I. The purpose of this amendment is to: i) Extend the solicitation closing date from October 6, 2014 at 10:00 PM est to October 9, 2014 at 5:00 PM est., ii) provide questions and answers, iii) incorporate contract clause 52.232-18 -- Availability of Funds, iv) change the list of locations in Procurement Work Statement (PWS) paragraph 3b., page 26 of 60 pages. All other terms and conditions remain the same.

II. Questions and Answers.

1. Question. We noticed the courses listed are Off the Shelf, does the government anticipate any tailoring or customization of existing course offerings? If so, what is the level of tailoring required? Answer. The courses and schedule can change by an estimated 10% to 30% per year. Ref. SP4705-14-R-0028; page 27 of 60.

2. Question. There is an exhaustive list of course offerings as identified for small businesses to deliver.

Does the offer have to deliver all of the courses requested in order to prepare a bid response? Answer. No.

The requirement maybe split into multiple awards depending on any natural groupings in the offers and market conditions. However, its unlikely awards will be split into requirements smaller than the training programs e.g.: i) Pacer & Mid-Level Development; ii) ELDP Level III; iii) Retirement Seminars and IDP.

3. Question. Since there were no Proposal Instructions for the offeror, what type of response doe the government wants to see? Answer. Offers need to be completed to meet the solicitation’s expressed requirements, which include but not limited to completing the schedule, certifications, acknowledging all solicitation amendments, etc. Submit offers not later than solicitation closing date to thomas.hagyard@dla.mil.

4. Question. OTS courses have differing price points depending on the number of participants. Does the government want pricing as determined by the number of participants? Answer. No. Class room sizes average 25

- 30 students.

5. Question. The NAICS code states 562211, which is for Hazardous Waste Disposal & Materials, is it the expectation of the government to contract with a small business under this specific NAICS? Answer. Disregard the nomenclature, “Other Facilities & Services BLDGs”. This solicitation line item nomenclature is corrected to read, “Education Services”.

6. Question. There are a wide range of courses maintained within this solicitation, is it possible to pull out specific classes or is it the expectation of the government to hire one contractor for all of the wide range of courses? Answer. A prime contractor with a good list of subcontractors can meet this requirement.

7. Question. We have specific proprietary courses within this solicitation, how do we ensure that our course titles, our course descriptions, and experience are not overlooked or as a small business being pushed to the side for the sake of one contractor? Answer. Provide an offer that meets the solicitations expressed requirements. Offers will be evaluated pursuant to the requirements of the solicitation. The pending award is set aside for small business.

8. Question. As a certified and verified service disabled small business, is it possible to pull out our 10 specific courses, primarily under PaCE and ELDP Level III and create an IDIQ for our proprietary courses maintained in the solicitation to continue to offer training to DLA as we have done for 15 years? Answer.

No. Also, see answer to question number 2.

9. Question. What are the proposal instructions as they were not provided? Answer. See solicitation provision 52.212-1 and answer to question number 3.

10. Question. What is the delivery method for proposals as they were not provided? Answer. See answer to question number 3.

11. Question. I'm doing some research on behalf of an organization wanting to bid on solicitation SP470514R0028 and you're listed as the contract person. This is my first time going through a solicitation and

after reviewing the 60 pages, I couldn't clearly identify where submission instructions were. I understand that a proposal needs to be submitted, but I didn't see the submission process. If you could help shed some light on this, I'd really appreciate it! Answer. See answer to question number 3.

12. Question. It states DLA is looking for a "Prime contractor who can develop a list of subcontractors "instructors" to teach different human resources courses and then deploy them to 14 different locations in the United States." Has content for the instructors already been developed? Answer. General course descriptions are provided on pages 27 through 48. More detailed course descriptions and locations will be included in the task order solicitations.

13. Question. Do you want the contractor to provide content as well as provide instructors? Answer. Yes. In sufficient detail to show that a contractors is capable of meeting course criteria.

14. Question. Under the "Instructions to Offerors" there is no guidance on how to prepare a technical proposal. Answer. No format. Offerors must be able demonstrate in their offer that they can meet the solicitation’s expressed requirements.

15. Question. Is there a requirement for a technical proposal in addition to the price and reps and certs requirements? Answer. An offer must me the solicitation’s expressed requirements.

16. Question. If a technical proposal is required, can you provide some guidance as to the parameters of this requirement including content requirements, maximum page count, need for resumes, key personnel, etc.? Answer.

An offer must me the solicitation’s expressed requirements.

17. Question. If a technical proposal is required, please outline the evaluation factors for this requirement that would allow for an "acceptable" rating. Answer. An offer must meet the solicitation’s expressed requirements. Technical proposals may be added as supplemental information to offers showing that the contractor has sufficient understanding and resources to meet the training objectives in the PWS. The contractor can use any combination of in house workforce and/or subcontractors to illustrate they a learning institution cable of meeting this requirement.

18. Question. It states that "costs for the training are all inclusive by each location identified below."

Are travel costs to be included in the pricing or would DLA consider adding an estimated travel cost ODC line item for evaluation purposes? Answer. Yes. Travel costs are limited to costs and cannot exceed allowances of the JTR.

19. Question. Is there an incumbent currently performing this work? Answer. No. This is a new procurement.

20. Question, if there is an incumbent are the instructors that are being provided local to the areas where training are expected, thus alleviating the cost for travel? Answer. NA

21. Question. Can you provide a breakdown of which courses and how many are expected to take place at each location listed in the PWS? Answer. No. The requirement is Indefinite Delivery Indefinite Quantity (IDIQ), resulting in pending Multiple Award Task Order Contracts (MATOC). MATOC Task Orders will be executed meet agency requirements.

22. Question. Must the training be performed at each location stipulated or can an Instructor go the closest locale and perform the training by distance learning? For example, if training is needed in Honolulu, can an instructor go to the site in Philadelphia and perform the training from that locale? Answer. Individual tasks orders for training will be award to the contractors who are responsive to task order solicitations, costs being a major factor in the source selection process. Therefore, controlling travel costs can result in more competitive task order offers.

23. Question. I see that FAR 52.212-01 was included in the solicitation and there is a Basis of Award

section that was included on pages 59 and 60 of the solicitation. Unfortunately, neither of these sections gives any instruction on proposal content and structure. Can you please provide this information so that offerors can build their proposals and to aid in evaluation? Thank you in advance! Answer. See answer to question 3 above.

24. The solicitation references FAR 52.212-2 Instructions to Offerors; however, the instructions in this clause are general. I was hoping that DLA would issue some specific proposal preparation instructions that would give offerors a framework for developing our responses. Specifically, could you please let us know?

a. Question. The recently and relevancy requirements for past performance. The number of past performance references you would like for us to submit. Answer. Past performance is not an appropriate evaluation factor for the acquisition, because this procurement does not have procurement history.

b. Question. The length of the technical proposal in pages. Answer. Maximum 50 pages.

c. Question. The types of information that you would like for us to include in our proposal (e.g.

technical approach, management approach, recruiting and retention, etc.) Answer. No format. See answer to question 14 above.

25. Question. Is it possible to submit a quote just for these two courses, as we are not equipped to manage the entire solicitation? Answer. See the answer to question 2 above.

26. Question. Is there an incumbent for this solicitation? If yes: Will DLA identify that contractor? What is the total value of the current effort? What is the burn rate? Is the incumbent eligible to re-compete?

Answer. See the answer to question 19 above.

27. Question. The SOW reference the contractor will be responsible for getting training materials already developed by DLA to students. Please clarify the level of effort, i.e., size and approximate number of pages of materials to be sent to each student? Answer. In part, this scope will be developed in task order solicitations. However, it is incumbent on the contractor to know understand what is involved in conducting a course. Also, see the answer to question number 21 above.

28. Question. How many estimated trips to DLA facilities if these are used each year (Are ALL instructor led classes presented from learning labs via distance learning or are most classes located at the DLA sites in the Continental US and Hawaii?) Answer. See answers to questions 21 and 27 above.

29. Question. What are the video technical requirements if the contractor intends to use their own facility?

Answer. Video Teleconferencing (VTC) ref. solicitation, PWS paragraph 3c.

30. Question. Will 508 compliant PowerPoint slides as core course material meet standards for 508 compliance? Answer. Yes and include a word document

31. Question. Is DLA expecting webs enabled learning solution or are all classes to be through live instructions? Answer. Courses are on site instructor led, with any necessary accommodations pursuant to paragraph 3c of the PWS.

32. Question. For the diversity training listed on page 29, it calls for the instructors to have 10 years in federal financial management. Please clarify this requirement. Answer. Delete the second statement for instructor qualifications.

33. Question. The instructor qualifications for the Performance Workshop (EEO)/ (supervisors), calls for BS/BA (human resource management or law or with an emphasis on EEOC regulations.) Is a BA/BS in another area of study acceptable? Answer. No.

34. Question. Is the contractor able to use local EMT or other certified emergency personnel to conduct

training or must the emergency personnel with Michigan certification required? Answer. Instructors do not need to be "Michigan" certified. They can use other sources to be EMT certified; as long as the instructor(s) are certified for the state they are training.

35. Question. Which of these classes have curriculum and materials already developed that the contractor can use? Answer. None, this is a new requirement.

36. Question. With respect to the Introduction to Woodworking Machines, is there existing training facility, machinery and equipment for the contractor to instruct this workshop or is this strictly classroom training?

What specific types of machinery are being used? Answer. The equipment will be provided and used during the training. This course may be offered sporadically based on the customer’s needs.

III. Contract Clauses 52.232-18 -- Availability of Funds. (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.

No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
