SOLE SOURCE STATEMENT (Simplified Acquisitions < SAT)
The item or service requested under Purchase Request 74106107 is available from a single source pursuant to FAR 13.106-1(b)(1)(i) and maximum practicable competition is precluded for reasons indicated below.

Restricted to the Following Source/Part Number:
Signal Communications (SigCom) model TRX50 fire alarm signaling communication and control unit.
Provide a description of the item or service required, the estimated cost, and required delivery date and/or performance period.
The vendor shall provide and install new fully functional Signal Communications (SigCom) model TRX50 fire alarm signaling communication and control unit for mass notification systems (MNS) in the following buildings: two in building 201 in the Emergency Communications Center to communicate and interface with individual building fire alarm and mass notification systems on base, and one in building 56 at Defense Supply Center Richmond (DSCR). An additional TRX50 unit shall be provided for installation at the Alternate Emergency Communications Center after the renovation of building 41 is completed. Additionally, the vendor shall provide a warranty to cover the first year of operation, and an optional year of maintenance/repair.
The estimated cost is . The initial equipment installation will be 90 days after receipt of order. The contractor shall provide technical support for software and hardware issues for up to a two year period after the completion of the installation described in this SOW; therefore, the total period of performance will be a base year plus one option year.
Identify the specific characteristics of the material or service that limit the availability to a single source (unique features, function of the item, licensing agreement, urgency, brand name, SOURCE SELECTION INFO - SEE FAR 2.101 & 3.104 etc.). Describe in detail why only this source can furnish the item or service to the exclusion of other sources.
DLA Installation Operations currently utilizes Signal Communications (SigCom) electronic fire alarm and mass notification hardware/software base-wide at Defense Supply Center Richmond. In order to facilitate the effective communication with all of the fire alarms installed throughout the base, the requested replacement items need to be Signal Communications equipment. This is a “break-fix” acquisition requiring replacement in kind. Additional items must be compatible in all aspects (form, fit and function) with existing fire alarm systems presently installed/performing. SigCom is the only vendor who installs the TRX50. Pursuing market competition for the installation would only increase costs. The government’s past attempts under this solicitation to obtain market competition failed to result in an adequate quote for the items.
