Addendum to FAR 52.212-02 -- Evaluation – Commercial Items (Oct 2014)

Evaluation Criteria:

The evaluation method used will be based on the Lowest Priced Technically Acceptable (LPTA) in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Government intends to evaluate and make awards without discussions (other than discussion conducted for the purpose of minor clarification[s]) unless discussions are determined to be necessary. Trade-offs are not permitted. The evaluation criteria are as follows:

Price, Technical Requirements, and Past Performance.

Price The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The 36 month total will be used to determine the lowest priced offeror.

Evaluation of options shall not obligate the Government to exercise the option(s).

The Government expects this contract will be awarded based upon adequate price competition.

However, in order to determine the prices fair and reasonable, the Government reserves the right to request the offeror to provide a cost breakdown to support proposed prices.

Technical Requirements The offeror must demonstrate compliance with ALL the Technical Requirements in order to be considered responsive.

Additionally, each proposed model’s specifications will be evaluated to determine if it meets or exceeds the qualifications specified for the corresponding contract line item numbers, (CLINS).

Table 1. Technical Acceptable/Unacceptable Ratings Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

SP7000-16-Q-0023 Attachment 1 Page 1 of 2

Past Performance The contracting officer will review the System for Award Management (SAM) and the Federal Awardee Performance and Integrity Information System (FAPIIS) repositories, in accordance with FAR 9.104-6(a), to determine contractor responsibility prior to making any award.

In accordance with DFARS 213.106-2, Evaluation of quotations or offers, data available in the statistical reporting module of the Past Performance Information Retrieval System (PPIRS-SR) will also be considered regarding the offeror’s past performance history for the Federal supply class (FSC) and product or service code (PSC) of the supplies being purchased.

Past performance shall be used as an evaluation factor within the LPTA process. Past performance shall be evaluated in accordance with FAR 15.305 and DFARS 215.305. However, the comparative assessment in FAR 15.305(a)(2)(i) does not apply. Therefore, past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings below.

Table 2. Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
