About this file

This is a Limited Sources Justification document (GSAR 538.7104-3) issued by the Defense Logistics Agency (DLA) Contracting Services Office in New Cumberland, Pennsylvania, approving a sole source order to Ricoh USA, Inc.

DLA Document Services requires an up to six-month sole source order (five-month base plus one-month option) to continue lease support for 1,095 multi-functional devices (MFDs) currently under the Printing Resource Integrated Services to the Military (PRISM) General Services Administration Blanket Purchase Agreement delivery order SP7000-21-F-0163. The PRISM order provides leased MFDs, full-service maintenance, consumable supplies (excluding paper), key operator training, networking functionality, security accreditation, and technical and network installation support. This sole source order will bridge operations until replacement devices can be delivered and installed under competitively issued follow-on DLA Printing Resource Technical Network Requirement (PRTNR) task orders SP7000-27-F-0002 and SP7000-27-F-0003. The justification cites two bases for sole source authority under GSAR 538.7104-3: (1) as a logical follow-on to a previously competed FSS order, and (2) that Ricoh USA, Inc. is the only source capable of servicing and maintaining the currently installed Ricoh-owned leased MFDs. The contracting officer determined the order represents best value, with the PRISM unit price offering an 18.8 percent discount compared to average PRTNR contract pricing for comparable volume band 1 models and representing better value than current GSA average unit prices for similar equipment. The document confirms that follow-on task orders were issued competitively and commits to competitive procurement for any future requirements.

CUI | Source Selection Sensitive Information See FAR 2.101 and 3.104 along with technical and network installation support for various locations. The requested sole source will continue lease support until replacement devices can be delivered and installed under the competitively issued follow-on DLA Printing Resource Technical Network Requirement (PRTNR) task orders SP7000-27-F-0002 and SP7000-27-F-0003. The estimated value of the sole source order is

4. The authority and supporting rationale and, if applicable, a demonstration of the proposed contractors unique qualifications to provide the required supply or service.

In accordance with GSAR 538.7104-3(b)(iii), this order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis. The original FFS orders were competed and the currently installed leased MFDs are owned by Ricoh. Additionally, in accordance with GSAR 538.7104-3(b)(ii), only one source, Ricoh USA, Inc., is capable of providing the required services. Although there are other vendors capable of supplying MFDs with consumables and services, the currently installed leased MFDs are owned by Ricoh and therefore Ricoh is the only source capable of providing service and maintenance for these MFDs.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with GSAR 538.7102-2(b)(4).

When comparing the unit price of the sole source order based on Ricohs PRISM price of to the average PRTNR contract price of for a comparable volume band 1 model. The sole source price represents an 18.8% discount. Additionally, the current GSA average unit price for similar volume band 1 models is . Therefore, the sole source represents the best value to the Government.

6. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

Follow-on task orders SP7000-27-F-0002 and SP7000-27-F-0003 were issued competitively.

Any future requirements will be competed.
