PERFORMANCE WORK STATEMENT
1. Mechanical Test Lab
9 August 2024
Requiring Activity: Defense Logistics Agency (DLA) Product Test Center (PTC) Division, Mechanical Lab, located at Defense Supply Center Columbus, Columbus, Ohio. Contracting Activity: DLA Contracting Services located at DSCC, Columbus, Ohio.
2. Introduction
This is a description of the Defense Logistics Agency (DLA) Product Test Center Division (PTC), Mechanical Lab, VTM, requirements for the procurement of an Optical Coordinate Measuring
Machine (OCMM). It is the intent here to clearly define all required performance characteristics.
In generating this statement, our objective is to end up with a OCMM which expands our overall testing capability of inspecting delicate parts, in both accuracy and efficiency. Because we want to maximize the ease of use some of the required features listed below will be specific. Our general objective is to minimize any impact to the DLA Product Test Center Division, Mechanical Lab, VTM, operations and our customers as a result of this procurement, especially with regards to test cycle time. This system will decrease time required to inspect delicate parts and remove any human errors possible with current measuring.
3. Background
This machine would increase Mechanical Product Test Center’s (MPTC) measuring efficiency and accuracy, help improve measuring turnaround time, and replace one (1) non-operating S-T Industries OCMM (S-T Industries is no longer in business and there is no support for these aging machine). Most importantly procurement of this machine will increase our current optical measuring capacity as currently the MPTC has one OCMM not operable with no manufacture support for repairs. Not procuring this piece of equipment would leave the MPTC with one (1) inoperable (and unrepairable)
OCMM.
4. Scope
Install and calibrate 1 Optical Coordinate Measuring Machine.

6. Performance Requirements
The Contractor will install, calibrate, and provide training on the new OCMM in the Mechanical Product Test Center listed in Section 9, Place of Performance.
7. Deliverables
One (1) Optical Coordinate Measuring Machine & One (1) Day of In Person Training.

10. Travel (if applicable)
Contractor is responsible for all necessary travel to the Place of Performance listed in section 9.
11. Invoicing
Payment of invoices will be accomplished by payment through the Defense Finance and Accounting Service. Invoices will be submitted to the Wide Area Workflow (WAWF) system in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports and DFARS 252.232- 7006 Wide Area Workflow Payment Instructions within 10 workdays after the conclusion of each training session.
