About this file
This is Addendum No. 3 dated February 20, 2025, for Spalding County's 2025 TSPLOST Resurfacing Project (RFP No. 2025-004). The addendum provides clarifications and responses regarding road construction specifications, particularly for Jackson Road where work scope includes a 4" mill and 10" FDR mix. Key technical specifications include: geotechnical engineer evaluation for areas with wet, pumping, or high clay content deeper than 14"; no requirement for seven-day concrete break waiting periods; contractor responsibility to provide loaded tandem-axle dump trucks for proof rolling; and specific instructions for handling driveways and side roads along Jackson Road.
The addendum also clarifies asphalt specifications for Runaway Lake Drive, particularly at the eastern dam section, which should receive only a surface course of 9.5 MM Superpave at 135 LBS/SY, while the remainder of the road outside the remediation area should receive a surface course of 9.5 MM at 165 LBS/SY. The pay item quantity for 9.5 MM Superpave at 165 LBS/SY was not reduced to provide contingency for additional asphalt needs. The contractor must mill the roadway at each end of the remediation area to ensure smooth transitions between remediation and overlay areas.

RE: Addendum No. 3, dated February 20, 2025
This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents dated January 27, 2025.
The Addendum consists of two (2) pages.
Add. 3.1 Question: On Jackson Road with work scope being a 4” mill and then a 10” FDR mix, if wet, pumping, or high clay content areas are encountered deeper than the
14” depth, what will the method of repair be and how will the contractor get paid for this?
Response: Spalding County will utilize a geotechnical engineer to evaluate these areas on an individual basis and make a recommendation. Pay items will be added to the contract via change order based on the remediation used to correct each issue.
Add. 3.2 Clarification: The geotechnical engineer will perform testing which does not require the contractor to wait on seven-day concrete breaks before placement of the binder course. Each section of FDR must also pass a proof roll with a loaded tandem-axle dump truck provided by the contractor.
Add. 3.3 Clarification: There are no locations in the current paving project where rumble strips are present. The method discussed in the RFP for the installation of rumble strips is a general specification for all Spalding County paving projects.
Add. 3.4 Clarification: The contractor should mill and mix straight through at the driveways and side roads along Jackson Road and should build up a wedge using the cement mix material or other acceptable material to accommodate traffic in these locations until paving occurs. The wedge should be removed prior to installation of the asphalt binder course, and the surface course should match the elevation of the side roads and driveways.
Add. 3.5 Clarification: The section of Runaway Lake Drive at the eastern dam described for remediation in Addendum No. 2 should only receive a surface course of 9.5
MM Superpave at 135 LBS/SY and not both the 9.5 MM at 165 LBS/SY course and the 9.5 MM at 135 LBS/SY course. The remainder of Runaway
Lake Drive outside the remediation area should only receive a surface course of 9.5 MM at 165 LBS/SY. There was no reduction in quantity from the pay item for 9.5 MM Superpave at 165 LBS/SY to provide a small contingency if additional asphalt is needed.
Add. 3.6 Clarification: The contractor should mill the roadway as needed at each end of the remediation on Runaway Lake Drive to provide a smooth transition between the remediation area and overlay areas.
End of Addendum No. 3
