TASK ORDER (TO) PERFORMANCE WORK STATEMENT (PWS) for Enterprise IT Security and Infrastructure Support As of 01 DEC 2011

Attachment 2- Section C

NETWORK INFRASTRUCTURE SUPPORT SERVICES

PERFORMANCE WORK STATEMENT (PWS)

1. BACKGROUND:

The Defense Logistics Agency (DLA) is a United States (US) Department of Defense (DoD) agency that provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. DLA’s Enterprise Telecommunication Network (ETN) and the SIPRNet over Enterprise Telecommunications Network (SoETN) is the core network backbone that provides Wide Area Network (WAN) and Local Area Network (LAN) connectivity between the DLA Headquarters, its various field activity sites, depots, and forward deployed locations within the Continental US (CONUS).

DLA has a requirement for the modification and upgrade of these existing networks. The Contractor shall provide network infrastructure design, engineering and installation support to include, inside/outside plant, Radio Frequency (RF) infrastructure, logistic management, program management, Computer-Aided Design (CAD), and cable plant engineering. The Contractor shall provide technical expertise and Subject Matter Experts (SME) to support various projects relating to the modification and enhancement of DLA’s telecommunications and data Network, and all services and materials as necessary to effectively and efficiently accomplish the tasks as outlined in this PWS. This requirement will be a non-construction contract that involves some construction work.

This is a non-personal services contract to provide information technology support services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the Government and the Contractor. The Government may provide technical direction which will assist the Contractor in accomplishing the PWS; however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in the PWS.

2. OBJECTIVE:

It is the goal of DLA Information Operations (J6) to provide a viable, supportable, and secure network among all DLA activities and sites. All existing network infrastructures must be compatible with the existing overall network architecture and ensure they meet the DoD standards for securing the networks during peacetime and war.

The primary mission of this contract will be to provide the required technical services necessary for implementing and configuring telecommunication / network infrastructure upgrade efforts across the DLA network at identified locations. High level objectives of these services include:

1. Site Survey, Design, and Installation of IT Network Infrastructure to Upgrade and/or reconfigure existing network infrastructure at identified locations.

1. Provide engineering services support at identified locations.

The Contractor shall perform the required designs, installations, configurations and necessary network upgrades at the following designated locations:

a. Contractor’s Facilities

b. DLA locations to be defined in each Task Order

CONTRACT TYPE:

This requirement will be a multiple award firm-fixed price indefinite delivery indefinite quantity (IDIQ) contract. After the initial award all subsequent Task Orders will be firm-fixed price and competed among IDIQ contract holders.

3. SCOPE:

3.1 SPECIFICATIONS

The following specific specifications are required: The telecommunications design / upgrade shall conform to the current versions of all applicable Unified Facilities Criteria (UFC), Technical Criteria for the Upgrade Information Infrastructure Architecture (I3A), ANSI/TIA/EIA specifications, Current Building Industry Consulting Service International (BICSI) Best Practices, and all standards and codes referenced in the Unified Facilities Guide Specifications (UFGS). Publications, codes, specifications, and standards shall be used as the basis for the project design. Publications and codes that imply recommendations shall be taken to be mandatory. Where there are conflicting criteria, the most stringent requirements take precedence. The current versions of the documents stated below shall be used. Note: There may be additional specifications added on a Task Order basis.

3.2 GENERAL CONDITONS FOR ALL TASK AREAS

a. The Contractor will be required to:

1. Be in conformance with the requirements listed in 3.1 Specifications.

2. Perform task in accordance with the Quality and Safety provisions:

a. Comply with the Occupational Safety and Health Act (OSHA) and the resulting OSHA Standards 1910 (General) for the protection, safety and health of employees and any subcontractors assigned.

3. Perform workmanship in accordance with applicable references, industry standards and specifications identified in this contract.

4. Perform quality control inspections identified in this contract.

b. Contractor must possess the expertise required to evaluate and implement Risk Management Framework (RMF) security controls relating to DLA (Information Technology) IT infrastructure upgrades.

c. DLA Information Operations requires only qualified and experienced telecommunications Contractors perform Upgrade services in the construction of the DLA structured cabling infrastructure. The Contractor, by responding to this PWS, represents that their company possesses the qualifications, certifications, capabilities, test equipment, expertise, and personnel necessary to provide an efficient and successful Upgrade. All cabling and associated infrastructure shall have oversight by BICSI certified Technician.

d. It is required that the Contractor provide a certified BICSI certified member in good standing in accordance with (IAW) the requirement stated in each individual task order. A certified BICSI member, as required by a task order, must be on-site for the project while work is being performed.

e. AirMagnet Certified Product Expert Certification is required.

3.3 TASK 1 - PROJECT MANAGEMENT

a. The Contractor is required to provide effective and efficient administration of the project. The Contractor will assign a Project Manager to act as a single point of responsibility for the project. The Project manager will have a proven ability to utilize the Principles and Practices of Project Management.

b. Continuity and technical support expertise is essential to have standard Upgrade practices supporting the Wireless platform within the DLA network. The Contractor shall provide Subject Matter Experts (SMEs) with extensive experience with new and legacy equipment associated with DLA’s existing telecommunications and data network as required.

c. A BICSI Registered Communications Distribution Designer (RCDD) shall be onsite during the site survey phase of all projects. The upgraded infrastructure will be reviewed by a BICSI RCDD for adherence to standards. Random checks by the RCDD of all aspects of infrastructure Upgrade shall be performed during implementation. During the final inspection the RCDD will develop a punch list of items which need correction in order to accomplish certification. The RCDD will conduct a Final walk-through with the customer representative for acceptance.

d. Contractor will provide engineering level project support on projects defined within each Task Order (TO). Expected projects include, but are not limited to:

1. Enterprise Wireless Deployment

2. Industrial Control System Network Design and Implementation

e. Provide a detailed Plan of Action and Milestones (POAM) summary for accomplishing the requirements of this order. A separate POAM shall be developed for each site listed. POAM shall be delivered within two weeks of task order award.

f. Ensure that changes in work under this contract are not implemented before written authorization or a contract modification is issued by the Contracting Officer. Coordinate management, planning and reporting:

1. Submit visit/clearance information.

2. Obtain required passes and badges.

3. Obtain required work authorizations and permits.

4. Submit yard/base facility action item paperwork (if required)

5. Submit HAZMAT handling requests.

6. Coordinate material handling with the yard/base facility.

7. Coordinate Sub-contracting and Pre-Fabrication requirements.

8. Provide scheduling and performance tracking.

9. After task order award, acquire material identified as required by the Government approved design plan for each site.

10. Package Contractor-acquired Upgrade material and equipment for transportation to the site.

11. Provide a monthly Task Order Status Report documenting progress on current Task Orders in accordance with (IAW) Section 4 Contract Deliverables. The Task Order Status Report should include project schedule showing timeline, tasks, and progress of the work.

12. Provide quarterly Contractor’s Manpower Report IAW Section 4 Contract Deliverables.

13. Provide Analysis Reports documenting solutions recommendations.

14. Provide a Concept of Operations (CONOPS) Report IAW Section 4 Contract Deliverables.

15. Provide a Contingency Operations/ Disaster Recovery Plan per Task Order as required.

16. The Project Manager shall provide Weekly Status Reports (WSRs) to DLA and the appropriate WSR's shall be prepared at the end of the week. WSRs will be in the contractor’s format (and may be as basic as an email message) and shall identify the work accomplished (in general), plans for the following week, and all issues that may present a risk to cost, schedule or performance.

17. Provide Inventory Tracking Report when requested.

18. Provide Warranty Tracking and Administration for Serialized Item Report when requested.

19. Provide Lessons Learned and Continuous Improvement documentation wherein is provided the tangible result of an executed "project review". The review will take the project experience, in whole or part, and break it down into actionable conclusions.

g. Provide Transition to Sustainment support to DLA on any project designed and/or implemented by Contractor to include documentation and training.

3.4 TASK 2 - SITE SURVEY SUPPORT

a. Site surveys shall be completed on existing IT Network Infrastructure and locations of proposed new infrastructure.

b. The scope of each site survey shall include the buildings and rooms specified by DLA in each Task order and shall include existing cabling and infrastructure components.

c. Site estimates are known as of the date of issuance of each Task Order, but the actual site conditions and quantities of material and equipment necessary to fulfill the requirements will need to be confirmed by conducting the site survey as defined by the Task Order. In addition, the requirements of the Warfighter are the paramount focus of these Upgrades. Emergent requirements may require a rapid reassessment of the locations specified. In order to remain sufficiently agile to address these emergent requirements, DLA may find it necessary to alter the sites and/or Upgrade dates specified. These changes will not result in changes to the PWS work scope, budget or funding. The scope of the survey will be defined on the Task Order. Coordinate with the Task Owner (or representative), Site Personnel via the Task Owner, and COR/ COTR to schedule the site surveys. Schedules are to have minimal impact on site operations and other outside activity.

d. Coordinate with the DLA COR/COTR in identifying and requesting a work site staging area.

e. Accompany the COR/COTR during the In Brief.

f. As required, the Contractor will conduct wireless site surveys using a DLA approved software tool to calculate the ideal quantity, placement and configuration of wireless access points for WLAN deployment. Currently, the Fluke AirMagnet software tool is the only approved product. Individual Task Orders will address any changes in approved tools or other specifications related to these tasks.

g. As required, the Contractor will conduct onsite testing to determine network bandwidth requirements. The bandwidth tests shall include, but are not limited to, results from both the 5 GHz and 2.4 GHz wireless bands incorporated in IEEE 802.11a, g and n. Network tests shall ensure that all throughputs exceed 24MB at fifty percent power within the designated wireless area. Tests shall be performed by selecting the wireless range that has the least amount of interference, minimal number of devices, and the least amount of utilization.

h. As required, the Contractor shall conduct onsite testing to demonstrate that no gaps in functionality exist on both the 5GHz and the 2.4GHz wireless bands by performing load simulation transferring large volumes of data from host to client on mobile devices.

i. As required, the Contractor will perform, application timing tests over specified segment(s). Testing will be conducted from both the closest and furthest distances from the Access Points and provide a graphic of the limitations of signal. Obtain all the data necessary to complete the design, as follows:

1. Gather data on actual “found” conditions.

2. Take measurements to verify old data and obtain any required new data.

3. Consider alternatives and site preferences, particularly in regard to site resources such as floor space, power panel spares, and patch panel space.

4. Identify site resources for future use and coordinate with the site. Tag or mark such resources to preclude other systems using the same assets prior to the start of the production effort.

5. Identify safety or operational issues that might impact the planned production (for example, HAZMAT contamination or other planned Upgrades that would impact planned work).

6. Make sketches or take photographs of existing equipment, new equipment locations, cable plant routes, and other items for consideration.

j. Review site documentation.

k. Interface with COR/COTR and follow established DLA controls and safeguards for upgrade of classified material and equipment.

l. Develop a Site Survey Summary detailing the results of all information gathered during the inspection as well as other requirements obtained.

m. For wireless site surveys, provide site survey report containing various Heat Maps depicting the signal coverage and identifying areas where there are sufficient and insufficient coverage. The signal coverage will be measured in dBm with a color-coded signal gauge ranging from the minimum signal level to the highest as well as areas where there are sufficient and insufficient coverage.

n. Provide an Out Brief summary.

3.5 TASK 3 - DESIGN ENGINEERING SUPPORT

a. Develop Infrastructure Design Plan in accordance with the current versions of the specifications listed in Section 3.1 for the locations specified in each Task Order. However, where applicable and approved by the COR/ COTR; DLA, Host Activity, State, local or municipal design requirements may supersede requirements during both the design and implementation phases of the project.

b. The Infrastructure Design Plan will consider all aspects of the infrastructure upgrade, as well as the coordination with site personnel and evolutions.

c. The Infrastructure Design Plan will consider all aspects of the network upgrade, as well as the coordination with site personnel and evolutions.

d. Analyze technical requirements to support projected mission, technology, infrastructure changes, and recommend capabilities for the new and existing facilities.

e. The Contractor shall propose a bill of materials (BOM) which supports the proposed design for the upgrade of the IT Network Infrastructure. The BOM shall list: manufacturer name, description, part number, quantity, unit price, total price, and applicable warranty / maintenance information.

f. The BOM shall include any required equipment from the original equipment manufacturer or certified reseller. Any proposed hardware shall be brand new from the manufacturer and received in its original shipping container from the manufacturer. No refurbished and/or previously used equipment will be allowed to be proposed for this task. No gray-market equipment(equipment that is not new and sold via a certified reseller) will be allowed to be proposed for this task. If a task order includes a Government specified brand name item and if the contractor discovers that the specified manufacturer does not offer a part or piece of equipment necessary, the Contractor shall make a recommendation as to a replacement part or piece of equipment to be approved by the Government.

g. The new information technology infrastructure design will offer sufficient flexibility to respond to new opportunities and changes in technology while maintaining consistency across the network ensured by adhering to established standards for all components.

h. The Contractor shall ensure the Wireless design provides essential redundancy in the Wireless Local Area Network (WLAN) infrastructure, such as overlapping access point coverage that enable the automatic failover of wireless devices to reduce or eliminate downtime.

i. The Contractor will follow equipment manufacturer’s best practices for all wired and wireless LAN infrastructure to provide for future expansion and redundancy.

j. Provide details that fully define system requirements for typical and special conditions including all termination enclosures, break-out boxes, and consolidation point or box which includes termination or cable management hardware. Provide maintenance hole and hand hole butterfly drawing details and elevations. Provide duct bank configuration and construction details.

k. Show individual elevations of each type of rack, cabinet, distribution frame, or other equipment or termination enclosures, including cable management, grounding, power, patch panels, and connectors.

l. Provide riser diagrams that indicate the Building Distributor (BD), Floor Distributor (FD), Electrical Room (ER), and Telecommunication Room’s (TR) risers, backbone trays and conduits, backbone termination areas, racks and cabinets, service entrance configurations, typical horizontal cabling, and all backbone cabling (including types, counts, and labeling). Provide separate diagrams for each system. Identify interfaces to other systems; such as, fire alarm and suppression systems and Energy Management and Control System (EMCS).

m. Drawing scale shall match architectural drawing requirements. All drawings submitted by Contractor must be in AutoCAD 2016 and PDF format. Drawings shall be complete and accurate in every detail and be coordinated with all other work. Drawings shall be sufficiently cross-referenced to other drawings and specifications and shall include appropriate notes, schedules, diagrams, and details.

n. The Contractor shall provide AutoCAD drawings that are suitable for the creation and update of DLA telecommunications, IT infrastructure, and systems drawings. The drawings shall reflect engineered solutions of sufficient detail to serve as integration drawings. Once the integrations are completed, the Contractor shall convert the mark-up drawings to final, as-built drawings. These drawings shall become a part of the facility records.

o. All final drawings provided by Contractor must have an RCDD Stamp present on the drawings. All As-built or final drawing deliverables shall have all contractor marking removed. All drawing submissions become US Government property.

p. Include safety and operational observations, which are either provided by the Government or noted during the Contractor performed Site Survey (if tasked to do so).

q. The LAN distribution system shall be at a minimum: Category 6, unshielded twisted pair (UTP) cable. Cabling color scheme shall be determined by DLA Information Operations Engineering Services Branch, to support data connectivity requirements. Shielded cable or other category cabling requirements will be provided in detail in each individual task order.

r. As required, a minimum of Category 6 keystone type patch panels shall be provided in Government furnished equipment racks (if existing). Patch Panels shall match, at a minimum, the highest category and type of cable terminated on them. If new racks/cabinets are required as part of the system upgrade, these shall be supplied by the Contractor with DLA Information Operations Engineering Services Branch approval of product submittals.

s. All interior Category 6 and Fiber Optic cable must include inner duct or raceway and be in a cable support system, as applicable. Each individual task order may define a specific requirement for each or all work locations. Continuous metallic inner duct and cable support systems shall be grounded IAW industry and manufacturer specifications and applicable standards and codes. Raceway shall be installed IAW industry and manufacturer specifications, and applicable standards and codes.

t. A minimum of 24 strands of single mode fiber optic cable (FOC) shall be used between the main BD (Building Distributor) or main cross connect and each FD (Floor Distributor). All FOC cabling shall be installed in EMT conduit or inner-duct for protection.

u. A minimum of 48 strands of single mode FOC shall be used between the main BD (Building Distributor) and the buildings POE (Point of Entry), Building entrance, or Campus Distribution (CD).

v. All fiber optic cable (FOC) backbone cabling shall be terminated in cabinet/rack-mounted patch panels. Where applicable, backbone FOC may be terminated in approved technologies at the point of entry and extended to the main network distribution cabinets or racks. DLA primarily uses “SC” type (568SC) or TIA/EIA “LC” type (568LC) fiber optic connectors. Specific site specific requirements will be detailed in each individual task order.

w. Ensure that all throughputs exceed 24MB at fifty percent power within the designated wireless area.

x. All CAT 6 cabling shall not exceed 10dB loss.

y. The Contractor shall address the following items in the completed Infrastructure Design Plan:

1. Plan to adhere to controls and safeguards concerning the removal of classified material and equipment.

2. Details for prefabrication and off site fabrication of production items.

3. Plan to interface with the COTR and follow established Property Disposal Office (PDO) instructions for disposal of Government Property.

4. Plan to Interface with COR/ COTR and the Asset Management Office as needed for accountable property book items. Document security requirements in accordance with this PWS.

5. Test and inspection requirements for foundations, structural modifications and support system modifications.

6. Note conditions that could impact the upgrade completion or upgrade planning and execution.

7. Identify hazardous materials testing requirements.

8. Identify Test parameters.

9. Develop a Bill of Material (BOM).

3.6 TASK 4- IT NETWORK INFRASTRUCTURE INSTALLATION

a. Coordinate with Government COR / COTR in identifying and requesting a work site staging area for material, tools, and equipment at the work site prior to shipment or delivery of material and equipment. The Contractor’s On-site Manager shall work with the Government COR / COTR to confirm physical location of the stored materials. Shipped materials shall be marked and inspected in accordance with the Contractor’s quality control procedures.

b. The Contractor shall coordinate all management efforts required to complete the system upgrades and provide all tools necessary to complete the system upgrades.

c. The Contractor shall allocate sufficient resources, equipment and personnel, to any project to ensure it is completed on time and is in accordance with the Government approved design.

d. The Contractor shall provide the required Key Personnel with the required certifications as detailed in each individual Task Order.

e. The Contractor shall supply the necessary hardware, software, licenses, and materials to ensure that all wired and wireless network upgrades can be performed in accordance with the Government approved design. When applicable, the Contractor shall fulfill requirements for commercial software and related services, such as software maintenance, in accordance with the DoD Enterprise Software Initiative (ESI) (per DFARS 208.7402).

f. The Contractor shall supply all required equipment from the original equipment manufacturer or certified reseller. Any hardware supplied shall be brand new from the manufacturer and received in its original shipping container from the manufacturer. No refurbished and/or previously used equipment will be allowed to be supplied for this task. No gray-market equipment will be allowed for this task. If a task order includes a Government specified brand name item and if the contractor discovers that the specified manufacturer does not offer a part or piece of equipment necessary, the Contractor shall make a recommendation as to a replacement part or piece of equipment to be approved by the Government.

g. The Contractor shall possess manufacturer’s certifications for products that require such certification for approved installation and warranty validation.

h. The Contractor’s proposed solution shall include the upgrade of all equipment necessary for the system to be complete IAW the Government approved design.

i. The Contractor shall provide project material / equipment Invoice Support Documentation when requested.

j. The Contractor’s design shall propose all necessary power connection modifications for the new communication cabinets. All electrical Upgrades performed by the contractor must be completed by a Master Electrician with a current license valid in the location where the work is being performed. The Contractor shall accomplish Isolation and Tag-outs IAW local site procedures. Any specific site procedures will be provided in the Infrastructure Design Plan. Where the contractor is not permitted to perform all or portions of proposed electrical work, the Contractor shall coordinate with the Government’s representative to ensure that the work is completed IAW the project schedule.

k. The Contractor shall include equipment labels and cable tags as required.

l. The Contractor shall take appropriate measures to protect site equipment, components, personnel and spaces during contamination-producing operations.

m. All firewall penetrations shall be performed IAW all applicable fire and building codes, to include local site specific requirements.

n. Firewall penetrations shall be sealed in accordance with applicable U.L. listed tables. Contractor shall make available hard copy of U.L. Table and method utilized if so requested by the COR/ COTR.

o. Conduit needs to be run in the most direct route possible, parallel with building lines, and in a workman like manner.

p. The Contractor shall track and document all discrepancies. Discrepancies are issues identified by the designated project POC or QA inspector, COR or COTR during quality assurance inspections or walkthroughs where work or product does not meet industry, manufacturer, site specific or DLA standards and will be required to be resolved prior to DLA acceptance of the completed product.

q. Any disturbed locations, structures or infrastructure, to include equipment rooms, walls, floors, ceiling etc. shall be restored to match the surrounding areas to the maximum extent possible.

r. The Contractor shall configure and integrate hardware as identified in the Infrastructure Design Plan.

s. The Contractor shall remove material and equipment identified for removal or relocation as stated below.

1. Inventory material permanently removed and document transfer on DD Form 1149. Dispose of material as instructed by the COR/ COTR.

2. Remove equipment or portions thereof, designated for modification/upgrade or other re-use and ship to the location provided by the COR/ COTR.

3. Store equipment identified for re-Upgrade in a secure location.

t. The Contractor shall accomplish Upgrades IAW applicable sections of the Infrastructure Design Plan.

u. The Contractor shall provide services for demolition and removal, upgrade, integration, testing, and maintenance of aerial and underground communications cabling and infrastructure to include coaxial cabling, FOC, and twisted pair copper cabling. The Contractor shall also provide services to facilitate integration and maintenance of various types of cabling infrastructure to include, but not limited to the following:

1. Engineer, furnish and install (EF&I) maintenance hole and duct systems

2. Engineer, furnish, install and test (EFI&T) OSP FOC, twisted pair copper cabling, and coaxial cabling.

3. Terminate, splice, test, maintain, and repair FOC, twisted pair copper cabling, and coaxial cabling.

4. The Contractor shall develop, implement and execute cutover plans to integrate new infrastructure. The cutover plans shall provide as much detail as possible. The cutover plans shall provide for a seamless cutover of services from the old to the new infrastructure and systems with minimal disruption to service. The Contractor shall coordinate the cutover plan with the required personnel, including, but not limited to Project and site POCs and any affected Host Activity organizations.

5. EFI&T fiber optic modems, multiplex equipment, patch panels, main and intermediate distribution frames, lightning protection, and supporting ground and bonding, and power connections.

6. EF&I relay racks, cabinets, cable ladder and rack systems, and associated equipment and components.

7. Operate heavy equipment and OSP cabling and infrastructure installation machinery.

8. Locate and uncover buried communication cable and infrastructure. Prior to trenching, plowing or directional boring operations the Contractor may be required to perform the following actions including, but not limited to Ground Penetrating Radar survey, potholing, tracer cable detection, and hand digging to prevent accidental contact with unmarked utilities.

9. Equipment and Materials - The Contractor shall provide test equipment, equipment, and materials to support cable infrastructure engineering, implementation, and cutover. The contractor shall provide a valid and current calibration certificate for all testing equipment at or before the time of testing. Equipment and software supported may include, but is not limited to:

i. Cable Analyzer

ii. Optical Time Domain Reflectometer

iii. Multi-meter

iv. Fiber Optic Splicing Equipment

v. Wireless network troubleshooting tools with built-in 802.11 and RF spectrum analysis.

3.7 TASK 5 – INFRASTRUCTURE TESTING SUPPORT

a. The Contractor shall conduct wireless and hard wired network bandwidth tests, with DLA approved testing equipment, to demonstrate that the wireless is working properly under conditions current at time of the upgrade. The intent of this contract is to establish a turnkey solution for DLA to deploy wireless solutions without issue. Bandwidth tests shall include results from both the 5 GHz and 2.4 GHz wireless bands incorporated in IEEE 802.11a, g and n. Network tests shall ensure that all throughputs exceed 24MB at fifty percent power within the designated wireless area. Tests shall be performed by selecting the wireless range that has the least amount of interference, minimal number of devices, and the least amount of utilization. The Contractor shall include a load simulation of transferring large volumes of data from host to client on a mobile device. Additionally, the Contractor shall perform, with the assistance of DLA personnel, application timing tests over the segment(s). Testing should be conducted from both the closest and furthest distances from the Access Points and provide a graphic of the limitations of signal. The Contractor shall work with the COR/ COTR of this contract to develop a contractor test plan to meet these requirements. Government Furnished Equipment (GFE) may be necessary to successfully test and validate network performance, specifically related to DLA applications. These requirements will be reviewed and considered on a case by case basis.

1. As required, the Contractor shall coordinate with DLA technical team members to conduct onsite testing to demonstrate that no gaps in functionality exist on both the 5GHz and the 2.4GHz wireless bands by performing load simulation transferring large volumes of data from host to client on mobile devices.

b. The contractor shall provide a valid and current calibration certificate for all testing equipment at or before the time of testing.

c. All Category cabling shall be tested with devices rated to test the category of the cabling under test and shall meet the accuracy requirements stated in the applicable ANSI/TIA/EIA standard.

d. FOC testing shall be performed with an Optical Time Domain Reflectometer (OTDR). New FOC, GFE FOC, and any existing fiber that is identified for testing shall be tested.

e. The contractor shall test Multimode FOC at both the 850nm and 1300nm wavelengths and Single mode Fiber Optic Cable at both the 1310nm and 1550nm wavelengths.

f. Upon testing completion, the contractor shall provide diagrams and test records for all tested cables to the DLA Information Operations Engineering Services representatives.

g. Infrastructure Distribution Upgrade shall be reviewed by the Contractor’s BICSI RCDD for completeness and adherence to standards. Random checks by the RCDD of all aspects of infrastructure Upgrade shall be performed during implementation.

h. During the final inspection, the RCDD will develop a punch list of items which need correction in order to accomplish certification. The RCDD Qualified Contractor will conduct a Final walk-through with the customer representative(s) for acceptance.

i. The BICSI RCDD will certify the infrastructure in writing and with his seal within one week of receiving written customer acceptance of system Upgrade.

j. Coordinate inspection efforts with applicable site and government representatives to ensure no scheduling conflicts of site operational requirements.

k. Report any problems experienced during the inspection to the Project POC, Site POC, and/or COR/ COTR, as applicable.

l. Manage repair of all corrections discovered during the inspection.

m. Any discrepancies/deficiencies that cannot be corrected prior to the out-brief shall be delineated in a written report at the out-brief to the COR/ COTR and DLA Representative and be accompanied by a POA&M summary showing at a minimum the location, nature and expected resolution date of each discrepancy/deficiency.

n. All discrepancies, including those resolved prior to the out-brief, shall be documented and included in a report to DLA.

o. Obtain all required completion signatures.

3.8 TASK 6 - POST UPGRADE SUPPORT

a. Provide As-Built documentation for all systems and infrastructure.

b. Inspect all affected cableways and transits before and after Upgrade completion to verify compliance to all applicable specifications. A copy of the inspection reports shall be maintained in the Quality Control Plan and Test and Inspection Workbook maintained at the job-site

c. Complete a formal walkthrough with the COR/ COTR and DLA Representative if required by J6.

d. The Contractor shall provide hands-on training, as defined in each individual task order, to DLA J6 Infrastructure personnel to demonstrate functionality and troubleshooting procedures for potential network problems associated with the wireless components.

e. Attend and participate in Out Brief.

f. Provide an Out Brief summary.

g. Roll back configuration of, or dispose of, Government Property replaced or removed in support of this Task as needed. Interface with the COTR and follow established PDO instructions for disposal of Government Property. Interface with Asset Management Office as needed for accountable property book items.

h. Provide Task Order Closeout Report IAW Section 4 Contract Deliverables. Task Order Closeout Report shall include Project Name or associated Remedy Ticket #, Location, Date Approved, Month/Year, Submitted by (Contractor representative or Project Manager with date) Approved by, Federal Project Manager, COR or COTR name and date. The document would be part of the Federal Record for each Task Order and uploaded into our Remedy system.

3.9 TASK 7 - EMERGING REQUIREMENTS AND TECHNOLOGIES SUPPORT

(NETWORKING AND TELECOMMUNICATIONS ENGINEERING SUPPORT)

a. Contractor will provide lessons learned and continuous improvements, to include, on-site/virtual engineering support of benchmarking, baselining, network-health checks, knowledge transfer, and key metric dashboards generated, along with newer technology review, and best practice recommendations will be provided by network engineers in support of DLA's networks, on a monthly basis for the topics tasked for analysis (for example, Technical Drawings/Diagrams, Transition to Sustainment, or Lessons Learned and Continuous Improvements). On-site / virtual Engineering Support (12 month- support, Not to Exceed (NTE) a total of 24 - 8 core hour business days during this time period).

b. All required work will be performed by Subject Matter Experts (CCIE Level Engineers) in Network Engineering.

c. Perform engineering requirements by Task Order for project integration including engineering/design, procurement, implementation and follow-on support of emerging requirements and technologies for the locations specified within. These technologies include but are not limited to IPv6, Data Center, Software Defined Networking, SCADA, Industrial Control Systems, and general LAN "First/last mile" commodities and services as required.

d. Generate as-built drawings or other applicable CM documents for all devices, applications, and activities affected by the Task Order. It is acceptable to modify current as-built drawings in Microsoft Visio format.

e. Participate in senior leadership meetings, conference calls, and briefings to DLA Activities and Field Sites.

f. Develop and maintain Integrated Master Schedule (IMS) detailing design, implementation, and status of the effort.

g. Perform work in accordance with operational and organizational concepts based on industry best practices and methodologies.

h. Provide management and engineering planning and analysis.

i. Provide technical support engineering.

j. Provide security and accreditation documentation for new solutions.

m. Provide Implementation and Design Document to include site specific design details as defined by the Task Order. Included within the Implementation and Design Document the Contractor shall document the steps required for implementation of the proposed solution.

5. PERIOD OF PERFORMANCE:

The period of performance for this overall contract is three years after date of award (a one-year Base Period plus 2 one-year Option Periods). Individual project schedules will be defined by each Task Order.

6. CONTRACTING OFFICER’S RESPRESENTATIVE (COR)/ AND CONTRACTING OFFICER’S TECHNICAL REPRESENTATIVE (COTR):

The COR for this effort will be determined prior to award. The COTR will be determined on each Task Order.

7. CONTRACT TYPE:

The contract will utilize Firm Fixed Price (FFP) contract line item numbers (CLINS) for the tasks within this PWS. Cost type CLINS will be utilized for travel.

8. WORKSITE LOCATION:

Work will primarily be performed at the installation or at the site being surveyed/upgrade facility and will be defined by each Task Order. Work performed under the Emerging Requirements and Technologies Support Task will primarily be performed at Ft. Belvoir, VA or Columbus, OH as defined by each Task Order. The location of all Task Orders will occur within CONUS.

8.1 TRAVEL

The contractor may be required by the government to perform CONUS travel in performance of the resulting task order. Travel in support of a task order will be performed on a cost type basis. Travel reimbursement will be in accordance with the FAR 31.205-46. When required, the most reasonable means of ground transportation (i.e., taxi, bus, car rental) shall also be used. All contractor travel must be pre-approved by the task order Contracting Officer Representative (COR) prior to travel. Following COR conditional approval, the contractor shall prepare a travel estimate in accordance with FAR 31.205-46 and submit the estimate via email to the COR for final approval. On occasion, short duration (1-5 days) site visits may be required as authorized by the Government. All travel related expenses (per diem, airfare, transportation etc.) will be reimbursed to the Contractor in accordance with FAR 31.205-46. The Contractor shall be required to submit travel receipts for reimbursement as outlined by the FAR 31.205-46.

Contractor shall submit copies of expense reports and receipts with monthly invoices for payment. Upon completion of the travel contractors will provide a written trip report in Word format to the COR as supporting documentation to validate the reimbursable costs.

The government will not reimburse local travel and related expenses to the contractor for daily travel to or from work or off-site travel within the local commuting area (e.g., from DLA Headquarters at Fort Belvoir to Hybla Valley or the Pentagon).

The government shall establish a not to exceed value for travel under each resulting task order, and reimbursement for travel will be limited to this amount unless an exception is approved by the Contracting Officer. Travel is not priced at the IDIQ level.

9. GOVERNMENT-FURNISHED PROPERTY:

Government Furnished Equipment (GFE) may be provided on this contract under certain circumstances.

9.1 GOVERNMENT-FURNISHED INFORMATION

Government Furnished Information (GFI) may be provided such as manuals, drawings, and test data, to be provided to prospective offerors and contractors.

9.2 CONTRACTOR ACQUIRED MATERIAL

Contractor Acquired Material (CAM) includes Operating Material and Supplies (OM&S). This includes materials purchased by the contractor that will be incorporated into, or attached to a deliverable end item or that may be consumed or expended in performing a Task.

10. SECURITY:

Work performed under this task may be classified. This task will require access to and the preparation of classified information up to and including SECRET. Any classified documents issued or prepared as a result of the work on this Task Order shall not be stored on the Contractors premises. Upon completion of this task, the Contractor shall promptly return any and all task documents to the Government.

Contractor employees require a minimum of interim SECRET security clearance (State Depends ont task order specific). Provide cleared (SECRET), qualified and certified personnel IAW DoD 8570, as appropriate, beginning on the TO start date.

Upon award, the Senior Network Engineer position must have a background investigation sufficient to support IT-1 (formerly ADP-I) access as defined in DoD 5200.2-R Appendix 10.

The COR/ COTR will provide the contractor guidance for accessing classified information when required in coordination with the Site Security Manager.

10.1 COMMON ACCESS CARD (CAC) PROCEDURES

Performance under this contract will require the contractor to obtain a Common Access Card (CAC). The contractor shall complete and comply with the following steps to obtain, control, and turn-in Government-issued CACs, as well as establish procedures to control and account for contractor CACs at all times. This process is only for the issuance and accountability of CACs. Contractors may be required to provide additional forms and follow additional procedures for other forms of access and/or background/security checks depending on local site/installation requirements.

1. The contractor has each contractor employee requiring a CAC complete and sign Sections I and II of the DD Form 1172-2. The instructions for completing the DD Form 1172-2 are located at http://www.cac.mil/docs/1172-2-Instructions.pdf.

· For Section II, Block 22 - If the contractor employee signs and the DD Form 1172-2 it is then forwarded by the contractor. This provides verification for the employee information. If the contractor is submitting a DD Form 1172-2 for him/herself (e.g., the owner), with no higher authority above them for verification, then the signature in Block 22 must be notarized to verify identity.

2. The contractor forwards the DD Form(s) 1172-2 via hand-carry, secure mail, or encrypted email to (NOTE: The contractor may forward these forms individually or as a group):

· The Contracting Officer’s Representative (COR) for the contract, if a COR was designated.

· The Contracting Officer (CO) for the contract, if no COR was designated.

3. Each contractor employee must verify his/her account information upon receipt of an email from the Government containing a username and password for the Trusted Associate Sponsorship System (TASS). The web link for TASS is included in the email.

4. Each contractor employee will receive an email via TASS when his/her account has been approved. The email will notify the employee to obtain a Government-issued CAC from the nearest Real-Time Automated Personnel Identification System (RAPIDS) office. The email will also provide a link that identifies the locations of RAPIDS offices.

5. Each contractor employee shall obtain his/her issued CAC from the RAPIDS office.

6. The contractor, within one (1) business day of issuance, provides written notice via email to the COR (or the CO, if no COR was designated) for each contractor CAC issued identifying the contractor employee’s name, the date of issuance, and the date of expiration of the CAC. This notification may be made individually for each contractor employee or together for a group of contractor employees.

7. The contractor establishes procedures to control and account for Government-issued contractor CACs at all times, to include the following:

· Ensure contractor CACs issued for this contract are only used for the purpose of performing under this contract.

· Ensure contractor CACs are secured in a manner that precludes unauthorized use and that recognizes the CAC is the property of the U.S. Government.

· Ensure contractor employees do not abuse or place…
