About this file
This is a Statement of Work (SOW) and Needs Assessment for industrial hygiene equipment procurement for the Defense Logistics Agency's (DLA) Directorate of Safety and Occupational Health, located at Fort Belvoir, Virginia. The objective is to procure industrial hygiene equipment for DLA industrial hygienists in CENTCOM/SOCOM, INDO-PACIFIC, and Europe/Africa regions to conduct health hazard assessments at industrial and administrative work sites.
The required equipment includes personal noise dosimeters meeting ANSI Standard S1.25 (R2017) specifications with acoustical calibrators complying with ANSI Standard S1.40, field-calibrated monitors for indoor air quality surveys (detecting carbon monoxide, particulates, and temperature variations), ventilation manometer meters for measuring local exhaust ventilation airflow, and video borescopes for HVAC system inspection. The contractor must ensure all equipment meets ANSI standards, provide manufacturer calibration verification, and deliver the equipment within 30 days of purchase notice to the specified DLA address at Fort Belvoir. An invoice must be submitted immediately with deliverables to the COR.

Scope of Work (SOW) and Needs Assessment (NA) For Defense Logistics Agency, Directorate, Safety and Occupational Health (SOH) Industrial Hygiene
1.0 Background. Defense Logistics Agency (DLA), Directorate, Safety and Occupational Health (DCS) is located at the DLA Headquarters Complex, 8725 John J. Kingman Road, Fort Belvoir, Virginia, Suite 2635. DCS is the Headquarters Safety and Occupational Health Directorate. DCS supports the safety and occupational health function for the J and D codes within DLA.
2.0 Objective. To procure industrial hygiene equipment for the DLA industrial hygienists in the Regions (CENTCOM/SOCOM, INDO-PACIFIC, and Europe and Africa) to perform initial health hazard assessments of industrial and administrative DLA work sites.
3.0 Requirements. The industrial hygienist is required to perform initial assessment of operations with noise using personal noise dosimeters shall meet or exceed specifications in American National Standards Institute (ANSI) Standard S1.25 (R2017) for all noise producing areas and equipment. The acoustical calibrator must comply with ANSI Standard S1.40 and be accurate to within plus or minus 1 decibel (dB). Currently, the industrial hygienist is not equipped with this instrumentation.
The industrial hygienist is often requested by DLA work sites to conduct indoor air quality surveys with potential nuisance exposures to carbon monoxide, particulates and hot and cold temperatures. A field calibrated monitor can detect, instantaneously, potential nuisance problems. Calibration gases are required for field calibration.
The industrial hygienist needs a ventilation (manometer) meter to measure the airflow in the local exhaust ventilation (LEV) systems.
The industrial hygienist needs a video borescope to view the internal structure of the heating, ventilation and air conditioning (HVAC) system for delamination and other sources of airborne contamination being distributed into the workforce area of administrative work.
4.0 Tasks
4.1 Task One: Compliance. The contractor will ensure that all equipment meets the designated ANSI standards.
4.2 Written Communication. The contractor will be required to submit an invoice immediately with the deliverables to the COR.
4.3 Verification. The contractor will provide verification of the initial calibration performed by the manufacturer.
4.4 Task Three: Period of Performance. The contractor shall ship the equipment within 30 days after receiving the purchase notice.
5.0 Deliverables.
5.1 The industrial hygiene equipment will be sent to Defense Logistics Agency
Laura Cox, 8725 John J. Kingman, Ft. Belvoir, VA 22060
