DELETE CURRENT "BARCODE LABEL/TAG" REQUIREMENTS AND SUBSTITUTE THE FOLLOWING:
LABEL TAG: EACH ITEM SHALL BE INDIVIDUALLY BAR-CODED WITH A PAPER TAG FOR PERSONAL CLOTHING ITEMS. THE PAPER USED FOR THE TAGS SHALL BE STANDARD BLEACHED SULFATE HAVING A BASIS WEIGHT OF 100 POUNDS WITH A SMOOTH FINISH TO ACCEPT THERMAL TRANSFER AND DIRECT PRINTING. THE TAGS SHALL HAVE A HOLE AND SHALL BE ATTACHED TO EACH ITEM BY A FASTENER, CLEARLY LEGIBLE AND READABLE BY SCANNER. THE BAR CODING ELEMENT SHALL BE A 13 DIGIT NATIONAL STOCK NUMBER (NSN). THERE SHALL BE A 12 DIGIT UNIVERSAL PRODUCT CODE (UPC) ASSIGNED FOR ALL NSNS BY THE GOVERNMENT. THE INITIAL "UPC" MUST APPEAR BENEATH THE CODE. THE BAR CODES FOR NSN AND UPC SHALL BE A MEDIUM TO HIGH DENSITY AND SHALL BE LOCATED SO THAT THEY ARE COMPLETELY VISIBLE ON THE ITEM WHEN IT IS FOLDED AND PACKAGED AS SPECIFIED. THE LABEL'S LOCATION SHALL CAUSE NO DAMAGE TO THE ITEM.
NOTE: UNIVERSAL PRODUCT CODE INFORMATION THE GOVERMENT ASSIGNED UNIVERSAL PRODUCT CODE (UPC) MUST BE PLACED ON ALL SHIPPING CARTONS ON WHICH THE NSN APPEARS.

The following technical data is provided for inclusion to the subject specification to maintain the Marine Corps requirements. These changes are effective immediately on current and future procurements until such time as the document is amended or revised.
DELETE: Paragraph 2. CLASSIFICATION.
The skirts shall be in the following sizes:

REPLACE: Paragraph 2. CLASSIFICATION. The skirts shall be one class and size of the following:

b. DELETE: Paragraph 3.3.1 Basic Material.
The basic material for the skirt shall be a polyester/ wool serge, Green Shade 2243. The finished cloth shall confirm to the requirements listed in Table I below.
REPLACE: Paragraph 3.3.1 Basic Material.
The basic material for the skirt shall be in polyester/wool serge and the color shall be class 1 or class 2, as specified. The finished cloth shall confirm to the requirements listed in Table I below.
c. DELETE: Paragraph 3.3.2 Knitted Cloth. The cloth for the front stretch panel shall be an interlock knit, tubular stretch type nylon cloth conforming to Green Shade 2245. The cloth shall weight 6.5-8.0 oz./sq. yd. when tested according to test method ASTM-D3776 Option C and have a minimum of 30 wales yarns per inch and 35 courses per inch when tested according to test method ASTM-D3887. Samples shall be conditioned as directed in ASTM-D1776
REPLACE: Paragraph 3.3.2 Knitted Cloth.
The cloth for the front stretch panel shall be an interlock knit, tubular stretch type nylon cloth and the color shall be class 1 or class 2, as specified. The cloth shall weight 6.5-8.0 oz./sq. yd. when tested according to test method ASTM-D3776 Option C and have a minimum of 30 wales yarns per inch and 35 courses per inch when tested according to test method ASTM-D3887. Samples shall be conditioned as directed in ASTM-O1776
d. DELETE: Paragraph. 3.3.3. Thread. A cotton soft finish thread shall be used for seaming. The thread shall be spun from combed cotton and shall be 11,023 to 12,400 yards per pound, 40 Tex, 3 ply, with a minimum breaking strength of 1.8 lbs. with 5 determinations per sample unit when tested accordingly to ASTM D 225611. The thread for overedge stitching shall be cotton, 14,173 to 16,535 yards per pound, 30 text, 3 ply, with minimum breaking strength of 1.5 lbs. with 5 determinations per sample unit when tested according to ASTM D 2256. The thread shall be dyed olive Drab, shade T-1, cable No 66203 and shall show "good" color fastness to laundering (3 cycles; dried after each cycle), light, perspiration, and wet/dry cleaning when tested according to AATCC 61-3A; AATCC 16 Option A; AATCC 15; and AATCC 133, respectively. The color of dyed cotton thread shall match the standard sample when viewed under filtered tungsten lamps which approximate artificial daylight having a correlated color temperature of 7500 +/- 200K with illumination of 100 +/- 20 foot candles, and shall be a good match to the standard sample under incandescent lamplight at 2300 +/- 200K.Certificates of compliance shall be submitted for requirements and the Government reserves the right to inspect such items to determine the validity of the certification.

FED-STD-191A NOTICE 7, DATED AUGUST 9, 2000 IS HEREBY INACTIVE FOR NEW DESIGN. WHEN NOT USING FED-STD-191, SEE INTERIM CHANGES TO END ITEM SPECIFICATION FOR REPLACEMENT ASTM.
INTERIM CHANGES TO FED-STD-191A:
TEST METHOD 5202, PARA. 5.3, DELETE FIRST SENTENCE AND SUBSTITUTE: "THE SPECIMEN SHALL BE CLAMPED FIRMLY, WITH ONE END FLUSH WITH THE OUTER EDGE OF THE VISE, SUCH THAT ONE INCH OF SPECIMEN LIES WITHIN THE CLAMP AND ONE INCH OF THE SPECIMEN EXTENDS BEYOND THE CENTER OF ROTATION (FACE OF THE VISE), AND WITH THE LONG EDGE PARALLEL TO THE FACE OF THE DIAL PLATE".
TEST METHOD 5309.1 ABRASION RESISTANT OF TEXTILE WEBBING. PAGE 1, PARA 4.1.2,LINE 4: DELETE "B-97" AND SUBSTITUTE "B-91".
THE FOLLOWING METHODS ARE IDENTIFIED AS SPECIFYING OZONE DEPLETING SUBSTANCES: 1100, 1200, 1240, 1400, 1410, 1500, 1510,1520,1530, 1540, AND 1550. PARA 5.1 OF THESE TEST METHODS REQUIRE THE USE OF 1,1,1- TRICHLOROETHANE, ALCOHOL OR ETHER. 1,1,1-TRICHLORETHANE IS AN OZONE DEPLETING SUBSTANCE (METHYL CHLOROFORM) AND IS THEREFORE PROHIBITED. THE USE OF EITHER ALCOHOL OR ETHER IS REQUIRED WHEN THESE METHODS ARE IN BASIC OR ANY REFERENCED DOCUMENT.
METHOD 5202, STIFFNESS OF CLOTH, DIRECTIONAL; CANTILEVER BENDING METHOD. PAGE 2, PARA. 5.3 DELETE FIRST SENTENCE AND SUBSTITUTE WITH THE FOLLOWING: "THE SPECIMEN SHALL BE CLAMPED FIRMLY, WITH 1 END FLUSH WITH THE OUTER EDGE OF THE VISE, SUCH THAT 1" OF THE SPECIMEN LIES WITHIN THE CLAMP AND 1" OF THE SPECIMEN EXTENDS BEYOND THE CENTER OF ROTATION (INNER FACE OF THE VISE) AND WITH THE LONG EDGE PARALLEL TO THE FACE OF THE DIAL PLATE."
