About this file
This is Addendum No. 2 dated February 17, 2025, for Spalding County's 2025 TSPLOST Resurfacing Project (RFP No. 2025-004), modifying the original bidding documents from January 27, 2025. The project involves road resurfacing work across multiple districts in Spalding County, with key modifications regarding asphalt milling disposal, remediation work at Runaway Lake Drive's eastern dam, and revised specifications for Cabriolet Trail. The addendum includes clarifications on milling requirements, where contractors must haul Jackson Road millings for disposal while delivering other road millings to Spalding County's designated location. A significant modification requires keeping one lane of Runaway Lake Drive open during construction as it's the subdivision's only access point.
The addendum includes a revised bid tabulation with 25 line items covering various aspects of road resurfacing, including payment and performance bonds, mobilization, traffic control, various types of asphalt concrete application, milling operations, and road marking. The project encompasses work on 17 roads totaling 13.39 miles, with specific requirements for material specifications such as recycled asphalt concrete, bituminous tack coat, and thermoplastic pavement markings. A geotechnical report from Construction Materials Services, Inc. details additional remediation requirements for the eastern dam section of Runaway Lake Drive, including complete asphalt removal and subgrade compaction to 100% Standard Proctor specifications.

2025 TSPLOST RESURFACING PROJECT
RFP NO. 2025-004

PURCHASING

TO: ALL BIDDERS
RE: Addendum No. 2, dated February 17, 2025
This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents dated January 27, 2025.
The Addendum consists of two (2) pages, a revised Bid Tabulation dated 02/17/2025, and a revised road list dated 02/17/2025.
Add. 2.1 Question: The ITB tells us to deliver all millings to Spalding Co, this project is going to produce nearly 20,000 Tons of Millings, are you sure you want all of these millings?
Response: Please refer to Section 1.5.F. of the RFP. The contractor is responsible for hauling and disposal of the asphalt millings generated from Jackson Road.
Asphalt millings from the other roads should be hauled to Spalding County at the location provided in the RFP (1.6.E.).
Add. 2.2 Question: For the Millings being delivered to Spalding Co will the Contractor need to do anything at the dump site to stockpile these millings? Or simply dump them and leave? If additional work is required by the Contractor at the dump site, please detail what the County’s expectations are.
Response: Spalding County will designate a location on their yard for the asphalt millings to be dumped. Since the County will not receive the millings from Jackson Road, no further work will be required by the contractor once the material is dumped.
Add. 2.3 Question: Rather than Mill Jackson Rd 4.0” before performing the FDR Work, have you considered using the existing pavement in the new FDR Pavement Structure and simply raise the road elevations? This will be much more cost effective.
Response: From the Geotechnical engineer: No. The total depth of the “Bound Layer” (+ 7 inches of HMA) existing was the main reason we chose this recommendation. We are including the bottom of the existing HMA layer, and it is included in the FDR mix.
Add. 2.4 Modification: A revised Bid Tabulation dated 02/17/2025 is attached. All bidding contractors must use the revised Bid Tabulation when submitting a bid.
Add. 2.5 Modification: The roadway at the eastern dam on Runaway Lake Drive will require additional remediation. A report from Construction Materials Services, Inc. is attached detailing the remediation, and appropriate quantities have been added to the Bid Tabulation. At least one lane of Runaway Lake Drive must remain open during construction since it is the only way in or out of the subdivision.
Add. 2.6 Clarification: The additional asphalt noted at sample location C-5 appear to have been used as a patch in the past. The limits of the asphalt patch under the surface course are unknown. This asphalt may be left in place as part of the base.
Add. 2.7 Modification: The line item for leveling has been removed from the Bid Tabulation. There should be no roads in the 2025 list which require leveling.
Add. 2.8 Modification: A revised road list is attached. The “MILLING REQUIRED” column for Cabriolet Trail has been revised from “NO” to “2.5-INCHES”. The quantity for this work was already included in the “ASPHALT MILLING (2.5-INCH DEPTH)” line item on the Bid Tabulation.
