About this file
This document is a Questions and Answers (Q&A) file for the Defense Supply Center Richmond (DSCR) Building 8 Office Area Repair project. The solicitation (SP4703-25-Q-0057) is a small business set-aside construction project with an estimated value between $100,000 and $250,000, using a lowest-priced, technically acceptable (LPTA) award method. Key details include a 150-day performance period, site visit on July 30, 2025, questions due by August 1, 2025, and quotes originally due August 8, 2025 (extended to August 12, 2025). The project involves office area repairs including bathroom renovations, electrical work, HVAC modifications, and ADA compliance upgrades. Contractors must have a business location within 120 miles of DSCR and be registered in the System for Award Management (SAM).
The Q&A document provides clarifications on numerous technical specifications, such as work scope details, lighting requirements, bathroom fixtures, electrical circuits, and mold remediation. Notable requirements include following OSHA and ADA guidelines, taking precise measurements on-site, and addressing potential mold issues. The government will provide minimal specific details, expecting contractors to use professional judgment and on-site assessment to develop their proposals. Past performance will be evaluated, with data pulled from CPARS and SPRS, and the award will be made to the lowest technically acceptable offer that meets the Statement of Work requirements.
