Combined Synopsis/Solicitation for Phosphor Grade 99.99% (4N) Europium Oxide
(Eu2O3)
This amendment deletes and replaces the first posted Combined Synopsis/Solicitation and Amendment 0001 in their entirety.
Note the change in the proposal due date to Tuesday, September 22, 2020 at Noon, 12:00 PM, EDT in Paragraph C5 below.
A. SOLICITATION INFORMATION:
1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with Part 13.5 of the FAR, as supplemented with additional information included in this notice and file attachments. All offerors must be registered with the System Award Management (SAM) to be considered for award. The web site for registration is https://beta.sam.gov/.
Please submit a copy of your SAM registration with your proposal.
2) SP8000-20-R-0006 is issued as a Request for Proposal (RFP). DLA Strategic Materials intends competitively award and administer a single Firm Fixed Price (FFP) contract.
Standard Form (SF) 1449 will be used as the award document for the contract.
3) This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2020-07, effective August 3, 2020, Defense Federal Acquisition Regulation Supplement (DFARS) VOLUME III-PARTS 201 TO 253, effective June 5, 2020, Defense Logistics Agency Directive (DLAD) Updated October 14, 2019, and PROCLTR 2019-19. The complete text of any of the clauses, provisions and notes (DLAD) may be accessed in full at https://www.acquisition.gov/.
4) This acquisition is UNRESTRICTED. The applicable NAICS code is 212299-All Other Metal Ore Mining with a size standard of 750 employees.
5) DLA Strategic Materials intends to issue a contract for the cumulative purchase of 15 Metric
Tons (15,000 Kilograms) of Phosphor Grade 99.99% (4N) Europium Oxide. The Contractor shall deliver the material to the Government Storage Depot stated in Attachment E (Amd 0002) - Statement of Work, within 270 calendar days after the contract year is awarded.

C. SOLICITATION INSTRUCTIONS:
1) A telephonic pre-proposal conference was held on August 31, 2020. Questions and answers from the participants and separate written queries received after the conference are attached at Attachment G – Questions and Answers.
2) Proposals shall not exceed ten (10) pages total, single-sided; shall be double-spaced, and no smaller than Size 12, Times New Roman font. This ten-page total includes only the technical and price proposals.
3) If you intend to submit a proposal, please ensure that you review and provide all the required submittals (see below) and complete all applicable fill-in clauses where applicable in Attachment C (Amd 0002) – Clauses.
4) Submit your proposal in two (2) separate parts: technical and past performance. Each of the parts shall be divided and complete so that evaluation of each may be accomplished independently. The pricing proposal should be submitted with Attachment A (Amd 002) – Contract Line Item Price (CLIN).
5) Submit your proposal to SMContracting@dla.mil with solicitation number SP8000-20-R-
0006: Proposal in the Subject by Tuesday, September 22, 2020, Noon, 12:00 PM EDT.
Offerors are strongly encouraged to confirm receipt of their proposals after submission.
Proposals submitted via facsimile or US mail will not be accepted.

1) Attachment A (Amd 0002) - Contract Line Item Price (CLIN)
2) Attachment B - Past Performance Questionnaire: Submit at least three (3) recent and relevant references.
3) Attachment C (Amd 0002) - Clauses with all applicable fill-ins completed.
4) Attachment D (Amd 0002) – Standard Form 1449 with Blocks 12, 17, 23, 24, & 30 completed.
5) Submit a Technical Proposal that includes a Safety Data Sheet (SDS), an example
Certificate of Analysis (COA) and addresses all the requirements of Attachment F (Amd 0002) – Evaluation Criteria 4N Europium.
6) Submit a copy of your current SAM registration.
