The following Questions and Answers are provided as Amendment 02 (Amendment 01 extended the due date for quotes).
Revised specifications are also provided with this amendment.
1. Question: I see the ship to is California and then I assume the navy will take care of moving the machines to Garcia Diego. Any machine that meets the requirements for band 1 and up will require assembly, setup and programming for CAC. If we simply ship in factory boxes the customer will have to set up the machines. This will require some type of support to do so. Preferably, these machines should be set up on site.
Answer: The government will be responsible for shipping the devices from the various government shipping points listed, to Diego Garcia. The government will assemble, setup, and program the devices for CAC. However, the vendor must provide detailed instructions for device assembly, device CAC programming, and a toll-free phone number for technical support to call for assistance.
1. Question: This equipment is sensitive and can easily be damaged in shipment. Will DLA indemnify the contractor for damage that occurs after the equipment is delivered to the California shipping address?
Answer: The vendor is only responsible for damage up until the various government shipping points.
1. Question: If the machines are to be completely set up and programmed and ready to use out of the box prior to shipment, this should be noted in the PWS. The assembly of this equipment is complex, especially the installation of the stapler and finishers for Bands 1 and higher. After the machine are removed from factory packaging and assembled, special crating and packaging will be needed to make the equipment suitable for shipment. This will add additional cost.
Answer: The requirement for the devices to be fully assembled is not a requirement because this would make the devices prone to damage during shipment.
1. Questino: There is no requirement for maintenance, service or supplies. For these machines, routine maintenance will eventually be required and the customer will need toner and possibly repair parts. How will the customer manage service and supplies?
Answer: Maintenance, service, and supplies will be coordinated and arranged for by the end-user, and is not part of this solicitation.
