About this file

This document is a Questions and Answers (Q&A) amendment for a Defense Logistics Agency (DLA) solicitation for High Purity Aluminum (HPA). The solicitation (SP8000-25-R-0019) seeks multiple indefinite delivery/indefinite quantity (IDIQ) contracts for HPA, with a planned approach of awarding multiple contracts and competing individual orders among IDIQ holders as requirements arise. Each IDIQ contract will include a guaranteed minimum order to be awarded immediately after contract selection.

The Q&A clarifies key procurement considerations, specifically addressing sourcing and manufacturing location requirements. Vendors were informed that while all responsible quotes will receive consideration, they must adhere to the Buy American Act (BAA) procedures outlined in the Defense Federal Acquisition Regulation Supplement (DFARS) Part 225. Notably, the solicitation recently removed a previous requirement that production facilities must be located within the Continental United States (CONUS), potentially broadening the pool of potential suppliers.

HIGH PURITY ALUMINUM

SOLICITATION QUESTIONS AND ANSWERS

1. Would aluminum produced by a country not included in DFARS 252.225-7002 be considered?

ANSWER: All responsible and responsive quotes will receive fair consideration, but we will have to follow the Buy American Act (BAA) procedures as laid out in the Defense Federal Acquisition Regulation Supplement (DFARS) Part 225.

2. Would the producing smelter need to be located in CONUS or a country listed in DFARS 252.225-7002?

ANSWER: If foreign offers are received, they will be evaluated in accordance with the criteria as stated in the solicitation as well as the BAA procedures set forth in DFARS Part 225.

3. Do I understand correctly that the delivery schedule and individual order volumes of certain HPA grades will be determined after contract award(s)?

ANSWER: The intent is to award multiple indefinite delivery/indefinite quantity contracts with orders to be competed amongst IDIQ holders as requirements arise. Each IDIQ will have a guaranteed minimum that we anticipate will be awarded immediately after award.
