Question
Answer

#123

Margins and Line-spacing requirements are non-standard and overly restrictive, need font size for graphics
Margins are hereby changed to .75 for each side and line spacing has been changed to single space. Font size for graphics and tables can be reduced in size from the size 12 font – Times New Roman required for the balance of sections, however the information must be legible/readable for the Government to be able to evaluate without requiring any magnification of same.

#124

The way that we incorporate CPARS (they need to be excluded from page count)
The requirements for past performance are identified in RFP Sections L&M. CPARS may be utilized as part of your submission, however the contractor determines how they will meet the Government’s requirements for past performance in accordance with above cited sections.

#125

The way that bid key personnel (not clear if contingent key personnel are okay)
Contingent Personnel are acceptable as long as personnel are qualified and resumes are provided at time of bid closing date

#125

The requirement for AirMagnet certification (Who has to have it? Can anyone on the team have it?)
The inclusion of an AirMagnet certification is not a requirement and as such will not be evaluated.

#126

The way we bid hours for the PM and DPM for this effort?
Please propose your labor rate/s in accordance with the structure of the rough order of magnitude (ROM). You should price out these two labor categories against the estimated hours that are listed. If Contractors have different rates within each labor category and anticipate more than one individual per labor category, please propose only one average labor rate per labor category. The Government requirement is set up such that the Government can evaluate all prices/ labor rates, etc., on an equal/ level playing surface.

#127

The way we prepare the subcontractor commitment letters (they need to be excluded from page count so we can include more corporate information)
The Government has increased the technical approach and key personnel sections by an additional 10 pages in length which allows for sufficient space for subcontractor commitment letters.

#128

How we handle zero quantities in the price proposal (we have received conflicting direction)
Any supplies in the BOM that currently have a quantity of zero should be changed to reflect a quantity of 1 each, so that the Government can evaluate same.

#129

How we price miscellaneous electrical and infrastructure pricing (we’d like a plug number for these)
The pricing tables are set up such that they are in a standardized format so that the Government can perform an even evaluation across all cost elements and as such there should be no deviation from this. Vendors will have the capability to price out miscellaneous electrical parts at the task order level.

#130

The amount of the bid guarantee from the bank (is a guarantee required at the IDIQ level or at the TO level only?)
The bid guarantee is required at bid closing time or at the IDIQ level and not the task order level. See question #131 for additional information.

Re: Q&A #119

(a) Please specify what type of bond is required (bid, performance, payment, maintenance, and/or supply bond).

(b) Please confirm that the bonding is required only at the task order level and that each bond will be based upon the task order bid amount.

(a) Bid guarantees, performance bonds, and payment bonds are required. Please see FAR 52.228-01 entitled “Bid Guarantee (SEP 1996)” as found in the solicitation/RFP. This is required with your offer at time of RFP closing. Additionally, please see FAR 52.228-15 entitled “Performance and Payment Bonds – Construction (OCT 2010)” as found in the solicitation/RFP. These bonds are required at the task order level.

(b) Bid Gaurantee is required at time of bid closing. The bid guarantee shall be 20 percent of the bid price or $3,000,000.00 whichever is less Bonding is also required at the IDIQ level and shall be in accordance with the IDIQ Gauranteed Minimum Dollar amount of $50,000.00. Please note that in accordance with FAR 28.102-1 the vendor shall provide the following two forms of protection

(i) A payment bond.

(ii) An irrevocable letter of credit (ILC).

Bonding is also required at the task order level. Vendors receiving task orders shall be bonded for the full task order price in accordance with FAR clause 52.228-15 for Performance and Payment Bonds.

Re: Q&A #66

(a) The ROM item "ELECTRICAL WIRE THHN #12 500' WHITE" is shown with a quantity of 35,562. Please confirm whether the government is asking for 35,562 feet or 35,562 reels (as the description implies). The Offeror asks this because, if the requirement is for feet, the Offeror must modify the quantity to divide 35,562 by 500’, because the wire is sold on 500’ reels.

(b) The ROM item "3/8" THREADED ROD" is shown with a quantity of 25,087. Please confirm that the given quantity is the total number of feet required. The Offeror asks this because, if the requirement is for feet, the Offeror must modify the quantity to divide 25,087 by 10’, because the rod is sold in 10’ sections.

(c) The ROM item "25 PAIR CAT 3 RISER RATED CABLE" is shown with a quantity of 435,900.

Please confirm that the requirement is for feet required. The Offeror asks this because, if the requirement is for feet, the Offeror must modify the quantity to divide 435,900 by 1000’, because the cable is sold on 1000’ reels.

1. The Unit of Measure is feet

1. The unit of measure is one each 10 foot Rod.

In accordance with Section L, Subsection 1.1 “Offeror Proposal Instructions” we do not understand the instructions contained with the RFP, Amendments and Q&A and respectfully request clarification with respect to the following item:

1. Is there any way you could provide guidance on the graphics and table font requirements for this submission (line spacing, font type, and font size). This is extremely important and will impact bidders ability to meet page count requirements or ensure compliance for the documents.

#134

Is there any way you can provide guidance on the graphics and table font requirements for submission (line spacing, font type and font size). This is extremely important and will impact bidders ability to meet page count requirements or ensure compliance for the documents.
Graphics may be less than the standard 12 size font - Times New Roman, however all graphics shall remain legible/readable. The same applies to table font requirements. Line spacing shall be single space.

Questions and Answers released by DLA

Page 3 of Attachment 3-Section L
Section L of the RFP, in 1.3.1, states page requirements. Can the Government please confirm page requirements, spacing, and margin requirements for the Executive Summary and the Technical Proposal? The Questions and Answers came out with conflicting language requesting 1.5 margins and double-spaced pages. It is a standard industry practice to use 1-inch margins and single-spaced pages.

To address 7 task areas and additional requirements listed on page 4 of Section L, the 20-page single-spaced page requirement as currently in the RFP, was just enough room to address the requirements in a full, compliant approach. Will the Government consider maintaining the 20-page requirement, and in single spaced pages and 1-inch margins?

All page requirements with the exception of tables and graphics are as follows: Single space, font size 12 – Times New Roman, with Margins at .75 each.

Note that offerors can reduce font size in tables and graphics as long as the material is still legible/readable without the use of magnification.

The Government is adding 10 pages to the technical approach and key personnel section, changing the overall technical proposal from 30 pages to 40 pages and the Technical Approach and Key Personnel from 20 pages to 30 pages.

Q&A #92 states, “Units of measure provided.” We are unable to locate the units of measure in the revised Attachment_1-_Section_B-_ROM.xlsx. Will the Government please clarify which column these are provided in or will the Government please provide an updated Attachment_1-_Section_B-_ROM.xlsx?

The Unit of Measure (UoM) is linear foot, or each. This is relative to the unit in which the product is typically produced by the manufacturer and sold by the vendor. Per Example: All CAT 6 cabling is detailed in linear feet. It is generally purchased as a single box of 500 feet, however our LOM indicates the amount of linear feet estimated. In this case, the price per linear foot should be applied. Other items which are produced as an each item whether sold in a package of 50 or 1,000 should be provided as a unit cost of each to reflect the quantities on the LOM. The contractor shall indicate the UoM used on the priced proposal BOM for each item in order to clarify any potential discrepancies in pricing which may arise during USG evaluation of each proposal.

#137

Q&A #120: Will the Government please confirm if the contractor should price the entire BOM? Or, based on the Government’s notes in the configuration provided for BOM part # R-MGMT3X-N-K9, should the contractor provide pricing to upgrade each system to 15,000 licenses (part #L-MGMT3X-AP-K9)?

A unit cost should be provided for all items in the BOM to include part #L-MGMT3X-AP-K9

#138

Q&A #8 states, “The Government requires a quantity in order to be able to evaluate price, therefore, please change the quantity from zero to one each and price accordingly” on the Base Period tabs, Option 1 tab, and Option 2. Q&A #53 states, “Offerors must provide a unit cost for the item as part of their IDIQ proposal. The total cost for the item will be $0, but the Government will evaluate whether the unit price is fair and reasonable.” This seems to be contradictory. Will the Government please clarify if we should change the ‘0’ quantities or to keep them as they are?

Please disregard the previous answer to question #53, and follow the instructions for Q#8 for any item that currently has a “zero” in the quantity column, vendors are instructed to change the quantity to one each and price accordingly.

#139

We went through every RFP file to see is there is a Facility Clearance Requirement from the prime contractor and we have not seen it. I just wanted to reach out and confirm there is no FCL requirement.
Facility Clearance Requirements (FCL) will be addressed on a case by case basis for each individual Task Order (TO) issued under this IDIQ IAW local site specific and task specific requirements. Each TO will detail the FCL requirements individually for each work location, if applicable.
