The purpose of Amendment 0006 is to update the responses to the questions received during the question/answer period. The solicitation closing date will be extended until 01DEC25.
Please see updates to the SOW, Section L, and Section M to include clarity for domestic production.
Questions are listed below with responses:
Question 1: Does the Statement of Work require that production of the NdFeB magnet block occur within the United States or its outlying areas? Will the ability to produce domestically be evaluated as part of the Solicitation? If so, under which factor and subfactor?
Answer: Updated the SOW, which is included in Amendment 0006, with clarifications added to Sections L and M, and Section 2, Scope of Work within the SOW.
Question 2: Section M (Attach. 5) states, “The government intends to award 3 initial IDIQ contract(s) resulting from this solicitation to domestic vendor(s) that are capable of producing NdFeB Magnet Block in the United States or the outlying areas of the United States.” (Attach. 5, para. 1.0.) However, there is no evaluation criteria, proposal instructions, nor provision in the Statement of Work that requires production to occur in the United States.
Answer: In Section M, the following was added to Subfactor 2.1: Material Description—The government will evaluate the specifications/standards that the offeror can domestically produce, and compliance with section 4 of the Statement of Work (SOW). Also, information was added under Subfactor 1.1: Production Capacity—The government will evaluate the offeror’s capability to domestically produce to the desired specifications for the year 1 table quantity (listed in section L) for each grade of magnet.
Question 3: The absence of a domestic production requirement is all the more striking because the SOW clearly requires that Sampling occur in the United States (Attach. 2, para. 5.4) (“Performance of all sampling operations associated with this SOW shall occur within the Continental United States (CONUS).”) Answer: Please see updates to the SOW and Sections L and M.
Question 4: Where it wants information on past performance from other parties, is this specific to government contracts? For example, should we be highlighting our programs with DLA, DPA TITLE III, etc.? Or is there something here that also seeks some sort of input from the commercial side, for example our customers across commercial, defense, and/or dual-use applications who are not directly government entities? And in addition to the questionnaire, it mentions gathering letters of support as well, are we understanding that correctly too? And is this for government or non-government entities or persons"???
Answer: Yes, you can provide information on past performance for programs if they are recent and relevant. Commercial and/or non-governmental contracts can also be considered for past performance, but you must provide sufficient verifiable details for each contract/program. The letter of support requirement has been removed under this solicitation.
