5Will DLA consider a woman-owned or HUBZone set-aside?This will not be set-aside for small business as it will not meet the limitations on subcontracting in accordance with FAR 52.219-14 and Class Deviation 2021-O0008. 8Does DLA want pricing with the RFI response? No. Pricing is not to be submitted with an RFI.
9Regarding Section II A. 3., please clarify if there will be no single function printers for VB-2ANC and VB-2ASC. Currently, these areas have single function printers. The required specifications for devices is listed in the PWS.
10We respectfully ask that Section II A. 18. e. stating all machines should be defaulted to “‘Draft’ quality printing rather than “high” quality printing,” be removed as this is an old Xerox spec and limits competition. Additionally, draft quality printing is not in line with the quality typically associated with a four star headquarter organization.DLA will take this into consideration.
11We respectfully ask that Section II C. stating “…all A3 devices shall include basic inline finishing functions which include stacking, collating, and multi-position stapling,” be clarified to specify large external finishers with a capacity of 3,000 sheets as the customer currently has and has had for over a decade. No changes will be made to this requirement.
12We respectfully ask that Section II E. 2. “All CLASSIFIED designated devices shall include an external, removable hard drive. A removable hard drive is a hard drive the DLA Customer may promptly/easily remove and reinsert into an external hard drive chassis on the device on a recurring basis. All devices with removable hard drives shall have a locking mechanism with a key to secure the hard drive,” be removed as the customer is categorized as a secure open storage facility and this specification is not the standard practice for these facilities. Keeping this specification will limit competition and increase cost. The customer currently does not have this feature. This is a requirement of the current STIG and no changes will be made to this requirement.
13We respectfully ask that Section II E. 4. “All Non-Classified Internet Protocol Router (NIPR) devices, volume bands 1-5, shall have analog fax only. Note: The analog fax function shall be configured to separate/isolate the fax controller from the network controller. SIPR (Secret Internet Protocol Router) devices shall NOT have the hardware capability for faxing,”
be removed and the actual specified number of devices that require fax be stated in order to ensure costs remain low and technological resources are allocated correctly. Only 3 devices for this customer currently have analog fax.No changes will be made to this requirement.
14We respectfully ask that specifications on Section III A. be modified and/or allow the following changes that align with the customer’s current printer capabilities:

VB-3A3NC and VB-3A3SC NIPR and SIPR

1. A minimum speed of 40ppm

2. Paper capacity of one (1) bypass tray and four (4) paper drawers- two of which would be adjustable. No changes will be made to this requirement.
15We respectfully ask that specifications on Section III A. be modified and/or allow the following changes that align with the customer’s current printer capabilities:

VB-2A4NC and VB-2A4NC NIPR and SIPR

1. A minimum speed of 33ppm

2. Paper capacity of one (1) bypass tray (100 sheet minimum) and one (1) adjustable (500 sheet minimum) paper drawer. Legal-sized paper is not typical for desktop machines, and eliminating this specification will lower costs overall. No changes will be made to this requirement.
16We respectfully ask that specifications on Section III A. be modified and/or allow the following changes that align with the customer’s current printer capabilities:

VB-3A4NC and VB-3A4SC NIPR and SIPR

1. Paper capacity of one (1) bypass tray (100 sheet minimum) and one (1) adjustable (500 sheet minimum) paper drawer. Legal-sized paper is not typical for desktop machines, and eliminating this specification will lower costs overall. No changes will be made to this requirement.
17Regarding Section IV 10., will the customer, as well the Regional NEC, allow the use of SNMP software for monthly reporting?DLA will research this for the RFQ
18Regarding Section XV., does the customer want to specify that the contractor must have a local warehouse within 30 miles of Redstone Arsenal stocked with parts and supplies and a delivery vehicle to reduce downtime? It has been shown many times in the past few years that supply chains can be delayed and interrupted and local warehousing can buffer and protect against these interruptions. No
19Regarding Section XVI A., “The Contractor shall provide an Enterprise Management Tool that manages devices. The management/ monitoring software tool shall reside within the DLA Customers’ network in order to monitor, manage and generate usage to facilitate continued fleet optimization reports,” will the customer and their Regional NEC allow the use of these tools? This is a requirement in accordance with the PWS.
20Regarding Section XVII, due to staffing reductions and the customer’s classification as a secret open storage facility, would the customer like to request the contractor possess a Secret facility clearance at the time of award to reduce the need to be escorted while performing work under this contract? This would be beneficial due to an expedited delivery schedule and the minimum downtime requirements required for this contract.Yes. In accordance with the PWS, the vendor shall, within 90 days of contract award, obtain and maintain a favorable Facility Clearance, at or above the secret level.
21Does the customer wish to support small businesses and designate this contract as a small business set aside? This will not be set-aside for small business as it will not meet the limitations on subcontracting in accordance with FAR 52.219-14 and Class Deviation 2021-O0008. Small businesses may participate by submitting quotations in response to the Request for Quote.
22Could the government kindly update to reflect (FIPS) 140-2? FIPS 140-2 is the commonly implemented standard in currently sold MFDs/multifunctional devices throughout the print industry. The SPAN STIG does not specifically identify the required FIPS 140 level. Please note that FIPS 140-3 is not a widely held nor implemented standard yet and thus will be self-limiting factor in MFD manufacturer’s ability to respond.FIPS 140-2 or 140-3 is acceptable.
23Per the request for a 60 month lease term, will the Government accept and incorporate standard leasing terms and conditions into a resulting contract award? The terms and conditions of the contract will be in accordance with the PWS and provisions and clauses of the RFQ and resulting contract.
24Section II.E.1(d) requirement for “Encryption shall meet a minimum of FIPS 140-3 Software cryptography”: Per csrc.nist.gov regarding the FIPS 140-3 Transition Effort, FIPS 140-2 validations are accepted thru September 21, 2026. Furthermore, in Section II.E.5(c), the requirement calls for compliance with “FIPS 140-2 or 140-3 encryption”. Please confirm that FIPS 140-2 is acceptable for this requirement.FIPS 140-2 or 140-3 is acceptable.
25What services do you anticipate requesting? These are not defined in the RFI. Is DLA seeking
managed print services? This requirement is not for managed print services. The services required are included in the PWS.
26Will DLA consider a small business set aside? This will not be set-aside for small business as it will not meet the limitations on subcontracting in accordance with FAR 52.219-14 and Class Deviation 2021-O0008. Small businesses may participate by submitting quotations in response to the Request for Quote.
