About this file
This document is a set of Questions and Answers (Q&As) related to a Request for Quote (RFQ) for Industrial Hygiene Analytical Laboratory Services and Industrial Hygiene Equipment Rental, Solicitation Number SP4705-25-Q-0224, issued by the Defense Logistics Agency (DLA).
The Q&As clarify details about the projected analyte sample and IH equipment rental frequencies, the expected IH sampling events per Major Subordinate Command (MSC) and Region, pricing restrictions, chain of custody requirements, Quality Control Plan requirements, and limitations on subcontracting. The solicitation is for a new contract, not an incumbent contract. The services required include analytical laboratory services for samples related to heavy metals, organic vapor solvents, silica quartz, wood dust, and potential asbestos, as well as industrial hygiene equipment rentals on an as-needed basis for the 6 MSC and 3 Region Industrial Hygienists.

| Industrial Hygiene Services Analytical Laboratory Services and Industrial Hygiene Equipment Rental | |
| Amendment 0001 Questions & Answers (Q&As) | |
| 21-Nov-24 | |
| Question #1: | Are the projected analyte sample and IH equipment rental frequencies expected to occur yearly or overall, throughout the duration of the contract? |
| Answer #1: | Yes, the MSC and Region Industrial Hygienists will have yearly equipment rental needs. So yes, this would be for the duration of the contract. |
| Question #2: | Will IH sampling be conducted concurrently amongst all Major Subordinate Commands (MSC) and Regions? If so, how many IH sampling events are expected to occur yearly for each MSC? |
| Answer #2: | Yes, there are 6 MSC Industrial Hygienists and 3 Region Industrial Hygienists. They work independently, so there may be concurrent request for sampling and need for industrial hygiene equipment rentals on a as needed basis. The samples will vary, but there will be need for samples of processes that include heavy metals, organic vapor solvents, silica quartz, wood dust, and occasional bulk samples to determine the presence of asbestos containing materials. |
| Question #3: | Are there any pricing restrictions for analysis and sampling of analytes not listed in Enclosure 2 - potential list of analytes? |
| Answer #3: | No, there are no pricing restrictions for analysis and sampling of analytes. |
| Question #4: | What if any chain of custody requirements are there for sampling and reporting? |
| Answer #4: | The Industrial Hygienist would use the chain of custody form provided by the analytical laboratory and send samples via FEDEX or other commercial carriers. |
| Question #5: | What if any requirements must be included in the Quality Control (QC) Plan? |
| Answer #5: | The Laboratory must have the AIHA/ABET accreditations. The industrial hygiene equipment must have annual factory calibration certificates. |
| Question #6: | Are there any limitations on sub-contracting for this opportunity? |
| Answer #6: | The limitations would include review of AIHA/ABET accreditations or review of the equipment rental factory calibration certificates. |
| Question #7: | We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? |
Answer #7: This is a brand new contract.
