DEFENSE LOGISTICS AGENCY
HIGH PURITY ALUMINUM
COMBINED SYNOPSIS/SOLICITATION & INSTRUCTIONS TO QUOTERS
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
This solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 dated August 2025.
This procurement is being solicited as unrestricted under North American Industry Classification System (NAICS) 331314, Secondary Smelting and Alloying of Aluminum. The small business size standard is 750 employees. Partial quotes will not be accepted. The government intends to award multiple indefinite delivery indefinite quantity (IDIQ) contracts as a result of this solicitation. Each IDIQ will have a guaranteed minimum and contract maximum value established.
The purpose of this procurement is to establish multiple IDIQ contract vehicles to allow DLA to purchase high purity aluminum (HPA) as needed. Please refer to the attached statement of work (SOW) for complete details.
DELIVERY ORDER PROCESS:
After award of the IDIQs, delivery orders will be competed as requirements arise on the basis of lowest price technically acceptable (LPTA). The government reserves the right not to compete delivery orders in order to meet required guaranteed minimums or to further expand the industrial base.

Technical and past performance will be evaluated on the basis of acceptable or unacceptable. Technical evaluations will be based on the vendor’s compliance with solicitation instructions and whether or not the technical response addresses all requirements within the SOW including evaluation of the draft sampling and test plans to ensure compliance with solicitation requirements. Past performance information will be based on CPARS and other government data systems. In the event that a vendor does not have past performance data in these systems, the contracting officer will request government points of contact or previous contracts for references. A vendor without past performance information will be rated as neutral, which is considered acceptable. Pricing will be evaluated for accuracy, fairness, reasonableness, and completeness. Award will be made to the vendor offering the lowest price who has been determined technically acceptable from a technical approach and past performance standpoint.
