U3PL Solicitation SPE1C121R0056 Questions and Responses Version 3

1. Is the contractor sewing hook/loop on the back of the name tape and putting it onto the Velcro strip on a combat jacket? The Contractor will sew hook onto back of name tape and will not put name tape onto the combat jacket.

2. Is the contractor sewing the name directly to a garment at any time? Depending on the customer, the contractor may sometimes need to sew the name tape onto the hook or sew the name tape directly onto the uniform. For instance, Army OCP name tapes are sewn to the hook.

The Navy name tape is sewn on the uniform.

3. Is the contractor sewing hook/loop on the back of the branch tape and putting it onto the Velcro strip on a combat jacket? Contractor will sew hook onto back of Branch tape and will not put the Branch tape onto the combat jacket.

4. Is the contractor sewing the branch directly to a garment at any time? Depending on the customer, the contractor may sometimes need to sew the branch tape onto the hook or sew the branch tape directly onto the uniform. For instance, Army OCP branch tapes are sewn to the hook. The Navy branch tape is sewn on the uniform.

5. Is the contractor sewing hook/loop on the back of the rank patch and putting it onto the Velcro strip on a combat jacket? On the combat jacket, rank patches will come with the hook sewn affixed onto the patch. The contractor will not put the hook strip onto the combat jacket for the rank patch. For purposes of the rank insignia sewing pricing mentioned beginning on page 7 of the solicitation attachment, there will be no sewing payment for this function regarding the rank patch. Note: The contractor will warehouse and distribute other rank service patches as part of KMO fulfillment which do not require sewing onto uniforms. These patches will come with the hook already sewn/affixed to the patch.

6. Is the contractor sewing the rank patch directly to a garment at any time? Yes, rank sewing requires the Contractor to sew military service rank insignia onto a jacket or shirt for certain items. Such rank insignia will be provided to the Contractor by DLA. In instances where the rank insignia is to be sewn directly onto a jacket or shirt for certain items, there will not be loop or hook attached.

7. Is the rank patch government furnished or is the contractor purchasing from a qualified supplier?

The government will supply the rank patches and have them shipped to the 3PL Contractor.

8. Please validate the quantity of the rank patch from page 101. Is it 3300 annually? Yes, this is an annual estimated figure.

9. Is there a regional preference for the warehouse location based on inbound and outbound shipping costs? No. There is no regional preference for the warehouse location.

10. How many of the Name, Service Branch tapes are sewn onto a garment and how many are sewn onto a hook and loop backing? Alternatively, what percent of tapes is sewn for each method? Please refer to page # 36 of the solicitation attachment which provides an estimated monthly average quantity of name and branch tapes to be provided by the

Contractor. In addition, it is expected, although subject to change, that the OCP Name and

Branch tapes will be sewn onto the hook and loop backing. There is no guaranteed percentage post award with regard to sewing onto the garment versus onto the loop.

11. How many web ordering users are there currently? Can you break that out by service branch? There are approximately fifteen (15) different customer organizations who will be supported by this effort. Please refer to page 17 of the solicitation attachment for the listing of organizations. The number of individual ordering users will vary and is not available at this time.

12. How will the contractor get the details electronically for existing users including approved user credentials, order history by user, and remaining allowance balance during the transition period? Are the formats for the files containing that data already defined or will the Contractor and Service Branch be required to jointly define the data file formats during the phase‐in period? How is service allowance data transmitted to the contractor? This information will be provided after award as part of a collaboration between the Contractor, DLA Troop Support, and the Service Customer.

13. Jackets and shirts are called out for adding name, branch tapes, but are there other items such as hats that would have tapes either added or embroidered on? No. Only jackets and shirts.

14. Are there instances where the contractor would be sewing loop directly to a garment and then adding the name, branch, or rank tapes/patch after sewing hook to the back of said tapes/patch? No, the contractor is not expected to sew loop directly to a uniform item.

The loop is applied to the garment by the uniform item manufacturer.

15. Conversely would there be an instance where the contractor would remove hook or loop and sew tapes/patch directly to a garment? No. See responses to the questions above for further details regarding sewing of name tape, branch tapes, and ranks.
