About this file

This is a Request for Proposal (RFP) issued by the 102d Intelligence Wing (IW) of the Department of the Air Force at Otis Air National Guard Base in Massachusetts, seeking a contractor to install anti-terrorism (AT) measures focused on protecting against vehicle-borne threats. The project involves installing arresting cables and vehicle guard rails at various base locations, with specific technical requirements including retrofitting steel cable reinforcing and installing new steel cable guardrails. The RFP provides detailed specifications for cable installations, such as utilizing 2-3 cables at ¾-inch diameter with specific anchoring and positioning requirements, and includes multiple bid options for different perimeter sections (Base Bid and Options 1-4).

The contractor proposal must include comprehensive pricing covering all associated costs including materials, labor, equipment, transportation, and storage. The project will follow Unified Facilities Criteria (UFC) and adhere to State, Federal, and local installation codes, with UFC guidelines taking precedence in case of conflicts. The base bid covers approximately 1,010 linear feet with 12 Deadman blocks for the outer perimeter of B104, with additional optional sections available for bidding. Contractors are required to field verify all measurements, and technical details for installation are referenced in Attachment 2, which provides UFC 4-022-03 Security Fences and Gates documentation dated 1 October 2013.
