About this file
The SPB Form 31 Solicitation Evaluation Criteria document is issued by the Nebraska Department of Administrative Services, State Purchasing Bureau for Solicitation Number 120961 O5, seeking comprehensive actuarial services for the Nebraska Public Employees Retirement Systems (NPERS). The procurement targets a vendor to provide actuarial consulting services for six retirement systems and one deferred compensation plan, serving approximately 180,000 plan members with assets totaling around $21 billion. The solicitation requires annual valuations, GASB compliance services, projection services, actuarial experience studies, and benefit adequacy studies, with specific deliverables including five-year and thirty-year contribution projections and interactive modeling software. The response deadline is March 21, 2025, at 2:00 PM Central Time, with an initial three-year contract term and two optional three-year renewal periods. The awarded vendor must commence services by July 1, 2025, and attend approximately 15 in-person business days of meetings annually in Lincoln.
The evaluation criteria outline a 120-point scoring system, with 100 points allocated across three main categories: Corporate Overview (25 points), Technical Approach (65 points), and Cost Sheet (10 points), with an additional potential 20 points for oral interviews. Mandatory requirements include a signed Contractual Agreement Form, Corporate Overview, Technical Approach, and Cost Sheet. Cost points will be calculated using a formula comparing the lowest submitted cost to individual submission costs. Bidders must demonstrate expertise in public pension fund actuarial consulting, with mandatory qualifications including at least three public pension fund clients by December 31, 2024, five years of organizational experience, and a lead consultant with ten years of public pension fund actuarial consulting experience. Professional staff must have at least five years of actuarial science experience and appropriate credentials, with the lead consultant required to be a member of the American Academy of Actuaries.
