About this file
This document is a Solution Brief template for a federal commercial solution opening (CSO) solicitation. The Defense Logistics Agency (DLA) is conducting this CSO authorized under 10 U.S.C. 3458 and DFARS Subpart 212.70. DLA intends to award fixed-price commercial contracts or other transaction agreements in response to Areas of Interest (AOIs) that DLA may change and revise over time. Offerors are to submit unclassified Solution Briefs using the provided template, which will be evaluated on factors including technical feasibility, responsiveness, viability, desirability, and possibility of funding. DLA will then decide whether to invite the offeror to pitch the proposed solution, submit a full proposal, or proceed directly to award negotiations. DLA provides no funding for the solicitation process, and any awards will be made on a fair and reasonable price basis. Offerors must submit Solution Briefs that can stand alone without relying on additional materials.
