The purpose of this amendment (0002) is to:

1. Extend the closing response date of the solicitation. The solicitation closing date/time has been extended from September 9, 2025, 4:00 pm EST to September 11, 2025 1:00 pm EST.

2. Provide a Conformed version of solicitation SP4701-25-Q-0158 with changes highlighted.

3. Revise a typographical error found on page 2 of Amendment 0001. The solicitation number found within the REFERENCE NO. OF DOCUMENT BEING CONTINUED: section is hereby revised from SP470125Q0176 to

SP470125Q0158.

4. Provide the following answers to questions submitted in response to this solicitation:

Q: 1. We do not believe as stated this requirement is setting the Government up for full impact. A vendor reading this RFP could very reasonably subscribe to the data sources itself and staff 0.1 FTEs to update the pricing in a web form periodically and give the Government access. If that is the type of solution the Government wants, we believe that the Government should just subscribe to the benchmark data sources itself—it does not need an external web solution. Instead, we believe the government needs:

a) To understand the input costs, not just the cost of the end item – this means for Beef, understanding how the cost of feed, water, labor, packaging, etc. are changing. In the private sector, this is what has given organizations leverage in negotiations with their suppliers

b) To integrate DLA’s historical pricing data, not just provide industry pricing. The comparative price increases and decreases are insightful in negotiations, not just the current price

c) To integrate this data directly into DLA’s systems and workflows so that buyers can very easily consume the information.

A: Please see the conformed solicitation posted with this amendment.

Q: 2. To enable the Government to differentiate between minimum tech, barely useful solutions and those that can drive real impact for DLA, could the Government either:

a. Change from LPTA to Best Value, to enable the Government to evaluate whether a better solution is worth a higher price

b. Specify a set of requirements in line with the above

A: The Government does not intend to revise its requirement.

Q: 3. How the Government intends on comparing license pricing is unclear. Some vendors may license a tool and data to the government, others may pass through individual license costs. Also if the Government intends on eventually having more goods under this type of price monitoring, the pricing will be unclear—because some vendors will need to price the upfront building of the solution and general intellectual property into the first subset of NIINs, but then each individual NIIN after that will be considerably less expensive. Recommend that the Government request pricing both for the up-front set of NIINs + overall tool licensing and pricing for each incremental NIIN.

A: The Government does not intend to add more goods to this requirement beyond what is stated in the solicitation. This is a Commercial Off-the-Shelf (COTS) requirement. Offerors should submit pricing in accordance with Attachment 1 – Pricing Spreadsheet.
