SP7000-17-Q-1008 Response to Questions - Part 2

Question # Question Answer

1 What is the name and address of the incumbent contractor who provide this service?

(a) What is/was the period of performance? And what is the awarded price?

(b) Was this price for a month, year or for the entire length of the contract?

Trident Engineering and Procurement

03/01/2013 - 02/28/2017

Total value at time of award: $3,429,216.00

2 Was the actual billing same as the awarded price or more/less? Current Value $3,267,480.00

3 The spare parts and consumables such as cartridges, toners and drums have to be provided by the contractor and the consumption depends on the usage of these machines. So in order to price correctly can the Government provide the history of usage of these machines by the number of papers printed per machine/month/year and number of copies COLOR/BLACK & WHITE

Information Unavailable

4 How many work stoppage occurrence (where vendor has to respond within 2 hours) were there per year during the period of the contract ?

Information Unavailable

5 How many non work stoppage occurrence (where vendor has to respond within 4 hours) were there per year during the period of the contract?

Information Unavailable

6 Could we have the quarterly usage reports (as mentioned in point 6.1) for every quarter during the entire period of contract ?

Information Unavailable

7 How many occurrence of device relocation was there during the current contract ? The contract had 19 relocations during the life of the contract.

8 Since there are many questions that require clarification in order to work our prices will it be possible to postpone the closing date by a few days to give opportunity for vendors to quote their best prices.

Closing Date will be extended to Monday, March 13, 2017 Closing Time is changed to 10:00 AM EST

9 Since the use of Toner/ month is totally based upon the end users, could you please provide us the total (or approx.) quantity of 'B/W and or Color Toners' required per each MFD/ CLIN per month...?

Information Unavailable. The requested information goes beyond the scope of the contract and into internal decisions made by the government contractor to fulfill its contractual obligations.

10 If the quantity of Toners required per month is not available, please clarify that we need to assume that we have to supply 'Toner's as per the requirement of maximum number of copies per month indicated along with each CLIN (for eg..VB-1.Estimated maximum of 5,000 copies per month for B/W and 2,000 copies per month for color).

No. The 'estimated maximums' are just that, i.e., ESTIMATES. While these estimates are generally valid, they may be exceeded during the course of the contract. In providing these 'estimated maximums' the government makes no commitments

11 If additional 'Toner(s)' are required/ delivered above max. prints, what is the procedure to Invoice for that additional deliveries?

There is no procedure to invoice us for consumables : please refer to 1.0 and 1.1.2

12 Who is the 'Incumbent Contractor', contract number, period of performance and total contract value including all optional years..?

Refer to answer in question 3.

13 As per the PWS, the devices offered in support of this requirement may require testing unless the models of devices have already received the required testing and approval. Could you please clarify: "The contractor shall deliver the proposed

MFDs for each VB series to DLA Document Services HQ, Bldg 9, NSA

Mechanicsburg, Mechanicsburg, PA 17055, for testing, at no cost to the government.", taking into account the place of performance for this effort will be outside the United States (Kuwait).

(a) Does this apply to Vendors outside the United States?

(b) If it does, can you please provide us with a list of the Government Approved

Devices Models?

(a) Yes

(b) The models you propose will be shipped and tested to the address provided in paragraph 11.4.

14 Confirm that A3 calculated as two A4 page? YES

15 Confirm that 11 x 17" calculated as two 8.5 x 11" (letter size) page YES

16 Confirm that duplexed sheet is calculated as 2 Pages YES

17 Single staple finishing is not accepted for VB1 and VB2 and multi position stapling is a must?

YES refer to section 9.3.2 of the PWS

18 Post Script Option is a must for all volume band? YES refer to section 9.1.4.7 of the PWS

19 Scan to Network is a must for all volume band and Scan to Email is not enough? YES refer to section 9.1.4.1 of the PWS

20 Finishing is not required for all Volume Band 3 (VB-3) and sub-bands Incorrect. Refer to section 9.1.4.1 of the PWS

21 The PWS Section 4, requires that we respond to “work stoppage situations” within 2 and 4 hours of a service call. Due to the time to respond to each call will the government provide an office space on “Buehring” and “Arifjan” for technicians to meet the requirement?

NO, There is no government furnished equipment or office space.

22 The PWS in section 5, requires that the contractor provide all consumables supplies including staples, toner, etc. for the operation of devices. This is not possible unless the government can provide an estimate on the amount of printing and copying to be made in a 60 month period. There is no way to estimate the amount of supplies needed with a 60 month period without this data. The only option we can provide as part of the maintenance package is to provide all consumables to the government and the government be charge on actual usage for “Color” and “Mono” pages printed at the end of each month.

Will this be acceptable to the government as an option? Or will the government provide an estimate on the amount of printing expected during the 60month period?

The answer to both questions is No.

23 I would like to ask, there tender 60 month lease for 246 units, and also in the PWS document, section 11.3.3 smart card. It said that “The contractor shall provide card readers at time of installation that are capable of reading and processing all approved

CAC and PIV cards” but also we have been told that provide only CAC card enable devices. Please would you confirm , if you want us to provide the card reader solution?

Yes, need to provide the card reader solution.
