SP470514R0028 – AMENDMENT 0003

QUESTIONS AND ANSWERS:

Question 1. Are the proposed rates going to be considered Not To Exceed Rates?

Answer: All interested parties shall complete Section B as provided per CLIN.

Question 2. Would you consider a Travel CLIN for this effort versus incorporating the travel into our pricing?

Answer: The actual location of courses will be determined when the government requests proposals at the Task Order Level and the cost of the Travel will be priced in the Task Order proposals. See additional information below under paragraph 2(e) of the Proposal Submission Requirement.

Question 3. Would you consider CLINs per location instead of a monthly, all-encompassing rate?

Answer: No. Refer to the answer to Question 1.

Question 4. Does the Government require offerors to provide responses to the solicitation in addition to the SF-1449, Schedule B Pricing, and completed representations and certifications?

Answer: Yes. See the instructions below for Submission of Proposal.

Question 5. If the Government does require offerors to provide responses to the solicitation in addition to the SF-1449, Schedule B Pricing, and completed representations and certifications, will those responses include:

a. A technical volume?

i. Management Capability?

ii. Technical Approach?

iii. Complete list of instructors?

Answer: See the instructions for Submission of Proposal provided below .

b. A past performance volume?

Answer: See the instructions for Submission of Proposal provided below .

c. A pricing volume?

Answer: See the instructions for Submission of Proposal provided below .

Question 6. How does the Government classify “course materials”? Does the Government intend for the contractor to reproduce course materials that have already been developed? Does the Government intend for the contractor to develop the course material and reproduce it for each course?

Answer: The government classify “course Materials “ as anything needed to assist with the course, i.e. workbooks, reference materials, etc. Yes, the contractor shall provide the course materials.

Question 7. I have a quick question regarding the FBO notice released today for the Human Resources Training Programs (SP470514R0028). I noticed the FBO post says the response date is October 10 at 10 PM ET. Has the Proposal deadline been extended or does it remain no later than 5 PM ET on October 9?

Answer: See Amendment 0003 for the updated time and response date.

Question 8. Do you expect this contract to close tonight at 10:00pm ET, or are you anticipating another extension?

Answer: See Amendment 0003 for the updated time and response date.

Question 9. Is there an opportunity to split this contract? I regularly conduct pre-retirement training to federal agencies throughout the country, and that is the only portion of this contract that I would be able to fulfill. The other training that is being requested is simply out of my scope of work.

Answer: If the most advantageous, the Government reserves the right to award separate IDIQs for each Category of training:

· Pacer & Mid-Level Development

· EDLP Level III

· Retirement Seminars

· Enterprise Wide Individual Development Plan (IDP)

Question 10. Is prior work with DLA a factor in the contract award? I have conducted 8 workshops for the DLA facilities in Richmond, VA and Warner Robins, GA. I have done these under the GPC limit, so there was not a formal contract for services. These seminars were enthusiastically received by the DLA employees, and the staff who coordinated the events were very pleased with our performance.

Answer: No. Prior work with DLA is not a factor in the contract award. Refer to the Proposal Submission Requirement below.

Question 11. Could I get some minor clarification on the number of seminars being requested? There are 14 DLA locations identified, and you are requesting 12 workshops per month spread between those 14 locations. Is that correct?

Answer: No. The government would not request offerings at each of those sites, but the sites would be a possibility to have an offering.

Question 12. In reference to Solicitation No. SP470514R0028, do you intend to release a revised pricing schedule to take into account the additional classes added in Amendment 2?

Answer: No, the schedule will not be revised.

Question 13. Now that you have listed the vendors, are you saying that these are the only vendors from whom you will accept the training?

Answer: All reference to the vendors has been removed. See the attached spreadsheet.

Question 14. In SF30-SP470514R00280001 you say "During task order competition offers with the lowest travel may have a competitive advantage." Are you now stating that this will be a multiple award contract and that each task order will be competed?

Answer: If the most advantageous, the Government reserves the right to award separate IDIQs for each Category of training:

· Pacer & Mid-Level Development

· EDLP Level III

· Retirement Seminars

· Enterprise Wide Individual Development Plan (IDP)

Question 15. The new table included in the last amendment lists many of the courses already included in the solicitation and also lists additional courses. Is the new table provided the full list of courses required or is it meant to be additive to those already listed in the initial solicitation?

Answer: For the classes which are listed please note the difference in frequency per year (f/yr).

ADDENDUM TO 52.212-1

1. INSTRUCTIONS FOR SUBMISSION OF PROPOSAL:

This section specifies the format and content that the vendor will use for submission of proposals in response to this RFP. The proposal will include a written section that requires the vendors to respond in accordance with these instructions. For evaluation purposes, the goal is not to restrict the vendor in the manner in which work is performed, but rather to ensure a certain degree of uniformity in the format of the response for evaluation purposes. To receive full consideration, the vendor is encouraged to ensure that the information provided within the proposal is factual, accurate, and complete.

The vendor must submit one copy of the proposal that clearly and concisely describes and defines the objectives / requirements for the effort described herein. It is undesirable to provide:

• Unnecessary elaboration or presentations beyond what is needed to present a complete and effective proposal.

• Elaborate artwork, expensive paper or bindings, and expensive visual/presentation aids.

• Hasty responses or responses that merely repeat the PWS requirements will not be considered responsive to the requirements of the RFP.

• Assurances of experience, capability and qualifications, without a clear demonstration to support this claim will adversely influence the evaluation of the proposal.

Alternate proposals are not authorized. Objections to any terms and conditions of the RFP may make the response unacceptable.

2. PROPOSAL SUBMISSION REQUIREMENTS:

a. Award will be made to the vendor who submits the response that is technically acceptable with the lowest price and acceptable past performance. The following factors shall be used to evaluate proposals to determine which proposals will be selected for award: Technical Approach, Past Performance, and Price.

b. In order to evaluate a vendor’s proposal, documentation shall be submitted as indicated in the following paragraphs. Pricing information shall be submitted separately from the Technical Approach and Past Performance factors.

c. Technical Approach: The vendor’s response shall include the following:

i) Provide the resume of the Chief Learning Officer / Program Manager and any other key positions contemplated to support this effort. Individual course instructor resumes are not required. The minimum requirements for the Chief Learning Officer / Program Manager position are:

· A Bachelor’s Degree;

· 10 Years of experience in the Workforce Development and/or Training field.

ii) Provide a Staffing Plan that shall describe the approach to recruit, select, and retain high quality instructors for both classroom and distant learning environments. The offeror can also discuss any other aspects of their technical approach that demonstrates their capability to fulfill the requirements of the PWS. The Staffing Plan shall be a minimum of 1 page but no more than a maximum of 5 pages, Times New Roman font, 12 pitch, single spaced. Additional pages will not be considered.

d. Past Performance: The vendor shall demonstrate that it has recent (within the last 5 years from RFP closing date) and relevant experience in coordinating or providing workforce training of similar scope and complexity as those courses referenced in the PWS. The vendor shall, at a minimum provide references of at least three (3) and up to five (5) contracts/projects. Sources may be provided from either Government agencies or the private sector. For each reference, the vendor shall complete the Past Performance Questionnaire (Attachment 1).

Note: In the case of a response submitted by a contractor without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the response may not be evaluated favorably or unfavorably on past performance in accordance with FAR 15.305(a)(2)(iv). Therefore, the response shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

e. Price: Offerors shall provide their firm fixed price for Base Year CLINs 0001-0004 and all four Option Year CLINs (1001-1004, 2001-2004, 3001-3004, 4001-4004). Travel costs will be reimbursed in accordance with the rates identified in the Joint Federal Travel Regulations (JFTR). The actual location of courses will be determined when the government requests proposals at the Task Order Level and the cost of the Travel will be priced in the Task Order proposals. As these Travel costs will be essentially the same for all offerors, the government does not intend on evaluating Travel costs in determining the lowest price offeror for award at the IDIQ level. For this IDIQ Proposal DO NOT INCLUDE TRAVEL COSTS in your price. Prices will be subject to price analysis procedures in order to determine them to be fair and reasonable.

ADDENDUM TO 52.212-2

The Government intends to evaluate proposals and award a contract without discussions with vendors. Therefore, the initial proposal should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

Award will be made to the vendor submitting the lowest priced proposal with technical factors that have been evaluated as technical acceptable.

If the most advantageous, the Government reserves the right to award separate IDIQs for each Category of training:

· Pacer & Mid-Level Development

· EDLP Level III

· Retirement Seminars

· Enterprise Wide Individual Development Plan (IDP)
