1. Section 2.0 Currently, a base-wide technical refresh of panels and cameras is occurring, which requires support to approximately 30 buildings. The work effort also includes decommissioning support for any legacy software, hardware, or appliances for deprecated Honeywell ESS system. The work effort includes upgrades, migrations, enhancements of systems required for compliancy. The work effort includes cybersecurity documentation required to authorize use of the systems on approved DLA networks.
Who is purchasing the equipment for this refresh? Is that to be priced into this cost?
“The Government has already purchased the necessary hardware/equipment for this request and does not require pricing for purchase. The contractor may be required to perform the following actions to support this upgrade: installation of this new equipment, upgrading/replacing legacy equipment with new equipment, re-configuration of equipment to point to the existing installation LENEL instance, and any other tasks necessary to support the transition from Honeywell to LENEL. The contractor would need to price based on a potential of a dedicated installation team to complete the task separate from maintenance/sustainment of the system as a whole.”
Who is managing the warranty on this equipment?
Legacy Honeywell equipment being replaced/upgraded currently is supported by a separate contract with Honeywell, Inc. As these new devices are rolled under the LENEL system – the maintenance and sustainment is expected to be provided by the vendor awarded this contract.
2. Section 3.3.1 The Contractor will be responsible to procure all materials and equipment required for fulfillment of task items within 30 calendar days of award of contract. The Contractor shall install all procured equipment projected in Table 3.3.1. All materials and equipment for this project shall be new, not refurbished, and shall be submitted in the Hardware/Software Inventory Report to the COR and approval by the Government Information System Security Manager (DLA ISSM) prior to procurement to ensure it can be supported and complies with the National Defense Authorization Act (NDAA). The Contractor shall be responsible to ensure all equipment can be configured/programmed to make the security system of this contract operational.
Is this all of the hardware we are responsible for providing?
Table is as follows:
Description Part Number Estimated Counts
NVR Appliance HW (replacements/expansions)
As approved by the COR *must be compatible 10-12 each
Hard Disk Drives (replacements/expansions)
As approved by the COR *must be compatible 50-60 each
Add misc. for cabling, connectors, batteries
As approved by the COR *must be compatible As required
This was primarily based on CCTV upgrade work. We may want to reply as follows: “Vendor must initially procure the listed devices as part of the imminent CCTV system upgrade/work, but additional equipment will need to be procured as-needed based on PM/RM needs and break-fix requirements.”
Is this hardware to be procured under a different contract, or as part of the firm fixed price of this contract?
It is part of the firm fixed price of this contract”
3. 3.3.2 INSTALLATION AND CONFIGURATION.
Are installs funded separately or accounted for in this pricing?
Vendor has been provided expected PM/RM requirements and system size, etc. – they would be expected to procure and maintain enough expected equipment and pricing for it to provide the desired support.
4. The PWS says that the contractor will develop a Preventative Maintenance schedule, however there is nothing regarding the requirements of how often that visit should be?
Manufacturer’s recommendations as well as Information Security/Information Technology guidelines should dictate frequency of PM schedule. PM schedule will vary based on device type (IE – IP based or Windows Operating Systems will require weekly patching, firmware updates, etc.)
5. The equipment list has notes on line 38 and 39 such as included replace, or not included assumption #11. What does that mean?
I do not have the current document and cannot answer this
Shean – can you provide the attachments listed from the Solicitation on sam.gov? We don’t have access to pull them from the site to respond properly.
6. The equipment list does not appear to include any of the GFMS key boxes?
GFMS support should be primarily in support of Application Server SW support, as well as client SW support only. Installation personnel will be providing PM/RM support of the key boxes themselves and vendor is only required to support/maintain application licenses, SW, patching, firmware, and any other DOD 8570-type support required for the system.
7. How many client workstations are there?
We currently have licenses for 12 clients
8. What is the Lenel system ID?
That will be provided when the contract is let
9. The PWS says that the contractor will do as-builts. Is there an existing set of CAD drawings?
There is no cad drawings at this time. The as-builts are being developed under a separate contract as Lenel is being installed. The purpose of the As-builts under this PWS is to maintain them if there are any changes.
This requirement dovetails into cyber deliverables as detailed system data flow diagrams are required in addition to any other as-builts the installation may require – but those should be covered by deliverables in the PWS.
10. What are the response times for service calls?
That is if there is a need for assistance on the system and we cannot manage this at our level
For emergencies we’ve normally seen <= 4 hours, and for non-emergency it can be more like 12-24, with costs for such situations annotated on price proposal.
