About this file
The file is a Question and Answer (Q&A) Matrix for a federal solicitation for lead-paint stripping services at Defense Supply Center Richmond (DSCR) Building 98. The solicitation (SP470326Q0009) is a Request for Quote (RFQ) set aside for small businesses in the Toxic Chemical Remediation industry, with a NAICS code of 562910 and a size standard of 1,000 employees. The contract will be a firm-fixed price award with a 120-day period of performance, expected to be funded in FY26.
Key details include a site visit scheduled for December 2, 2025, at 10 am, with questions due by December 5, 2025, and quotes due by December 12, 2025. The Q&A matrix addresses specific technical questions about the project, including confirmation that paint stripping is limited to ceiling surfaces, clarification on equipment to remain in place, ceiling height (25-26 feet), and workspace occupancy status. The award will be made to the lowest-priced, technically acceptable offeror, with contractors required to be within a 120-mile radius of DSCR and registered in the System for Award Management (SAM).

Sheet1
| Question | File | Section | Question | Government Response | Response from: | |
| 1 | Rafters and Purlins | |||||
| Please confirm whether the rafters and purlins are included within the scope of ceiling lead-paint stripping, or if the work is limited only to the primary ceiling surfaces | No, the stripping of paint will be restricted to solely the ceiling. | |||||
| 2 | Equipment to Remain and Be Covered |
The SOW notes that equipment not removed from the building shall be covered to prevent exposure to lead.
| Could you please specify which existing equipment is expected to remain in place and must be protected? | The existing metal shelving, the metal cage, the implant rooms (bathroom, office, communication room), and the desk will remain in the building. | ||
| 3 | Structure Above In-Plant Buildings / Access and Safety | ||
| There appears to be a structure on top of the in-plant buildings within Building 98. Please clarify what this structure consists of and advise whether it is designed to support worker access and can be used as a walking/working surface, or if it should be treated as not structurally safe for laborers to walk on. | The three implant rooms (bathroom, office, communication room) do seem to have a ceiling that can be utilized as a walking surface. Please see attached photos. | ||
| 4 | Ceiling Height | ||
| Please provide the approximate average ceiling height for the areas included in the scope, and if available, the range of minimum and maximum heights. | The height of the ceiling is uniform throughout the building, for the most part. It ranges from roughly 25' to 26'. | ||
| 5 | Please provide the Photos | 21 photos will be uploaded to SAM | |
| 6 | Will the room be vacant for the work? | The room will not be vacant. But fortunately, all the content that can be moved will be moved to whichever section the contractor is not working on; the contractor would have to section off whatever area they are working in. | |
