About this file
This document is a Technical Specifications document for a Radiology (X-ray) Test System for the Defense Logistics Agency (DLA) Product Test Center's Electronics Lab in Columbus, Ohio. The agency seeks to replace an aging Cheetah X-Ray system purchased in 2010 that has experienced significant downtime. The new X-ray system must be a new, not refurbished, real-time radiological inspection system with specific technical requirements, including a 160kV electron tube, automated x-ray flux calibration, adjustable field of view, geometric magnification of 2,046X, and the ability to handle samples up to 14x14x14 inches.
The contract requires the vendor to provide the X-ray system, complete installation, and conduct a 3-day training session for up to 4 participants. Delivery must be completed within 120 days of contract award, with the system delivered to the Defense Supply Center Columbus. Additional requirements include providing an operators manual, ESD-safe equipment, a computer with Windows 11, and software with a permanent license. The system must fit through a 5'10" wide by 8' high door, weigh less than 2.5 tons, and be configurable for potential future upgrades like computed tomography. The contractor will also be responsible for a 1-year preventative maintenance service contract.

Technical Specifications Radiology (X-ray) Test System
DLA Product Test Center, Electronics Lab, VTP
1. Title – Radiographic Test System
Requiring Activity: DLA Product Test Center Division, Electronics Lab, located at Columbus, Ohio. Contracting Activity: DLA Contracting Services located in Columbus, Ohio.
2. Introduction
The Electronic Product Test Center (EPTC) is looking to acquire a new X-ray system to replace the aging system currently in the facility. The Cheetah X-Ray system currently in the EPTC was purchased in September of 2010 and has had significant down time in recent years due to aging components. Replacing the existing system will increase the up time and enhance the labs capabilities in non-destructive testing. A more modern system is expected to have the benefit of lower operating cost and less frequent repairs and maintenance.
3. Background
The Cheetah X-Ray system is nearing 15 years old and is in need of replacement.
The X-ray system is used for non-destructive internal visual analysis of semiconductors and microcircuits. Visual analysis is performed by evaluating the consistency between internal components of devices of similar lot date codes. Discrepancies in dye shape, broken bond wires, lead frame geometry, etc. may indicate a compromised supply chain where counterfeit devices are present. Over the previous few years, the existing X-ray system has seen significant down time impacting the EPTC’s ability to perform non-destructive radiographic testing. The down time can be attributed to the difficulty in keeping the older equipment operational. Replacing the system with modern radiographic equipment will improve the quality and efficiency of imaging, reduce operating costs, and increase up time.
4. Scope
The contractor is responsible for the shipment, delivery and setup of the new X-ray system. The contractor shall conduct training at the place of performance listed below for the amount specified in this document.
