Text1: 21 April 2016
Text2: Defense Logistics Agency Distribution located at Richmond, VA is in need of digital output devices (Kyocera FS-C5250DN Mid-Range Capacity Color Laser Printer with PF530 additional Paper Tray, toner must be OEM) that support the DLA Warehouse Management System (WMS) DSS and are Globally Harmonized System of Classification and Labeling of Chemicals (GHS) compliant.
Text3: This request is for 24 Kyocera FS-C5250DN Mid-Range Capacity Color Laser Printers with PF530 Paper Tray that support the DLA Warehouse Management System (WMS) DSS and are Globally Harmonized System of Classification and Labeling of Chemicals (GHS) compliant at an estimated cost of $31,848: 1) The printers shall be duplex capable and print using data streams Kyocera PRESCRIBE, PCL 6 and a combination of both to communicate with WMS.
Text4: 41 U.S.C 1901 Simplified Acquisition Procedures.
Text5: DLA/DOD distribution process is paperwork intensive. The Warehouse Management System (WMS) that controls the distribution process prints a significant amount of manifest and shipping documents, and the GHS requirement requires printing in color on peel-and-stick label paper. The print streams consists of text and/or PRESCRIBE Printing Definition Language (PDL) commands that is sent from a mainframe to the printer. The forms generated by the mainframe are coded PRESCRIBE. Kyocera is the only printer manufacturer with the ability to read this printing language. The program mainframe contains over 500 forms written in PRESCRIBE and any format change would alter the forms and render them unusable. Another printer would require reformatting every form and would incur the inherent costs necessary in order to duplicate programming, testing and program maintenance for a new printer without PRESCRIBE capability. GHS compliance requires labels printed in color and laser toner for weather resistance.
Text6: Per FAR Subpart 5.2, the requirement will be posted to FBO.
Text7: Market research was conducted by utilizing white pages, brochures and technical manuals found on the following websites. Per the resources available on these websites, none of the printers available via competing vendors support the current PCL:PRESCRIBE that is necessary to operate utilizing the current software.

Text8: The mainframe of the WMS system is programmed to only accept PRESCRIBE program language. Currently, this system is undergoing testing that will allow for additional vendors/competition to submit devices capable of supporting this requirement. Estimated completion time for reprogramming currently stands at approximately two years. See Block 9 for additional information.
Text9: N/A
Text10: There is continued testing conducted by Defense Logistics Agency Document Services to overcome the barriers presented by the PRESCRIBE language currently used only by Kyocera devices. Presently, successful conversion of four forms (out of an estimated 500 forms) have successfully printed to a spectrum of competing vendors' devices. A software roll out containing the new programming for the four successful forms is anticipated in October 2016 with an additional roll out containing the remaining 500 forms expected for release in February 2017, continuing until the conversion is complete.
