CONTINUATION SHEET SP8000-25-R-0002 – 0002 PAGE 2 OF 5 PAGES

The purpose of this Amendment 0002 to Solicitation SP8000-25-R-0002 is to make the following changes.

Accordingly, the following specific updates are made to the solicitation:

1. An updated version of Attachment A Statement of Work (SOW) hereby replaces any/all prior versions of the documents.

2. Provide Questions and Answers (Q&A) as follows:

Q 1: SOW lists 32.5 MT+/-1% as quantity. The contractor intends to make available a maximum of 29.4

MT.

A 1: Per the SOW, this is a maximum quantity, so stating 29.4 MT +/- 1% is acceptable, provided the final quantity delivered will be within 1% of 29.4 MT.

Q 2: 3.1.3 Restricts Government to purchasing only Class 1. The Contractor would like to sell government the last remaining Class 5 made from raw material sourced from China. Although this material is expensive, $120/lb. for 187 lbs., this material is exclusively used in government specialty pyro compositions. We believe that it is used by Indian Head, but we are not clear for exactly what composition. Possible end uses include ejection seats for fighter jets, circuit board demolition for downed AWACS aircraft and decoy pyrotechnics for heat seeking missiles. These are all based on historic information with zero confirmation. We do not have any contact information for Indian Head.

A 2: No, we will only accept material that meets the specification outlined in the solicitation.

Q 3: 3.2.8 (20) business days will delay shipment by a month. The certification consists of a single page of data with 4 lines for grain size (3.1.3) and 9 lines of chemical analyses (3.1.1). Would it be acceptable to reduce this review period to less than two days? The contractor will not submit a certification that does not meet or exceed the requirements for this material. When The Contract produces a certification, we have performed all the testing and everything has passed. The Contractor would like to be able to ship the material as soon as shipping for delivery at Scotia can be arranged.

A 3: The Government can reduce to 10 business days.

Q 4: 4.1 Is using testing company (laboratory) acceptable for the “Independent third-party sampling company?” The Contractor’s Sampling Company must meet all requirements for the Sampling Company described in Section 4.1 of the SOW.

A 4: The Contractor’s Testing Company (laboratory) must meet all the requirements for the Testing Company and has the ability to complete the material testing in accordance with the testing requirements described in Section 4.2 of the SOW.

Antimony Trisulfide Questions & Answers (Q&A) SP8000-25-R-0002

Q 5: 4.1.2.c. Will the use of our rotary double cone blender be acceptable for this test?

A 5: The apparatus must roll drums and turn drums end for end as required in Section 4.1.2.c of the

SOW.

CONTINUATION SHEET SP8000-25-R-0002 – 0002 PAGE 3 OF 5 PAGES

Q 6: If so, is it acceptable to reduce the time of the blending to 7-10 minutes?

A 6: For the purposes of a homogeneous mixture 7-10 minutes should be more than sufficient. The material must be blended for 30 minutes as required in Section 4.1.2.c.

Q 7: 4.1.4 Does testing company (laboratory) qualify for this?

A 7: It is the responsibility of the Contractor to ensure their selected Sampling Company and Testing Company meets all requirements described in Section 4 of the SOW.

Q 8: 4.1.4.2 and 4.1.4.3 In order to meet the requirements of these two sections, the sampling company will only need to be at the shop on the day of the sampling, correct? The Contractor does not need to have someone at the plant for the entire duration of the project? Having someone on site for the duration would be enormously expensive.

A 8: It is the responsibility of the Contractor to negotiate sampling operations schedules with the Sampling Company such that sampling operations comply with Section 4.1 of the SOW.

Q 9: 4.2. There is a large number of specific constituents listed here. Are any of these relevant to the testing of antimony trisulfide?

A 9: All requirements for testing in the SOW are relevant to the testing of the antimony trisulfide the Government intends to purchase.

Q 10: 4.2.1 What is meant by alternative sieves?

A 10: ASTM E11, cited in Section 4.2.1 of the SOW, specifies technical requirements for standard, alternative, and supplementary-sized sieves.

Q 11: 4.3.1.g Standard packaging includes 4 mil poly bags. Will this be sufficient? If not, would double bagging each drum be acceptable?

A 11: We require a minimum liner thickness of 8 mil due the extended storage times at DLA-SM.

Double bagging will not be acceptable. Each poly liner needs to have a minimum thickness of 8 mil as listed in the SOW.

Q 12: 4.3.2.1.b Would 3 stringers be acceptable?

A 12: No. The contractor must meet the pallet stringer requirements listed in the SOW. This requirement is based on DLA-SM’s pallet stacking procedures.

Q 13: 4.3.2.1.d Would 7/8 top boards be acceptable?

A 13: From our experience these pallets work much better. 7/8’ thick top boards will be acceptable in lieu of the ¾” top board thickness listed in the SOW.

Q 14: 4.3.2.1.e Two-way entry pallets are only slightly more convenient. The Contractor uses pallets that work better for long term storage. Would single entry pallets with 7/8 top boards be acceptable?

A 14: Single entry pallets are not acceptable. We specify two-way entry pallets due to our pallet handling procedures at DLA-SM. 7/8’ thick top boards will be acceptable in lieu of the ¾” top board thickness listed in the SOW.

Q 15: 5.2.2.b. Is there a specific test for the hardness of a powder that needs to be performed?

A 15: The Government requires the material to have the hardness of the naturally occurring antimony trisulfide as described in Section 5.2.2 of the SOW. The Government does not require the Contractor to report a numeric hardness value

Q 16: Is it possible to expedite the acceptance/rejection process?

A 16: 90 days is a long time for our company. We can agree to 30 days acceptance period.

Q 17: 5.2.3 If material is rejected by the Government for any reason, the Contractor will not be able to provide a replacement. The Contractor agrees to remove the material from Scotia within 15 days of a notice of rejection. If the Government asks “for compensation for lost time” any such compensation will be limited to no more than 1% of the total value of the shipment minus the cost of returning the shipment to our facility.

A 17: This is agreeable.

Q 18: Will the Government consider changing the Statement of Work 5.2.4 to include that if material is rejected by the Government for any reason, The Contractor is not expected to provide a replacement.

The Contractor must agree to remove the material from Scotia within 15 days of a notice of rejection. If the Government asks “for compensation for lost time” any such compensation will be limited to no more than 1% of the total value of the shipment minus the cost of returning the shipment to our facility?

A 18: In correspondence with A 17, yes, this change is acceptable.

Q 19: 4.4.6 Is a concentration range listed as “95.3-100% Sb2S3” acceptable? The minimum requirements of 24.8 for sulfur and 70.5 for antimony are required to comply with Mil-A-159.

A 19: The Government requires the material to meet the chemical requirements described in Table 1 of Section 3.1.1 of the SOW.

Q 20: 5.1.4 Can this be reduced from 20 days to 1-2 days?

A 20: The twenty-day requirement cannot be changed. This accounts for unknown workloads at the point of receipt. The COR has leeway to accept shorter notification timeframes based on known workloads at the time of any delivery requests.

Q 21: Our main concern with this Solicitation is that the Contractor is being required to arrange for 3rd party Sampling and Testing of the Antimony as part of the work that needs to be done to deliver.

Quantity will not exceed 29.4 MT. Actual quantity will be determined before final shipment

A 21: The Government cannot waive the 3rd party Sampling and Testing of each lot.

Q22: Please revise the Statement of Work, Section 3.1.3 the “Retained On” (we assume per MIL-DTL-

159) should be on the 140 sieve not 100 (a granulation cannot be both 95% through and 30-50% retained on the same sieve).

A 22: Yes, this change is acceptable as the original sieve size was in error.

Antimony Trisulfide Questions & Answers (Q&A) SP8000-25-R-0002

Q 23: Quantity will not exceed 29.4 MT. Actual quantity will be determined before final shipment.

A 23: To be in agreement with the contract, the final delivery quantity must be within 1 % of the contracted amount. If the amount on contract is determined to be 29.4 MT, the final amount must be

29.4 MT +/- 1 %.

Q 24: The Contractor cannot divulge the names of our customers without violating privacy agreements.

Will this be a problem?

A 24: No, everyone involved in the technical evaluations have signed non-discloser agreements.

Q 25: The Contractor has not sold material directly to the Government since 2019. Our existing information from previous Government sales will need to be the basis for Past Performance acceptability. Will this work?

A 25: Yes, past performance with government will merit past performance acceptability.

Q 26: How can this be established without violating agreement?

A 26: All members of DLA-SM who will be evaluating this price proposal have Non-Disclosure Agreements in place, and this material will be considered Controlled Unclassified Information (CUI) and will be taken to be highly proprietary and for government use only.

4. All other terms and conditions of Solicitation SP8000-25-R-0002, other than those explicitly stated in this Amendment 0002, remain unchanged.
