SMRRP 2.0 Responses to Questions

1. It seems the government covers the purchase of the aerospace vacuum induction melt (VIM) ready alloy reclamation services for end of life and excess-to-need turbine engine components.

Are they covering the machine or the material ready to process?

Response: DLA Strategic Materials will not purchase or require a machine for vacuum induction.

The materials will already have been removed from their aircraft engines and ready to process (reclaim).

2. If a machine is covered, what is the square feet requirements? Building requirements? Who takes ownership of the machine?

Response: No machine is covered. See response above.

3. What material will be requested for the VIM process? In what form would they like the processed material back?

Response: The materials to reclaim/recycle are nickel, cobalt and titanium metals or alloys. The materials were originally produced by the VIM process, but no VIM process is needed/required for their reclamation or recycling. After reclamation/recycling, including demilitarization, the Ni, Co and Ti alloy scraps should be shipped back to the Government still in solid form. The recovered precious metals could be in the solid form, as sponge, bar, ingot, up to the Contractor.

4. Will whole turbine engines need to be dismantled? How much dismantling is involved?

Response: The materials to deliver to the Contractor will already have been dismantled from turbine engines. No dismantling will be involved during the reclamation/recycling.

5. What types of parts will the government be delivering as well as expecting back?

Response: The parts that Government will be delivering and expecting back will be solid metal/alloy pieces, sized from a few inches to a few feet, except for precious metals. The precious metals will exist as coating on the surfaces of some Ni, Co and Ti metal/alloy parts, will be expected to be back to the Government as sponge, bar or ingot.

6. What consists of the precious metal-bearing offtake?

Response: The precious metals will exist as surface coating on the Ni, Co and Ti metal/alloy parts.

7. How large are the Turbine Engines?

Response: DLA Strategic Materials will not deliver turbine engines to the Contractor. Turbine engine parts will be delivered to the Contractor and will be sized from a few inches to a few feet.

8. Will we be required to sauter off parts?

Response: The main tasks of the reclamation/recycling will be to sort and demilitarize parts. The sorting could be made based on the NSN of the parts and the types of alloys. The demilitarization, for example, could be made by cutting or punching parts with torch.

9. Is there a minimum quantity?

Response: No minimum quantity is defined, but it should be quite close to 400,000 lbs. per year.

10. How many and what type of model numbers will need to be tracked? Every part contains an NSN that would need to be tracked throughout the process.

Response: The model/NSN numbers will roughly be 800 to 1,000. Yes, every part that contains an NSN needs to be tracked throughout the process.

11. What percentage of the material would be precious metals?

Response: Historically, the precious metals will be less than 1% of the total materials to be recycled.

12. Are the turbine engines tracked by parts or by alloy?

Response: No turbine engines will be involved. The materials to reclaim/recycle are tracked by NSN and sorted by NSN and alloys.
