Justification for Other than Full and Open Competition IAW FAR 6.3
1. Nature and/or description of the action being approved:
2. A description of the supplies or services required to meet the agency’s needs (including the estimated value):
3. An identification of the statutory authority permitting other than full and open competition:
4. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
13 Nov 2015
Defense Logistics Agency Distribution Agency located at New Cumberland, PA and Defense Logistics Agency Distribution Operations located at New Cumberland, PA is refreshing the digital output devices (Intermec PD42G label printers) that support the DLA Warehouse Management System (WMS) DSS from the Joint AIT Project Management Office AIT-IV (IDIQ) contract.
This requirement is for 200 Intermec PD42G (PD42GJ1100001020) label printers for use on the DLA Warehouse Management System (WMS) DSS at an estimated cost of $. The printers should contain the following characteristics that will fulfill the customer requirement:
-The printer must be capable of printing direct thermal and thermal transfer l b l d i l di t 4X6 i h f t ( ith th 4i h th th t f
FAR 6.302-1(c) – Application for brand name description. The proposed action may be awarded on a brand name basis under the authority of 10 U.S.C. 2304
(c) (1) or 41 U.S.C. 253(c) (1).
DLA/DOD supply and distribution process is barcode (linear and 2D) intensive.
Therefore the Warehouse Management System (WMS) that controls the distribution process prints a significant amount of bar-coded control documents and labels. Each shipment often contains a number of barcode printed tracking labels.
a. The print stream consists of Intermec Programming Language (IPL) that is sent from a mainframe to the printer. The data stream that creates those barcodes is targeted to a particular print manufacturer which supports this specific programming language (IPL). That print stream is designed to print on an Intermec 3400, PM4i, PD42 or successive printers capable of printing using IPL print commands. The program mainframe contains over 80 forms that have been programmed using IPL to tell the printer what each label should look like.
5. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:
6. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted:
7. Any other facts supporting the use of other than full and open competition, such as:
Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available.
When 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the Government that would be duplicated and how the estimate was derived.
• Include a copy of the previous justification.
• The approval authority shall determine whether the planned actions were completed. If the actions were not completed, the justification for the follow-on acquisition shall be approved by the approval authority one-level above the approval authority for the previous justification (see FAR 6.304). If the previous justification was approved by the Senior Procurement Executive (SPE), the approval remains at the SPE level. DFARS PGI
206.304 (a)(s-70)(ii)
When 6.302-2 is cited, data, estimated cost, or other rationale as to the extent and nature of the harm to the Government.
8. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition (Include the results of the request for information or the sources sought notification in accordance with DFARS PGI 206.302-1 or include the waiver from the HCA or designee):
Per FAR Subpart 5.2, the requirement will be posted to FBO.
Market research was conducted by utilizing white pages, brochures and technical manuals found on the following websites. Per the resources available on these websites, none of the printers available via competing vendors support the current PCL:IPL that is necessary to operate utilizing the current software.
Zebra:
https://www.zebra.com/us/en/products/printers/industrial.html#mainpartabscon tainer_4a27=printer-families
To remove barriers to competition, the mainframe of the WMS system would need to be completely reprogrammed to accept programming languages in addition to IPL. Once the mainframe is altered, all 80 forms needed to create correctly formatted barcodes would need to be rewritten in the new languages in order for the printers to supply what is needed to fulfill current mission requirements. The duplication of effort and research needed to complete such a task would be extremely cost prohibitive to the government.

9. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
I certify that any supporting data that is the responsibility of technical or requirements personnel and which form a basis for the justification are complete and accurate.
Technical Personnel
Approval:
The justification, as presented above, is accurate and complete to the best of my knowledge and belief. Additionally, I have determined that the anticipated cost to the Government will be fair and reasonable.
Contracting Officer
Competition Advocate (Above $650K)
Head of the Procuring Activity (Above $12.5 million but not exceeding $85.5 million)
Senior Procurement Executive (Above $85.5 million and as required by DFARS PGI 20 0 ( ))
There will be continued market research to see if there are other printers that are compatible with the specific Intermec Programming Language(IPL) used by the DLA Warehouse Management System.

2. This requirement is for 200 Intermec PD42G (PD42GJ1100001020) label printers for use on the DLA Warehouse Management System (WMS) DSS at an estimated cost of $. The printers should contain the following characteristics that will fulfill the customer requirement:
-The printer must be capable of printing direct thermal and thermal transfer labels up and including to a 4X6 inch format (with the 4inch across the throat of the printer) print fonts, barcodes and graphics using the Intermec print stream IPL (Intermec Printer Language) in multiple on board font sizes, barcodes (1D and 2D) and some graphics. Printer must have version IPL 10.7.1 or later.
-The operating system program must be equal to Intermec PD42G operating system 07.2.0 or later. Boot code 2009-07-10 or later. And must seamlessly operate with IPL 10.7.1 or later. The printer must have an up to date operating system that has be proven to work on the DLA internal network with the warehouse management system.
-The printer must be capable of printing using the current version of Intermec Printer Language (IPL) to print scalable fonts, barcodes and graphics in various possible orientations (landscape, portrait and inverted for landscape and portrait).
-The printer must have at a minimum the following three communications interfaces embedded in the unit itself. (All Interfaces are to be able to print the same product regardless of interface):
• USB printer port
• RJ45 10/100 Ethernet network card.
• RS-232 9 pin serial.
-The printer must be capable of printing a range of label sizes up to and including 4 inches (across the throat and perpendicular to the line of travel) X 6 inches (parallel to the line of travel). The print density must be 203dpi with the ability to physically upgrade the hardware to 300dpi.
-An array of internal English scalable fonts must be resident on all the printer types to seamlessly accomplish the required print jobs to include the current graphics products utilized in DLA distribution operations. The scalable fonts must include the ability to alter or change orientation (landscape or portrait) as currently defined in IPL.
Attachment 1 Brand name expanded information SP700016Q0023
The ability to successfully print and all major linear and 2d barcodes (3 of 9, 128, UPC, PDF417, data matrix). The font (and barcodes) system must be supported through the life of the product. The barcodes must be resident in the printer and called through IPL instruction. The orientation of the barcodes may vary from vertical to horizontal.
The printers configuration to include processor and on board memory must be sufficient to print the applicable fonts, barcodes and graphics to the printers minimum legible size or maximum legible size at the minimum density of 203 dpi. Insufficient resources to print a barcode of any prescribed type that is machine illegible at the printers maximum print speed is not acceptable.
-The label printer must have the ability to accept commands embedded in a data stream to adjust head temperature, print speed and other dynamics that adjust and improve the legibility of the print product.
-The printer must have the ability to disable un-needed TCP ports and functions. SNMP must be at V3 or later, if a new version was released.
-The printers must come equipped with the appropriate and sufficient ram and memories to print the labels at the rate of 2-6ips or better at 203dpi. The printer must come with a floor memory of 8MB.
-Printers must be able to operate on IPv4 and IPv6. The ability to disable one, either or both is required.
-The printer must be capable of printing autonomously using the TCP/IP LPD (line printer daemon) protocol on TCP/IP port 515 and port 9100.
The use of another printer would require a different data stream to be programmed into the WMS and would incur all the inherent costs necessary in order to duplicate programming, testing and program maintenance for a new printer that is not capable of utilizing this unique programming language to produce the necessary forms. This approach would result in substantial duplication of costs to the Government that is not expected to be recovered through additional competition.
b. The DLA WMS process has a significant amount of Intermec printers in constant and daily use. This density of label printers creates huge economy of scale savings for the taxpayer in the procurement of warrantees and consumables. Two thirds (2/3) of a printers life cycle costs is in consumables. The procurement of a label printer that uses different types or media will affect the overall life cycle costs savings generated by the economy of scale and provides substantial duplication of costs (to include duplicate procurement and storage costs) through another duplicate supply chain that is not expected to be recovered through additional competition. The Intermec PD42G will consume the same media as using in the DLA WMS standard the Intermec PM4i, so the current singular consumable supply chain for labels remains intact.
6. Market research was conducted by utilizing white pages, brochures and technical manuals found on the following websites. Per the resources available on these websites, none of the printers available via competing vendors support the current PCL:IPL that is necessary to operate utilizing the current software.
