About this file
This is a Questions and Answers (Q&A) document addressing contractor inquiries regarding a cross arm replacement project on electrical distribution infrastructure at a federal installation.
The project involves replacing cross arms supporting three-phase high-voltage distribution lines at nominal voltage of 7620/13200V on poles approximately 45-50 feet in height. The scope includes poles 14, 15, and 614, with a mixture of single and double cross arms requiring replacement. All insulator hardware will be replaced per industry standards for polymer insulators, with cross arm sizing matching existing specifications. Bucket truck operations are permitted off-roadway where feasible. The work must be performed on Saturdays only, with de-energization available exclusively during weekend operations. Contractors must request planned outages 14 days in advance per the Statement of Work Section 4. Traffic control is the contractor's responsibility, as the project occurs on "G" Road, the installation's most heavily trafficked roadway. Base support staff will be available on Saturdays for re-energization following knife switch replacement. Contractors may complete all pole replacements within a single mobilization if crew capacity permits. Documentation of minimum five years of electrical services experience is required for qualification, with detailed requirements specified in SOW Section 4 regarding previous relevant project experience. Street light arms showing rust are excluded from the scope. All poles can be replaced in one mobilization contingent on crew capability.

# Question Answer 1 May the bucket trucks set up off of the roadway? Yes 2 What is the nominal voltage of the lines on the crossmembers? 7620/13200
Are base support staff available on Saturdays for the re-energization after the knife switches are replaced? Yes
4 Are poles number 14 & 15 going to be included in the scope? Yes, Include 5 What is required for a shutdown if needed? Maximum length of shutdown? Shutdowns to be done on Saturdays 6 Weight/load rating required for cross-arms? Size according to what’s attached. Match what’s there 7 Are the lines currently energized? What is the voltage? Yes, see Q2 8 Can all poles be replaced in one mobilization? If your crew can 9 Will traffic control be required? Yes
10 Approximate height of the poles? 45’-50’
Traffic Control and Energized Line Work Requirements for “G” Road: “G” Road is identified as the most heavily utilized roadway on the installation, with consistent traffic flow during morning, midday, and evening peak periods. The majority of installation vehicles travel along this route, including those passing directly adjacent to the project work areas. The planned work involves arm replacements that will require positioning bucket trucks such that a portion of the equipment will occupy the roadway during operations.
Given the high traffic volume and anticipated lane obstruction, please clarify the
| following:• | Will this work be required to be performed outside of normal operating |
| hours to minimize disruption? • | If work during normal hours is permitted, will the |
contractor be responsible for implementing and maintaining traffic control measures, or will this be provided by the Government? No, contractor provide traffic control
Insulator Requirements for Arm Replacement: The contract documents indicate that existing arms supporting the electrical distribution system will be replaced.
However, the requirements for the associated insulators are not clearly defined.
| Please clarify the following:• | Are the existing insulators to be reused and returned to |
| service on the new arms? • | If new insulators are to be installed, please provide the |
required make and model number, along with any applicable specifications or standards for the insulators.
•All insulators hardware will be replaced. •Industry standards for polymer insulated.
Acceptable Documentation for Demonstrating Electrical Experience Qualifications: [Company] is preparing to comply with the contract requirements related to demonstrating qualifications for performing electrical work. The specifications indicate a requirement for a minimum of five (5) years of experience performing electrical services;
however, the acceptable method of verification is not clearly defined.
Our intent is to provide documentation in the format and level of detail that best meets the Government’s expectations and facilitates an efficient review process. • Please clarify what forms of documentation or evidence are acceptable to demonstrate compliance with this requirement. For example, would project lists, past performance evaluations, client references, resumes of key personnel, or other supporting documentation be sufficient?
See SOW>Section 4.Proposal Evaluation>Previous relevant project experience for detailed description of requirements.
Street Light Arm Condition: Requesting formal confirmation from the regarding the intended treatment of the rusted street light support arms. Please confirm whether the rusting arms supporting the existing streetlights are intended to remain in place and are not expected to be replaced or upgraded under the current scope of work.
| Specifically, please confirm one of the following: • | The rusted street light arms are to |
| remain in place and are not part of the replacement scope, or • | The rusted street |
light arms are required to be replaced as part of the project scope. Street lights not in scope/nothing to be done.
Planned Electrical Outage Request: [Company] would like to request clarification and approval regarding the potential for a planned outage to support the completion of the electrical scope of work associated with this project. Performing the work during a scheduled outage would improve safety, increase efficiency, and reduce operational risk associated with energized work conditions. To minimize operational impact, we request that any approved outage be scheduled during non-operational periods, preferably on a Saturday or Sunday, if feasible. • Please provide guidance on whether a planned outage can be scheduled, and if so, the required coordination procedures, lead times, and any restrictions for weekend implementation. 14 day lead time for power outages
Addition of Pole 614 for Cross Arm Replacement: [Company] would like to request consideration for adding Pole 614 to the list of cross arm replacements associated with this project. During our assessment, we identified similar conditions and hazards at Pole 614 that are consistent with those previously observed on other poles already approved for cross arm replacement. As a proactive and preventative measure, we believe including this pole in the current scope of work would help mitigate potential risks and improve overall system reliability. Addressing this now, in conjunction with the planned work, would also promote efficiency and help avoid the need for future repairs or additional mobilization. • Requesting if Pole 614 can be added to the current replacement list, or if any additional documentation or evaluation is required to support this request? Yes
Energized Work Expectation: The scope of work includes replacement of arms supporting the main three-phase high-voltage power lines serving the installation.
Please clarify the following:• Will this work be performed while the lines remain energized (“hot”), or will scheduled outages be provided to allow work to proceed de-energized? • If the work is to be performed while the lines remain energized, will base personnel be present to cover/insulate the lines during arm replacement, or is the contractor responsible for implementing appropriate protective measures?
• Contractor will request outages.14 days in advance according to SOW • No
18 What is the primary voltage ? See Q2 19 Are they double or single cross arms ? Mixture 20 Will these poles be able to be de-energized during the cross arm change out ? De-energize Saturdays only
