About this file
This document is a Certificate of Non-Collusion form designed to ensure the integrity of a bid or proposal submission. The form requires the bidder to certify under penalties of perjury that their bid has been made in good faith and without collusion or fraud with any other person or entity. The definition of "person" is broadly interpreted to include natural persons, businesses, partnerships, corporations, unions, committees, clubs, or any other organization or group of individuals.
The primary purpose of this document is to provide a legal attestation that the bidding process is fair and transparent. By signing this certificate, the bidder acknowledges the potential for legal consequences if found to be engaging in fraudulent or collusive practices. While the document does not specify details about a particular contract or procurement, it serves as a standard anti-collusion measure used in government and public sector bidding processes to prevent unfair competitive practices and ensure equal opportunity for all potential vendors.
