About this file
The document is a Statement of Work (SOW) for the Defense Logistics Agency (DLA) Strategic Materials' procurement of rotating grade cobalt metal. The SOW outlines a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to purchase approximately 16,491,348 pounds of cobalt metal, with estimated yearly quantities ranging from 519,211 to 4,419,176 pounds. The cobalt must meet specific technical requirements, including 99.8% minimum cobalt content, sourcing from approved locations in Canada, Japan, Norway, or qualified US aerospace manufacturers, and compliance with detailed chemical composition and physical form specifications.
The procurement involves strict sampling, testing, and certification protocols, requiring an independent third-party laboratory with ISO 17025 certification to perform chemical analyses. Contractors must use new UN 1A2 compliant steel drums for packaging, meet specific labeling and palletizing requirements, and deliver materials to the Government Storage Depot in Scotia, NY. The solicitation (SP8000-25-R-0015) is not set aside for small businesses, has a NAICS code of 331410, and has a contract value ranging from $2,000,000 to $500,000,000. The current proposal closing date is September 11, 2025, with electronic submissions required.

Attachment 2 Statement of Work Rotating Grade Cobalt Metal Statement of Work Rotating Grade Cobalt Metal
Statement of Work (SOW) Rotating Grade Cobalt Metal
BACKGROUND
The Department of Defense (DoD), has bought, and will continue to buy, parts that contain Cobalt. Cobalt is commonly used in many forms, of which this statement of work will focus on one (1). Cobalt metal rotating grade has numerous applications in metallurgy, specifically in the use of aerospace and defense rotating parts.
DLA Strategic Materials received Congressional authority to procure cobalt. Through research on cobalt, the Government determined to procure cobalt for the National Defense Stockpile (NDS). The NDS already contains an amount of cobalt, however, it has been determined that additional stockpiling of cobalt be pursued.
SCOPE
To reduce the risk of availability in the rotating grade cobalt in the aerospace and defense supply chain, DLA Strategic Materials intends to purchase rotating grade cobalt metal with estimated values shown in Table 1 over a five-year ordering period. DLA Strategic Materials received authority to procure cobalt in the FY2025 National Defense Authorization Act (NDAA).
