High Purity Laser Grade Yttrium Oxide Statement of Work

High Purity Laser Grade Yttrium Oxide (Y2O3)

Statement of Work (SOW)

1. BACKGROUND

Yttrium oxide, also commonly referred to as yttria, is a rare earth material used in several applications. High purity yttrium oxide is instrumental in the production of doped Yttrium Aluminum Garnet (YAG) crystals that are used for lasers in numerous applications. Lower and more generic grades yttrium oxide is used in the production of yttria-stabilized zirconia which is used in thermal barrier coatings.

The Defense Logistics Agency Strategic Materials (DLA-SM) has no yttrium or yttrium oxide in its National Defense Stockpile (NDS). The DLA-SM has recently purchased 18 metric tons (MT) of 99.9% grade of yttrium oxide.

The stoichiometric concentrations of pure yttrium oxide (Y2O3) are 78.7% of yttrium (Y) and 21.3% of oxygen (O).

2. SCOPE

In order to reduce the risk of import reliance in the yttrium supply chain, the DLA-SM intends to purchase an inventory of 7 MT of high purity (>99.9995%) yttrium oxide for laser crystal production, to store in the NDS. The DLA-SM received authority to procure yttrium oxide in the Fiscal Year (FY) 2014 National Defense Authorization Act (NDAA).

3. APPLICABLE DOCUMENTS

3.1 Occupational Safety & Health Admiration (OSHA) 29 CFR 1910.1200

3.2 Defense Logistics Agency (DLA) Yttrium Oxide standards

4. TECHNICAL REQUIREMENTS

The following sections define the requirements for the material to be delivered, and for material packing, labeling and transportation.

4.1 Material Description

4.1.1 The material must contain greater than 99.9995% of yttrium oxide and meet the impurity requirements defined by Tables 1, where ppm is parts per million by weight.

Table 1 Maximum impurity levels acceptable for the high purity Y2O3 (ppm)

4.1.2 The material shall be powder and meet the sizing of D50 3 - 15 µm.

4.1.3 The Contractor shall provide a Safety Data Sheet (SDS) for the material with each delivery.

4.1.4 The Contractor shall provide a certificate of analysis (COA) that includes the lot number, the piece (drum) count, the net and gross weights, and the results of chemical and/or physical analysis with each lot delivered. The lot in this solicitation is defined as the same batch if the production process is batch-wise or the same production shift with the same ore and same operating parameters if the process is continuous.

4.2 Packaging and Labeling

4.2.1 The material shall be packaged in double plastic bags and then in steel drums.

The drum shall be in a volume of 8 to 16 gallons (containing 25 to 100 kg of material). One size of drums shall be used for all deliveries.

4.2.1.1 The drums shall be free of damage and moisture leaking that affects the longevity of material storage (>20 years) and standard handling ability.

4.2.1.2 Each drum shall be individually labeled on the top and one (1) side of the container legibly in English with the following information:

a. Material Name

b. Material Grade, Type, or Form

c. Country of Origin

d. Producer Name

e. Gross, Tare and Net weights in pounds and metric units (Metric units to be in parenthesis on the label)

f. Lot Number

g. Drum Serial Number (S/N). The serial number is the individual drum or box number out of the total number in the lot; example “S/N 6 of 33.”

h. Government Contract Number

i. Date of Manufacture

j. Purchase specification number and date

k. If the material is considered hazardous as defined by the Occupational

Safety & Health Administration (OSHA) 29 CFR 1910.1200 and the United Nations Globally Harmonized System of Classification and

Labelling of Chemicals (GHS), a label will be prepared and affixed to each container in accordance with these requirements.

4.2.2 Wooden pallets shall be used by the contractor to load, unload, and transport the drums.

4.2.2.1 The pallets shall be hardwood in a size of 48 x 48 inches (122 x 122 cm).

4.3 Transportation

Yttrium oxide is stable and non-hazardous under atmospheric conditions, but exposure to moist air or water should be avoided. The material can react with strong acids and oxidizing agents. As applicable, transportation shall comply with the International Air Transport Association (IATA), International Maritime Organization (IMO), International Rule for Transport of Dangerous Substances by Railway (RID), or European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), and all other applicable laws and regulations.

4.3.1 The Contractor shall be responsible for transport and Customs Insurance Freight (CIF) of the material to point of delivery, the Government Depot in Hammond, Indiana, United States. The Contractor shall follow all Department of Transportation regulations as they apply to the transportation of this material.

5. DELIVERY and ACCEPTANCE

5.1 Delivery Point

5.1.1 The Contractor shall deliver materials to the DLA Strategic Materials – Hammond Depot during the operating hours shown below:

Defense Logistics Agency 3200 Sheffield Avenue Hammond, Indiana 46327-1003 United States of America Telephone: (219) 937-5383 Unloading Hours: 7:30 AM – 3:30 PM, Monday – Friday Accessibility: Truck/Rail scale is available (Weight Capacity 4,000,000 lb. or 1,800,100 kg)

5.1.2 Delivery Date

The Contractor shall deliver the material no sooner than October 1, 2016 and all material must be delivered by September 30, 2017. No delivery will be accepted prior to October 1, 2016.

5.2 Inspection and Acceptance

The material inspection and acceptance location is the DLA Strategic Materials Hammond Depot. Inspection of material, drums, packaging, labeling, and required documentation will be conducted at this location.

5.2.1 The Government will use the material delivery inspection checklist (Table 2) in EXHIBIT A to verify if the material received meets the requirements in Section 4 of this SOW.

5.2.2 If any lot or lots of the material do not conform to the standards, the Government will reject those lots and the Contractor shall be responsible for their removal and replacement, including all attendant costs, within 90 calendar days.

5.2.3 Once a lot meets acceptance criteria, the Contractor shall electronically invoice the Government via the iRAPT system in Wide Area Workflow.

General Inventory Management Inspection Checklist Information

The Government will evaluate the material by appointing a Contracting Officer’s Representative (COR) to ensure material is received and accepted in accordance with the Statement of Work.

The COR will perform inspections in accordance with Section 5.2 Inspection and Acceptance of the SOW.

The COR will utilize this Material Delivery Inspection Checklist (Table 2) to document the inspection and evaluation. The Government will use the ratings documented in the Checklist as the basis for determining the material’s acceptance.

The COR will assign a rating for each requirement in the Checklist. The Contractor must satisfy all of the listed tasks.

A requirement will be rated as “Pass” or “Fail.” A “Pass” rating will result in acceptance of the material. When a “Fail” rating is given, the material will be rejected and no payment will be made for the rejected amount of material.

The COR will notify the Contractor within 48 hours each time a “Fail” rating is assigned. The COR may recommend corrective action(s), including but not limited to correction, replacement or removal of the material and/or packaging. The Contractor has 90 calendar days to correct the deficiency.
