About this file
This document is a Commercial Solutions Opening (CSO) issued by the Defense Logistics Agency (DLA) for innovative solutions to address issues with petroleum storage tank and marine fuel transport vessel inspections. The CSO seeks solutions that can revolutionize inspection procedures to enhance personnel safety, reduce inspection time, and verify tank cleanliness. Key requirements include conducting confined space visual inspections, providing faster and more efficient data collection, enabling real-time video feeds, and meeting operational reliability and temperature parameters. DLA plans to award fixed-price commercial contracts or other transaction agreements, with initial prototype development and demonstrations required within 16-24 weeks of award. DLA will evaluate solution briefs on factors such as technical feasibility, responsiveness to requirements, and desirability to end-users, with the goal of selecting the most viable solutions for further consideration through pitches or full proposals. Proposals must be submitted by November 15, 2024.

Area of interest
1.0 Problem Statement
DLA Energy Quality Assurance Representatives (QAR) require an innovative method for conducting stationary tank inspections and marine fuel transport vessel inspection to enhance personnel safety, reduce inspection time, and verify tank cleanliness. This method aims to address risks associated with the QAR performing routine confined space inspection seeking to minimize dangerous inspection elements, minimize tank downtime, avoid potential hazards, and improve overall efficiency in tank inspection procedures.
2.0 Background
As the nation’s combat logistics support agency, the Defense Logistics Agency (DLA) manages the end-to-end global defense supply chain – from raw materiel to end user disposition – for the five military services, 11 combatant commands, other federal, state and local agencies and partner and allied nations.
DLA’s mission is to “deliver readiness and lethality to the Warfighter Always and support our nation through quality, proactive global logistics.” To accomplish this mission, DLA has a staff of about 25,000 employees divided into multiple supply chains that contract for materiel and services across the military classes of supply: subsistence (food/water), clothing and textiles, bulk petroleum and other energy products, construction materiel and equipment, personal demand items, medical materiel and equipment, and repair parts for land, sea and air systems. (Defense Logistics Agency, 2024) The DLA Tech Accelerator conducted discovery interviews with stakeholders across DLA Energy, including Quality Operations, Product Technology & Standards, and Facility Sustainment organizations, to gather important data around a problem regarding fuel tank inspections and scope a problem statement. We need to make stationary tank and marine fuel transport vessel inspections safer and more efficient. Currently, DLA Energy QARs face various physical risks during confined space entry and internal inspections, including, but not limited to, exposure to extreme heat and hazardous atmospheric levels when clearing the space safe for entry.
1. Desired Solution Features
| 3.1 | Conduct confined space visual inspections of petroleum storage tanks to revolutionize inspection and surveillance procedures |
| 3.2 | Training- Individual and Train the Trainer |
| 3.3 | Provide a faster, safer, and more efficient way of mass data collection such as but not limited to (overall cleanliness, interior degradation, and other anomalous elements) |
| 3.4 | Transportability- Physical Specifications weight not to exceed one person carry with a case, size not exceed 4 foot / Transportability- airport carry-on not to ship separately. |
| 3.5 | Inspection reporting that generates findings, recommendations, and photographic evidence. |
| 3.6 | Real-time live video feeds to inspectors and stakeholders to aid in the inspection process |
| 3.7 | Optimum operational reliability. The nature of inspections is complex and dynamic. Operation Temperature during inspection can reach up to 62 degrees Celsius in certain extreme conditions; Average Temperature do not exceed 62 degrees Celsius. Operating time ranges from 90-120 minutes but again times vary and can change. |
4.0 Project Expectations
| 4.1 | Initial prototype would rapidly develop and demonstrate 16-24 weeks from award. |
| 4.2 | Initial prototype demonstration – Stationary Tank to be able to take photo and read the oxygen, gas or vapors level and require one Agreement Holder Subject Matter Expert onsite during pilot demonstration. Agreement Holder will perform a demonstration inspection; during the demonstration a DLA QAR(s) will be present to provide operational feedback from various perspectives. |
| 4.3 | Initial prototype demonstration - Marine Fuel Transport Vessel to be able to take photo and read the oxygen, gas or vapors level and require one Agreement Holder Subject Matter Expert onsite during pilot demonstration. Agreement Holder will perform a demonstration inspection; during the demonstration a DLA QAR(s) will be present to provide operational feedback from various perspectives. |
| 4.4 | After action meeting – Coordinate on reading of all findings of the internal inspections |
5.0 Intellectual Property
At a minimum, DLA anticipates acquiring Intellectual Property:
| 5.1 | In any software delivered, commercial licenses customarily provided to the public; and, | ||
| 5.2 | Technical data on the solution: | ||
| 5.2.1 | Necessary for operation, maintenance, or training; and, | ||
| 5.2.2 | That describes the required overall physical, functional, and performance |
characteristics (along with the qualification requirements, if applicable) of an item, component, or process to the extent necessary to permit identification of physically and functionally interchangeable items. This is often called ‘form, fit, and function’ data (see 48 C.F.R.)
6.0 Submission Instructions
