SOLICITATION INFORMATION:
1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with Part 13 of the FAR, as supplemented with additional information included in this notice and file attachments. All offerors must be registered with the System Award Management (SAM) to be considered for award. The web site for registration is https://beta.sam.gov/.
2) SP8000-20-R-0006 is issued as a Request for Proposal (RFP). DLA Strategic Materials intends competitively award and administer a single Firm Fixed Price (FFP) contract.
Standard Form (SF) 1449 will be used as the award document for the contract.
3) This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2020-07, effective August 3, 2020, Defense Federal Acquisition Regulation Supplement (DFARS) VOLUME III-PARTS 201 TO 253, effective June 5, 2020, Defense Logistics Agency Directive (DLAD) Updated October 14, 2019, and PROCLTR 2019-19. The complete text of any of the clauses, provisions and notes (DLAD) may be accessed in full at https://www.acquisition.gov/.
4) This acquisition is UNRESTRICTED. The applicable NAICS code is 331110–Iron and Steel and Ferroalloy Manufacturing, with a size standard of 1,500 employees.
5) DLA Strategic Materials intends to issue a contract for the cumulative purchase of 15,000
Metric Tons of Phosphor Grade 99.99% (4N) Europium Oxide. The Contractor shall deliver the material to the Government Storage Depot stated Attachment B-Statement of Work, within 270 calendar days after the contract year is awarded. All material deliveries and tests/analyses/samples will be accomplished within 365 days after each contract year is awarded.

SOLICITATION INSTRUCTIONS:
1) A telephonic pre-proposal conference will be held on August 31, 2020, 9:00 am - 10:00 am
EDT. Please submit your RSVP request to Matthew Fox at matthew.fox@dla.mil with SP8000-20-R-0006: Pre-Proposal Participation Request in the Subject line, by August 24, 2020, 2:00 pm EDT, to ensure the call-in information is provided for participation.
2) Proposals shall not exceed ten (10) pages total, single-sided; shall be double-spaced, and no smaller than Size 12, Times New Roman font.
3) If you intend to submit a proposal, please ensure that you review and provide all the required submittals (see below) and complete all applicable fill-in clauses in the SF 1449, including signatures where applicable.
4) Submit your proposal in two (2) separate parts: technical and past performance. Each of the parts shall be divided and complete so that evaluation of each may be accomplished independently. The pricing proposal may be submitted using the SF 1449; please propose a total number of lots and a unit price for each independent third-party testing Contract Line Item Numbers (CLIN).
5) Submit your proposal to SMContracting@dla.mil with solicitation number SP8000-20-R-
0006: Proposal in the Subject by September 20, 2020, 3:00 pm EDT. Offerors are strongly encouraged to confirm receipt of their proposals after submission. Proposals submitted via facsimile or US mail will not be accepted.
SUBMIT WITH PROPOSAL:
1) Attachment A—Standard Form (SF) 1449: Submit this form with all applicable fill-ins completed. Submit a total number of lots and a unit price for each Independent Third-Party Testing Contract Line Item Numbers (CLIN)
2) Attachment B— Past Performance Questionnaire: Submit at least three (3) recent and relevant references.
3) Submit a Safety Data Sheet (SDS) for the solicited material.
4) Submit an example Certificate of Analysis (COA) for past delivery for the solicited materials.
