Additional Questions and Responses for EMM Solicitation SP8000-22-R-0002 June 24, 2022

1. Please confirm the gov’t is not subject to any US import duties and that our offer should NOT include any import duties. The previous SOW included the below clauses which addressed this issue as well as how to handle scrap and salvage materials (Your material must be screened thereby some waste and scrap will be generated during the process and we wish to make sure this will not be subject to import duties when disposed of)

Answer: The current FY22 SOW does not contain any language on scrap and salvage material. The requirement for SP8000-22-R-0002 is outlined in the SOW that has been issued.

Offerors would need to state what import duties are included in any offer for the government to make a determination.

2. Please advise if the DLA will allow an Economic Price Adjustment on this award or not. For example, rising fuel costs may change during the period of performance

Answer: An Economic Price Adjustment will not be considered for this solicitation, but we are looking into it for future requirements.

3. Question is can it be multiple small bags that are at least still same spec of 8 mil thick and heat sealed or does it have to be all one “drum liner type”? As we want to make sure all heat sealed and are idea would be to have weigh bags and seal them as we do it and then load them into the drums. Wanted to ask can it be either way?

Answer: All material must be contained in a single 8 mil thick heat-sealed bag. Multiple bags are not acceptable.
