUL 2025). The Delivered Prices proposed must reflect those prices that were paid by the offeror for the various items during the Sunday, July 12, 2026 through Saturday, August 15, 2026 timeframe.”
Q. If not, please identify the specific solicitation provision, regulation, or DLA policy that prohibits consideration of that evidence and explain what material pricing risk would remain unverified.
A. Please see Page 67-71 for price proposal submission requirements. Please also see page 13-18, TS16-29 Economic Price Adjustment (“EPA”) – Actual Material Costs for Subsistence Fresh Fruits & Vegetables (“FF&V”) And Shell Eggs Model (JUL 2025), for further information and definitions of the Delivered Price.
Q. When Offeror has not previously purchased a Market Basket item, may a quotation addressed directly to the Offeror from a manufacturer, grower, or private-label holder be considered under the solicitation’s quotation exception?
A. Yes, it may be considered. Please see page 68, paragraph D.2., generally. That paragraph states, in part: “The preferred documentation is the manufacturer, grower, or private label holder invoice. If a particular line item was not stocked during that time period, a written quote from a manufacturer, grower or private label holder may be accepted. However, please note that anything other than an invoice, such as quotes, are the exception to the rule and may not be satisfactory to the Contracting Officer in substantiating an offeror’s Delivered Price.”
Q. If quotations are submitted for multiple Market Basket items, will each quotation be evaluated individually on its merits, or does DLA apply a numerical or percentage limitation?
A. Please see page 68, paragraph D.2, generally. That paragraph states, in part: “The Government requires offerors to substantiate all of its proposed Delivered Prices with an invoice/quote from the manufacturer, grower, private label holder, or redistributor (collectively referred to as “Supplier”) along with the corresponding freight invoice.”
Substantiating documents for Delivered Prices are evaluated per item.
Q. If DLA requires offeror-specific historical invoices for a minimum number or percentage of Market Basket items, please identify the solicitation provision establishing that threshold.
A. The solicitation submission requirements do not require offeror-specific historical invoices for a minimum number or percentage of market basket items, however, please see page 68, paragraph D.2., stating in part: “The preferred documentation is the manufacturer, grower, or private label holder invoice.” Substantiating documents submitted for Delivered Prices are evaluated per item. The solicitation requires the offeror to be a “current and functioning commercial distributor of FF&V items.” By offering, the offeror affirms this status.
2. The Solicitation closing date has been extended to Thursday, September 3, 2026, at 3:00PM Eastern Time.
3. All other Terms and Conditions of the solicitation remain unchanged.
