Questions for: CSC-23302 Landscaping, Snow Removal, and Goose Control at the Defense Supply Center Columbus (DSCC) - SP4702-23-R-0004
Question Answer
1 Do we have an area that we can store a portable fuel tank. Something that will hold around 50 – 75 gallons. 1 YES, along contractor's row south of Building 43. We follow the EM385 USACE safety manual for storage of fuel on site. Please google "EM385 USACE safety manual" and use the latest edition for requirements.
2 Can you explain what the activation fee for irrigation is? We clicked on the link and it was not active. 2 That fee is for if there is a subscription on the irrigation controller to connect online or make programming changes.
3 Who is the current company that’s providing the service? 3 Environmental Management Inc.
4 Is the service that was provided before the same Scope as what we’re following now? If there’s a difference, can you please provide was added to the contract. 4 Mulching was updated see 4.5.2. Detention/Retention ponds were added see 4.8 & 4.9. Mowing the waterways (Mason Run and Turkey Run) were added as well as a number of bioswells. Para 4.7 - contractor to provide an irrigation map of all the zones that are currently in operation. We also changed the zoning for Building 20 and 21 on the site map. 21 is a smaller area and we want it broken out separately for billing purposes. We removed holiday decorating. We changed the frequency of grass mowing - look at the zone breakouts near the front of the contract/statement of work. We are no longer allowing pre-emergent to slow the grass growing.4.11 has changed to perrenials in lieu of annuals, reference requriement for recommendations/plans to the government. 4.15 disposal. The bid sheet has changed to give more of "lump sum" pricing and is less tedious than prior bidding years. Check bid sheet and snow removal parts of the contract as the equipment may have changed and we required the contractor to provide the buckets, scoops and straps for the sidewalk salt.
5 Can the contractor use growth inhibitor to reduce the number of mowing’s required per year? 5 No, growth inhibitor is NOT authorized to replace/assist with mowing.
6 Can work in this opportunity be subed out or must it be self-performed? 6 Subcontracting is allowed under this contract. Please refer to FAR clause 52.219-9 included by reference in Section I of the solicitation. The full text clause is avaliable at: ( https://www.acquisition.gov/far/52.219-9 ).
7 Are there any special requirements or authorizations to do work or bid on DOD work? 7 Please refer to Solicitation SP4702-23-R-0004 Sections A, I, K, L, and M, particularly. Noteworthy requirements include but are not limited to: An active entity registration, with no pertinent exclusions, in SAM.gov is required. Common Access Cards (CAC's) will be issued to contractor personnel upon the award of the contract. Personnel will be required to pass a background check and must be US Citizens. No foreign nationals will be granted a CAC. All invoicing is done through the Wide Area Workflow (WAWF) system.
