Amendment 002
1. Subject Solicitation SP4701-16-R-0043 is hereby amended as follows:
i) On Page 2 of 47, Section (v) CLIN 0002 - Description:
DELETE: “Labor for New Cumberland NOC IT Equipment Relocation and Installation Support Services
Period of Performance:
6 Months from Date of Award
CLIN: TIME AND MATERIALS (Not to Exceed)”
ii) On Page 2 of 47, Section (v) CLIN 0002 - Description:
DELETE: “Labor for New Cumberland NOC IT Equipment Relocation and Installation Support Services
Period of Performance:
6 Months from Date of Award
CLIN: TIME AND MATERIALS (Not to Exceed)”
2. Subject Solicitation SP4701-16-R-0043 received the following questions and are answered below:
i) Is there a strategy identified for the project? In other words, does DLA know how they want to break the environment up for multiple moves, or is there a maintenance window large enough to move it all in one move event over a weekend?
Answer: Yes, the current plan is to move all the network and IT equipment from bldg 54 to bldg 430 in one week-end.
ii) If the answer to #1 is no, do you want the partner to assessment the entire environment, including all application interdependencies, and develop the strategy that meets business requirements?
Answer: N/A
iii) If the answer to #2 is yes, how many applications are there?
Answer: There are approximately 46 applications
iv) When does the project need to be completed?
Answer: No date has been given for the completion of moving all the IT equipment into the new data center. But all IT equipment will need to be moved in one week-end.
v) Is all of the equipment under warranty or maintenance? Can you provide that information? We can bring the OEM's and proper support in to assist with the startups of the systems, and ensure that no warranties are voided.
Answer: Unsure at this time.
vi) This RFP mentions that the Appendix B Inventory List is a partial list?
How much more equipment is there that will be in scope?
Answer: Another full inventory will be completed 30-45 days before the actual move occurs.
vii) Will the environment look the same, in the end, at building 430 as it does at building 54? Will the rack elevations be the same? Do you want to use all of the existing cabling, if possible?
Answer: The move from bldg 54 to bldg 430 will include moving all racks and IT equipment located in those racks to bldg 430. This to include cables, UPS, etc.
viii) Will DLA be providing all of the resources to properly shut down all applications, then bring them back up and do all of the application testing?
Answer: Yes, DLA will have application admins, windows admin, network admin and Unix admins on site to complete the proper shutdown of all applications and IT equipment.
ix) Is this project money coming from this year's budget? If not, can the deadline for the response be extended for a week, or two weeks would be best?
Answer: Funding for this project has already been budgeted for FY17.
x) On page 2, Section 14. (v) CLIN 0002 What is this for?
Answer – Typo, this has been addressed in the amendment above.
xi) Page 2 of the RFP states that the price evaluation will be based on the proposed labor mix and LOE as described in the submitted WBS, proposed pricing for all tasks, and the comparison to an IGE. However, no material costs are mentioned as part of the evaluation criteria. This is somewhat confusing since section 1.0 specifies that the contractor will be required to provide all services and associated materials. Also, during the walkthrough for this project it was our understanding that some sections of the existing infrastructure in the Building 54 NOC will need to be duplicated in Building
430 in order to provide the transition from one location to the other. Can you please explain how materials will be addressed as part of our FFP response?
Answer - Materials should be identified when the contractor does a pre-movement assessment of what the inventory is at the old data center (bldg. 54) and identify what materials are missing or damaged prior to the move to the new data center (bldg. 430).
xii) If no materials are required or are to be GFM would you please clarify this fact as well?
Answer - See above
xiii) In addition, please clarify that no equipment procurement will be required as part of this RFP?
Answer - What equipment is being referenced on this question? If a power whip is needed, then yes that may be required by the contractor. The RFP was written with as much detail as possible, barring the unknowns such as power whips, miscellaneous screws/bolts that go missing in transition, etc.
xiv) The RFP references among many other requirements the necessity to provide all planning and documentation related to this relocation project.
However, no approved design for the equipment layout in Building 430 has been supplied as part of this RFP. Are we to assume that the development of this design will be part of the overall requirements of this RFP?
Answer - A copy of the building 430 data center room was provided at the time of the physical walkthrough of vendors. The planning and documentation stated in the RFP relates to the rack diagrams, updating the room map with cabinet placements, and other documentation that reflects the correct picture of the data center after the move to bldg. 430 is completed. The rack diagrams should include server name/barcode information and location for each piece of equipment located within each rack. Additionally, ensuring proper labeling of the end of each power whip at the rack and documenting power whips coming from the PDU to each rack on the room diagram is required.
xv) Are we to assume that this new design will emulate the current equipment layout in Building 54?
Answer - Yes, with few exceptions, the equipment located in bldg. 54 should emulate its current design in bldg. 430. The only major exception is with the consolidation of racks and the possible redesign of the rack placement within the new data center bldg. 430 to ensure proper airflow.
xvi) Other than conformance to the standards specified in Appendix A are there any other design requirements specific to Building 430 that should be included in the design?
Answer - Not at this time. However, a completed set of diagrams in Visio showing the complete layout of the new data center, including installed racks/cabinets, rack/cab numbers, equipment located within each rack/cabinet, barcodes, server/equip names, IP addresses, etc.
xvii) If required, what is the timeframe for submittal of this design after award?
Answer – The proposed design and implementation documentation, including schedules, risks, and drawings are due within 60 days of award. Additionally, once installation/movement of equipment is completed at the new data center all post-installation diagrams will be due to the government, and specifically to the
Data Center Manager, no later than 60 days after completion of the move. These post-installation diagrams should reflect the new "snapshot" of the bldg. 430 data center floor space showing all of the moved equipment locations, server and cabinet locations, etc.
xviii) If no design is required, are we to base our response to the RFP solely on the information obtained during the walkthrough for this project?
Answer – Post-installation diagrams/drawings are required.
xix) It is understood that this project will be completed in several phases.
However, would it possible to quantify the number of phases estimated to complete the transition of equipment from Building 54 to Building 430?
Answer – It is expected to have the move completed over a single weekend to minimize impact. The only caveat is whether or not the DLA technical teams will be able to complete testing during the same period, or wait during the work week.
The contractor is expected to be flexible in this regard. The contract is not quantified as “complete” until all equipment is properly migrated to bldg. 430 and fully tested by DLA staff. Once testing is completed and verified by DLA technicians, the move from bldg. 54 data center to bldg. 430 data center will be considered complete. If something is discovered during the testing phase, both the contractor and the DLA technical team agree to work together to resolve any issues.
xxi) Will these phase be done concurrently?
Answer - Single phase is preferred. There are other “phases” being conducted in conjunction with the move, but it is outside of the scope of this contract. For example, the network infrastructure will be installed prior to the move as a separate phase. Once verified operational, the data center move date (moving the racks and equipment form the old data center bldg. 54 to new data center bldg.
430) can be scheduled.
xxii) If not, what is the anticipated period of time between each phase?
Answer - If more than one phase is needed by the vendor, coordination will need to occur in advance. Again, final systems testing must be conducted by the DLA technical staff and verified before the contract can be determined as complete.
xxiii) Would it be possible to quantify what percentage of the required relocation and network downtime will be done on overtime?
Answer - Unknown. The labor costs must fall within the scope/award of this contract.
xxiv) The above referenced RFP calls for the contractor to be responsible for among many other requirements the installation, configuration, and data collection services required for the transition of equipment from Building 54 to Building 430. Given DLA's security requirements and the necessity for conformance to Security Technical Implantation Guides (STIGs), what level of configuration of the applicable equipment will the contractor be expected to perform as part of this project?
Answer - The contractor will not be expected to modify, or have access to, the internal configurations of servers. The contractor will be expected to configure the servers physically within the racks/cabinets, collect server name/barcode/label and placement in order to update the new bldg. 430 data center room map, and annotate any other identifier to the equipment such as IP address, etc., and produce all necessary diagrams as requested under this contract.
