However, only VB3 will allow the option of 2/3 hole punch and/or Booklet Maker finishing. |
| SP7000_22_R_1006_Attachment_1___Performance_Work_Statement | Regions and Volume Band Spefications | 4 | III B | Is customs duty exempted Djibouti for US Govt? If yes, can the offerer get the duty exemption documents of award? | It would be the vendor’s responsibility to research and incorporate any additional fees, if any, involved in delivering devices in the designated territories. |

| SP7000_22_R_1006_Attachment_1___Performance_Work_Statement | Regions and Volume Band Spefications | 4 | III B | The devices required are mix of Mono & Color MFP with different speed. Will it be acceptable if we quote color MFP which can be programmed to mono printing, instead of Mono MFP. | Yes |
| SP7000_22_R_1006_Attachment_1___Performance_Work_Statement | Regions and Volume Band Spefications | 4 | III B | The MFP speed mentioned in the BOQ is 25/35/45/50 & 60. Can we quote 35 ppm MFP for 25& 35 ppm request & 60 ppm for 45/50&60 ppm. | Yes |
| SP7000_22_R_1006_Attachment_1___Performance_Work_Statement | Device security | 3 | 6b&6c | For installing the Print Management Software to enable secure printing /follow me printing we need to install the software in the server and then push the embedded license to the devices. For this we need to know the following; Does the setup to have 3 independent servers for the 3 countries in region 4 or to have 1 central server with 3 country locations which have connectivity with the central location? If so , what is the connectivity between these locations for having one server? | “Be capable of integration” does not imply that there is an environment present, just that the devices is CAPABLE of integrating with MPS software. (example- Kofax outputmanager) |
| PWS | TAA Compliant | 1 | II. Devices and Configurations | Will DLA please add a requirement that all vendors submit a document from their OEM, that the devices submitted are TAA compliant? Many OEM's make two versions of the same MFD (Commercial & TAA), and DoD OCONUS agencies have bought commercial devices by mistake from small venders as there were unaware that venders have multiple manufacturing locations. | The vendors are required to state that they comply with ALL of the requirements in the PWS, including providing only TAA devices. If it is determined that the vendor is not complying with this requirement at any point in the contract there shall be consequences, up to contract termination. |
| PWS | TAA Compliant | 1 | II. Devices and Configurations | Can you clarify what the remediation / penalty would be for any vendor fielding non TAA compliant equipment? Will the vendor be allowed to continue fielding equipment, or with their contract be terminated? | Any instances will be handled on a case-by-case basis. |
| PWS | TAA Compliant | 1 | II. Devices and Configurations | If the Government finds a vendor to be not compliant on the TAA requirement, will that disqualify them from participating in future opportunities on this IDIQ or others from DLA? | Any instances will be handled on a case-by-case basis. |
| PWS | No external transformers shall be used as an exception. | 1 | II. Devices and Configurations | TAA compliance is a requirement of the United States Government. OEM's base their TAA compliant manufacturing lines on the US electric standard 110V. Requiring TAA, and multiple electrial standards is problemetic, if not impossible. How are vendors required to prove / conform to the electrical requirement? | The electrical requirements are not related to whether or not a device is TAA compliant. All proposed devices shall be manufactured or “substantially transformed” in the United States or one of the 126 TAA designated countries. Past OCONUS MFD contractors have been able to comply with this requirement. |
| PWS | MFD Requirements | 1-4 | II. Devices and Configurations | Is DLA looking for each vendor to respond with one OEM equipment type for all CLINS to ensure unity of MFDs and supplies, and support for each award? | Providing only one OEM equipment type is not a requirement. |
| PWS | Shipping of supplies | 7 | B. Consumable Supplies | Do all supplies need English markings on all packaging? | Any supplies that would be utilized by the customer would need instructions in English. |
| PWS | Reports | 8-9 | Reports | Will DLA please elaborate on reporting? (section X) How is this information expected to be captured? MFD's will be on various bases and networks. This requirement would require MFDs to be monitored on a network or a dedicated person. Is DLA willing to remove this requirement? | What specific information are you saying it will be difficult to capture? The vendor should maintain a record of make, model , serial number, initial delivery location, POCs, relocations, training conducted and service calls made for each serial number. In the past, vendors have tracked meter readings by requesting meter readings when supplies are ordered and during any service calls. These reports are necessary to confirm delivery/installation, and to document any potential problems throughout the life of the contract. |
| PWS | Reports | 8-9 | Reports | If DLA can not explain by base how vendors would have access to this information will you please remove the Section X. Reports all together? | Same as question 17. |
| PWS | Enterprise Management Tool | 13 | XVI. Enterprise Management Tool | Have all OCONUS DoD agency agreed to run this software? If not would DLA consider adding this as a CLIN item for DoD agencies to select if they wish to run software tools? | The Enterprise Management Tool is required to be available for all customers that utilize devices provided by this contract. It is up to each individual command as to whether or not they want to use this tool. |
| PWS | DoD security clearance | 13 | XVII. Installation Security Requirements | Will DLA sponsor base access, or will it be up to each DoD agency? | DLA does not always have someone who can sponsor base access at all sites based on each site’s individual requirements. Local DoD agency sponsorship may be required for some sites. |
| PWS | DoD security clearance | 13 | XVII. Installation Security Requirements | If it is up to each DoD agency and a agency is not willing to sponsor will the requirement for a secret clearance under section XVII be removed? | This language will be changed to allow foreign-national technicians to be escorted by government personnel. |
| General | Round 2 Questions | 2 | Important Dates | Will DLA extend the second Questions Due Date to at least 10 days after the first round of questions are answered?
