About this file
This is a Performance Work Statement and Technical Specifications document for the procurement of a High-Precision Horizontal Differential Dilatometer System. The Defense Logistics Agency's Product Test Center in Philadelphia, PA requires one fully automated system capable of measuring dimensional changes of material specimens across temperatures from ambient to 1100°C in various atmospheric conditions (air, vacuum, or inert gas). The primary instrument must feature a horizontal differential dilatometer with a Linear Variable Displacement Transducer sensor, achieve 10 nm/0.05°C resolution and 0.01 × 10⁻⁶ K⁻¹ accuracy, accommodate cylindrical samples up to 50mm length and 7mm diameter, and occupy no more than 30" W × 24" D × 24" H of bench space. The system must operate on either 208 VAC or 120 VAC, single phase, 50/60Hz at 30A maximum and include a 5kVA double-conversion UPS with batteries.
The complete turnkey system shall include a gas supply module with minimum two gas inputs and 10 L/h flow control, a two-stage mechanical vacuum pump with 2.5 m³/h pumping speed, a Windows-compatible computer with integrated OEM data analysis software, and all accessories. The software must enable analysis of thermal expansion coefficients, softening points, transformation points, shrinkage/sintering studies, and density changes. Delivery must be completed within 90 days of award, with on-site installation by an OEM-certified service engineer following ISO 9001 procedures, basic operational training for up to six individuals, and one-year comprehensive warranty covering all parts and labor. Post-warranty maintenance support must include one annual preventative maintenance visit, priority technical support, complete repair coverage with parts and travel costs included, and discounted consumables pricing. Pricing shall be FOB Destination to Philadelphia, PA, with invoicing through Wide Area Workflow (WAWF) and DoDAAC SL0701. NIST traceable ANSI/NCSL Z540.1 calibration certificates with data are required upon installation completion.
