Amendment One SP4703-22-Q-0045

Demolition of Implant

In reference to the contract above the solicitation has been amended to include the following:

1. Question Is there a hazmat report available? Without that, the demo cost could almost double or triple in size if portions of the exterior are friable asbestos. A massive undertaking for containment could be necessary.

Answer: No Hazmat report is available. With respect to containment, if a containment is required, it should be erected in accordance with the sentence in the SOW that says “This work shall be conducted in accordance with all applicable building codes, environmental, safety and health directives regarding the mitigation and disposal of asbestos, lead, and asbestos containing materials.”.

2. Question: In lieu of a report, can we include a cost for an asbestos assessment in the base bid, and offer unit pricing for additional hazmat abatement?

Answer: Testing of materials for characterization may be included in the base bid, but no additional funds will be available for additional hazmat abatement.

3. Question: the owner allows the contractor to use a diesel/propane powered Bobcat with a scrubber in the building?

1. Answer: Use of contractor vehicles such as those mentioned in question 3 will be allowed so long as the contractor understands that said vehicles may NOT be stored inside the building at any time. If the vehicle is idle for any length of time, it must be parked outside the building.

4. Question: Will the owner allow the contractor to place a dumpster directly outside one of the bay openings on the west side of the building?

Answer: Yes.

5. Question: Will the owner be responsible for cutting and capping the incoming sprinkler line and electrical conduit to the demo area?

2. Answer: No. DSCR shops will provide support to de-energize and depressurize these lines. The sprinkler riser shall be capped at the first available union in the pipe and the shops will verify no leaks in the capping.

6. Question: Can the owner confirm that they want to dispose of all furniture (tables and chairs) as well as both window AC units?

3. Answer: An answer is still pending on the AC unit on the west side. All other spoils are the property of the contractor for disposal or salvage value.

7. Question: Will a full-time superintendent be required, with OSHA 30, First Aid/CPR, and CQM certifications?

8. Question: Will a full time industrial hygienist need to be employed by the contractor to monitor air quality, since the demo will be occurring inside another occupied building?

Answer: Since the area is not normally occupied and it is not a hospital or child care center, my answer would be no. Air quality monitoring is not required unless it falls under the sentence in the SOW that say “This work shall be conducted in accordance with all applicable building codes, environmental, safety and health directives regarding the mitigation and disposal of asbestos, lead, and asbestos containing materials.”.

9. Question: Will an asbestos abatement work plan be required to be approved by the DSCR industrial Hygienist, prior to start of demo?

Answer: Yes

10. Question: Hazardous Materials – Asbestos Flooring and Wallboard; and Lead Paint The Sign on the Door at the Cafeteria says Non-Friable Asbestos floor tiles and wallboard. This sounds like there is an environmental report or material lab analysis of the tile and wallboard.

Can you please check with the environmental section to see if there is written information on these materials?

Answer: We have checked with the environmental dept and if we have this information it will be posted.

Question: The SF 1442, Block 12, a.; says a Bond is required for this project. The FAR and DLA do not typically require a bond on projects under $100k. A bond costs significant money. Did you mean to require a bond? This project cost will not be near $100k.

Answer: A bond is not required for this Solicitation.

Painting SOW- any paint on the southeast wall that matches the interior of the office on the southeast side of the implant should be removed as well. When the project is complete, it should look as if the implant had never been there before.

This solicitation has deadline submission has been extended from 08/22/2022 to 08/31/2022.

All other terms and conditions remain the same
