1. The closing date of this solicitation is hereby extended from 04-OCT-2021 to 18-OCT-2021.

The following revisions are made to the solicitation:

2. On Page 6 of the solicitation attachment, the following paragraph is added under the header entitled Two‐Year Base Period Sewing and Embroidery Fees per tape/insignia produced and sewed onto uniform:

It is expected, although subject to change, that for the OCP name and branch tapes there will be a requirement that a hook fastener be sewed onto the back of the tape rather than a requirement that they be sewed directly to the uniform item. Name tapes, branch tapes, and rank insignia are the three items currently that may be produced, embroidered and/or sewn either directly to a uniform item or to the back of a hook fastener. However, the Government reserves the right to add additional tape or other items for production, embroidery and sewing in the future with pricing to be determined at that time.

The last paragraph on Page 6 is revised to read as follows:

Pricing for the sewing and embroidery of each name tape or branch tape. This includes the cost to produce and embroider name and branch tapes and the cost to either sew them onto uniform items or to sew the name/branch tapes to the back of a hook fastener, as needed. Name tapes require a personalized name to be embroidered onto the tape. Branch tapes require a military branch name be embroidered on to the tape: for example, “U.S. ARMY” or “U.S. NAVY.”

3. To clarify the submission of past performance contract information, the following two (2) paragraphs at the top of page 90 of the solicitation attachment are deleted:

Firstly, offerors are to list all their contracts with a value of $1,000,000 or greater over the last two (2) year period prior to solicitation closing date, regardless of the contract type (commercial or government). Secondly, if all of the contracts over $1,000,000 are commercial, offerors are to list their five (5) highest annual dollar value contracts. Offerors are to list government contracts over the same period even if they are under $1,000,000.

In instances where the offeror’s highest annual dollar value contracts are all government type (and there are at least

(5) Government contracts over $1,000,000), no further contracts will need to be furnished. If there are less than (5) Government contracts over the $1,000,000 threshold then the Contractor will provide additional Government contracts during the recent period that are below the $1,000,000 for a total of (5) Government contracts combined. This requirement applies to contracts as distinguished from delivery orders under a basic contract award.

In place of the paragraphs above, the following language is substituted:

Firstly, offerors are to list their five (5) highest annual dollar value Government contracts with a value of $1,000,000 or greater over the last two (2) year period prior to the solicitation closing date.

Secondly, if offerors have less than five (5) Government contracts valued at $1,000,000 or greater then they also are to submit their highest annual dollar value Government contracts valued below $1,000,000 over the last two (2) year period prior to the solicitation closing date for a total of five (5) Government contracts overall.

If offerors do not have five (5) Government contracts valued over $1,000,000 then they are also permitted to submit their highest annual dollar value commercial contracts with a value over $1,000,000 so that when these commercial contracts are added with the submitted Government contracts valued over $1,000,000 they total five (5) contracts over $1,000,000 over the last two (2) year period prior to the solicitation closing date.

If offerors have only commercial contracts valued over $1,000,000 they are to list their five (5) highest annual dollar value commercial contracts valued over $1,000,000. If there are less than five (5) commercial contracts valued over $1,000,000, they are permitted to submit the remaining number of their highest annual dollar value Government contracts valued below $1,000,000 for the two (2) year period prior to the solicitation closing date for a total of five (5) commercial contracts overall.

If offerors do not have five (5) contracts valued over $1,000,000 and do not have five (5) Government contracts valued under $1,000,000 they are permitted to submit their five (5) highest annual dollar value commercial contracts with a value under $1,000,000 over the last two (2) year period prior to the solicitation closing date.

This requirement applies to contracts as distinguished from delivery orders under a basic contract award.

4. On page 103 of the solicitation attachment, the estimated annual quantities found in the table containing the Sewing and Embroidery Fee Calculation for the Option Period 5, 6-month extension are changed as follows:
