This amendment contains revisions (adds/changes/deletions) to the solicitation requirements.
The purpose of this Amendment 0001, to Solicitation SP4709-26-Q-0001, is to:
· Provide responses to questions from potential offerors generated from the posting of this solicitation.
· Incorporate updates/revisions to the solicitation resulting from questions to the solicitation.
1. Attachment 2 – REV - JETS 2.0 Vendor Pricing Sheet hereby replaces the previous version due to cell F47 formula error.
2. Page 13 of RFQ SP4709-26-Q-0001, under the Work Breakdown Structure (WBS) Task 2, “2.3.2.6 Subtask 6 – Meetings Agendas, Presentations, and minutes” has been removed.

Please confirm whether the period of performance for this JETS 2.0 task order should consist of a one-year base period with four one-year option periods (totaling five years). If confirmed, can the Government ensure that Section 1, the Pricing Sheet, and estimated labor hours reflect the correct period of performance?
On page 67, it states "The total period of performance (PoP) will be approximately 3 years and 3 months. The PoP will be comprised of:
1. A 3-month optional transition-in PoP with a target start date of 1/1/2026 if award is not made to the incumbent.
2. A 12-month Base PoP from 4/1/2026 – 3/31/2027.
3. A 12-month Option 1 PoP from 4/1/2027 – 3/31/2028.
4. A 12-month Option 2 PoP from 4/1/2028 – 3/31/2029.
5. A 3-month optional transition-out PoP with overlap of Option 2 from 1/1/2029 – 3/31/2029.

Table 5, Task 2 references "2.3.2.6 Subtask 6 - Meetings Agendas, Presentations, and Minutes". However, this subtask is not included in the PWS. Can the government please provide the requirements for this subtask or remove it?
2.3.2.6 Is a typo and can be removed from Work Breakdown Structure it is not a formal deliverable. REMOVED

The Technical Approach must address 6 PWS tasks, 18 subtasks, and their associated deliverables, summarized across approximately 45 pages of requirements. A 10-page limit for the Technical Approach does not allow sufficient space to fully and compliantly respond to all required tasks. Would the Government consider increasing the Technical Approach page limit to 30 pages, consistent with similar prior RFQs of comparable scope and complexity?
No, the Government considers the Technical approach page limit of 10 single sided pages (not including the transition plan, cover page, and table of contents) and an additional 7 pages to describe the contractor's Transition Plan strategy as being more than adequate to be able to fully and compliantly respond to all required tasks.
FAR 52.204-26 and FAR 52.204-27
These clauses are showing as Reserved on Acquisition.gov. Will the Government please remove these clauses since they are no longer used?
Although the parent topic FAR 52.204 is classified as "Reserved", the specific references FAR 52.204-26 and FAR 52.204-27 are still active. FAR 52.204-26: Covered Telecommunications Equipment or Services-Representation. FAR 52.204-27: Prohibition on a ByteDance Covered Application.

2.6.2.1 Key Personnel
For the Executive Operations Research Analyst (EORA) key position, would a candidate holding a degree in Computer Science with a minor in Mathematics, or a combination of degrees in Economics and Computer Science, satisfy the educational requirement?
In addition, can a Bachelor's degree (e.g., BA) substitute for a Bachelor of Science for the following labor categories' education requirements?
-Systems Administrator
-EORA
For the Executive Operations Research Analyst (EORA) position, the minimum educational requirement is either a BA/BS in a technical discipline with atleast Ten (10) years of experience. That being said, as long as the candidate has a Bachelor's degree in any technical discipline with 10 years of experience and meets the rest of the minimum requirements listed on pages 61 and 62. They will be qualified for the key position. In addition, for the key position Systems Administration (SYSADMIN) Senior, a Bachelor's degree other than a Bachelor of Science cannot satisfy the minimum requirement for this position. However, what can take the place of this Bachelor of Science minimum requirement is four (4) additional years of relevant experience beyond the minimum experience requirement (e.g. a total of ten (ten) years of relevant program or project management experience or greater) as long as they satisfy the remainder of the minimum requirements on top of this requirement.
2.6.3.1
Can the Government confirm that this contract will not cover SIPR environments? If SIPR environment support is required, can the Government change the classification of the project to Secret or Top Secret as applicable to the in-scope environment?
This project is categorized as unclassified.
2.3.3.3 O & S Support and Incident Resolution
2.3.3.3 (a)(i)(1) says that any outages > 15 minutes constitutes an entire day. That implies that any outage greater than 15 minutes would automatically cause an 8% reduction, failing to meet the SLA of 97%. Is the inferred outage only related to outages during business hours? And is scheduled maintenance exempt from the 97% availability? Can the Government confirm that outages on this contract would not include infrastructure not managed by the contractor (e.g., infrastructure managed by J64).
Scheduled maintenance is exempt from the 97% availability. Outages due to infrastructure will not be counted against the vendor.

Can the Government please correct Cell F47, which is not correctly adding up Cells F43:F46?
There will be an amendment in the future to fix this formula error. For the sake of time until the amendment is issued, feel free to fix cell F47 in order to complete Section B Schedule of Services Worksheet. RESOLVED

The total range of hours is estimated between 23,577 and 41,320. However, the labor hours for the FTEs range between 35,050 and 38,900. Can the government please provide the correct total range of hours estimate?
This total range of hours estimate of 23,577 - 41,320 is not only an estimate for personnel but for required support. Additionally as stated on page 58, "The estimated annual hours listed for the labor categories are only approximations. Contractors are not restricted to this specific quantity in their proposals. It is the Contractor's responsibility to determine the appropriate labor mix to ensure successful performance." Technically, that being said, in some of these positions the contractor could utilize a labor mix that could be more or less for some of the labor hours that could lead to the total range of hours estimate being higher or lower than the minimum or maximum (35,050 - 38,900).
